河南省:关于实施城市更新行动的指导意见 到2035年城市发展突出短板基本补齐!

9月22日(ri),河南(nan)省(sheng)人民政府(fu)办公(gong)厅发(fa)布关(guan)于(yu)实施城市更新(xin)行动的指(zhi)导意见。

意(yi)见指(zhi)出,坚持区域联动,系统推进(jin)城镇老旧(jiu)小(xiao)区改造(zao),补(bu)齐水、电、通信、气、热、环卫及道路、停车、充电等设施短(duan)板,到2025年基本完(wan)成2000年年底前建(jian)成且需要改造(zao)的(de)城镇老旧(jiu)小(xiao)区改造(zao)任(ren)务。

推进城市绿色发展和生态修复。以生态保护和环境治理为基础,推行以生态环境为导向开发模式,实现生态建设与经济发展互相促进。坚持城市绿色发展理念,推动实现“双碳”目标。建设高品质绿色低碳建筑,推进既有建筑节能、绿色化改造。加强生活垃圾、市政污泥、建筑垃圾等固体废物分类收集、利用、处置设施建设和协同处理,推进“无废城市”建设。

有序推(tui)进(jin)(jin)受损山体、水(shui)(shui)体岸(an)线(xian)、城(cheng)(cheng)市(shi)废(fei)弃(qi)地及受污染土(tu)地等生态(tai)修复,恢复城(cheng)(cheng)市(shi)自(zi)然(ran)生态(tai)。持续(xu)推(tui)进(jin)(jin)城(cheng)(cheng)市(shi)燃(ran)气管道等管网更新改(gai)造和城(cheng)(cheng)镇污水(shui)(shui)处理提质增效。加强城(cheng)(cheng)市(shi)应急(ji)备(bei)用(yong)水(shui)(shui)源(yuan)建(jian)设(she)(she)和多(duo)水(shui)(shui)源(yuan)联网互(hu)通,加快老旧二(er)次(ci)供水(shui)(shui)设(she)(she)施改(gai)造,建(jian)设(she)(she)节水(shui)(shui)型城(cheng)(cheng)市(shi)。全域(yu)推(tui)进(jin)(jin)海绵(mian)城(cheng)(cheng)市(shi)建(jian)设(she)(she),到(dao)2025年县级城(cheng)(cheng)市(shi)及县城(cheng)(cheng)建(jian)成区基本消除黑臭水(shui)(shui)体。

各省辖市(shi)人(ren)民政府(fu),济源示范区、航空港区管委会,省人(ren)民政府(fu)各部门:

为深入贯彻党的(de)二(er)十(shi)大精神,扎(zha)实有序实施城市(shi)更新,推动城市(shi)高质量发展,经省政府同意,现结合我省实际,提出如下意见,请认真贯彻落实。

一、总体要求

(一)指(zhi)导(dao)思想。以习近(jin)平新时(shi)代(dai)中(zhong)国特(te)色社会主义思想为指(zhi)导(dao),全面贯彻党(dang)的二十大精神和习近(jin)平总书记关于城(cheng)(cheng)市工(gong)作的重(zhong)要论(lun)述(shu),完整、准确、全面贯彻新发(fa)(fa)展理念,遵循城(cheng)(cheng)市发(fa)(fa)展规律,坚(jian)持以人民为中(zhong)心,加快(kuai)转变(bian)城(cheng)(cheng)市发(fa)(fa)展方式,优化存量、提升品质(zhi)、完善结构、彰显特(te)色、提高效(xiao)能,推动内涵集约、绿色低碳(tan)发(fa)(fa)展,打造宜(yi)居(ju)、韧性、智慧城(cheng)(cheng)市。

(二)工作目(mu)标。到2025年,城(cheng)市(shi)(shi)更(geng)(geng)(geng)新试(shi)点工作取得明(ming)显成效,打造一批具有示范(fan)效应的城(cheng)市(shi)(shi)更(geng)(geng)(geng)新试(shi)点项目(mu),城(cheng)市(shi)(shi)更(geng)(geng)(geng)新政策机制(zhi)、标准体(ti)(ti)系(xi)初步建立(li),“城(cheng)市(shi)(shi)病”得到有效缓解,城(cheng)市(shi)(shi)人居环境更(geng)(geng)(geng)加(jia)优美,城(cheng)市(shi)(shi)治理体(ti)(ti)系(xi)更(geng)(geng)(geng)加(jia)完善(shan)。到2035年,具有河南特色的城(cheng)市(shi)(shi)更(geng)(geng)(geng)新体(ti)(ti)制(zhi)机制(zhi)更(geng)(geng)(geng)加(jia)完善(shan),城(cheng)市(shi)(shi)发展突出(chu)短板(ban)基本(ben)补(bu)齐,城(cheng)市(shi)(shi)综合功能明(ming)显增强(qiang),宜居、韧性、智(zhi)慧城(cheng)市(shi)(shi)建设水平全(quan)面提升(sheng),城(cheng)市(shi)(shi)生(sheng)活更(geng)(geng)(geng)方便、更(geng)(geng)(geng)舒适、更(geng)(geng)(geng)美好(hao)。

(三)总体原则。

1.以(yi)人(ren)(ren)为(wei)本(ben)、提升品质。坚持(chi)人(ren)(ren)民城市人(ren)(ren)民建、人(ren)(ren)民城市为(wei)人(ren)(ren)民,把改善民生作(zuo)为(wei)实施城市更新的出发点(dian)和落(luo)脚点(dian),与文明城市创建有机结合,集(ji)中力量解决群(qun)(qun)众“急难愁盼”问题,充分调(diao)动(dong)群(qun)(qun)众积(ji)极性(xing)、主动(dong)性(xing),不断增强群(qun)(qun)众的获得感(gan)、幸(xing)福感(gan)、安全感(gan)。

2.政(zheng)府(fu)(fu)引导(dao)、市场(chang)运作(zuo)。强化政(zheng)府(fu)(fu)引导(dao),壮大政(zheng)府(fu)(fu)融(rong)资(zi)平台,充分发挥(hui)市场(chang)作(zuo)用,持(chi)续优化营商环(huan)境,鼓励和支持(chi)各类市场(chang)主体(ti)参(can)与(yu)城市更(geng)新,形成多(duo)元(yuan)化、可持(chi)续的更(geng)新模(mo)式。

3.问(wen)题(ti)导向、系统(tong)谋(mou)划(hua)。通过(guo)城(cheng)市体(ti)检(jian)全面评(ping)估(gu)城(cheng)市发展中的突(tu)出问(wen)题(ti),科学编制城(cheng)市更新规(gui)划(hua),坚持统(tong)筹谋(mou)划(hua)、整体(ti)推(tui)进(jin)、科技赋能,树立全生命周期(qi)管理意识(shi),系统(tong)实施(shi)城(cheng)市更新。

4.因(yin)地制宜、分类施策。根据各地城(cheng)镇化(hua)阶段差异、产业(ye)发展(zhan)需要、资源禀(bing)赋和经济(ji)社会发展(zhan)基础,合理确(que)定更新范围和规模,明(ming)确(que)更新改造(zao)的必(bi)备项与(yu)拓(tuo)展(zhan)项,积极开展(zhan)路径(jing)、政策、机制创(chuang)新,科学(xue)精准施策。

5.守(shou)住底线、稳步推(tui)进(jin)。守(shou)牢安全发展底线,尽力而为(wei)(wei)、量力而行(xing),示范(fan)带动(dong)、稳步推(tui)进(jin),明确(que)负(fu)面清(qing)单,坚持“留(liu)改拆”并举,以(yi)保留(liu)利(li)用提升为(wei)(wei)主,防(fang)止大拆大建(jian),合(he)理把握节奏,着眼长期运(yun)营,避(bi)免“运(yun)动(dong)式”推(tui)进(jin)。

(四)方式类型。结合建筑质量、风貌、区域功能特征,通过整治提升、改建完善和拆除新建等方式,持续完善和优化调整城市空间形态与功能,达到城市空间重塑、城市功能完善、人居环境改善、城市文化复兴、生态环境修复、经济结构(gou)优化的目标(biao)。城市更新(xin)的类(lei)(lei)(lei)型主要包括:居住区综合改善类(lei)(lei)(lei)、产业聚能(neng)增效类(lei)(lei)(lei)、公共服(fu)务(wu)品质提升(sheng)类(lei)(lei)(lei)、文化传承及特色风(feng)貌塑造类(lei)(lei)(lei)、基础(chu)设(she)施提档升(sheng)级类(lei)(lei)(lei)、城市安全韧性提升(sheng)类(lei)(lei)(lei)、绿色发展和生(sheng)态修复类(lei)(lei)(lei)、智慧(hui)赋能(neng)管理类(lei)(lei)(lei)等。

二、重点任务

(一)推进城(cheng)(cheng)镇(zhen)老(lao)旧居住区(qu)(qu)提(ti)升改(gai)(gai)造(zao)。加(jia)强(qiang)城(cheng)(cheng)镇(zhen)危旧房(fang)(fang)屋(wu)建(jian)筑结构(gou)性(xing)能检测,摸清底数、建(jian)档(dang)立卡、销号(hao)管理。加(jia)快推进无抗震(zhen)设防、存在抗震(zhen)安全(quan)(quan)隐(yin)患(huan)且(qie)具备(bei)加(jia)固价值的城(cheng)(cheng)镇(zhen)房(fang)(fang)屋(wu)及学校、医院、养(yang)老(lao)机构(gou)等(deng)重要(yao)公共(gong)建(jian)筑的抗震(zhen)加(jia)固工作。加(jia)强(qiang)自建(jian)房(fang)(fang)安全(quan)(quan)排查整治(zhi),切实(shi)消除自建(jian)房(fang)(fang)安全(quan)(quan)隐(yin)患(huan)。探索建(jian)立房(fang)(fang)屋(wu)体(ti)检、养(yang)老(lao)、保(bao)险等(deng)制度,保(bao)障(zhang)房(fang)(fang)屋(wu)全(quan)(quan)生命周期安全(quan)(quan)。坚持区(qu)(qu)域联动,系(xi)统(tong)推进城(cheng)(cheng)镇(zhen)老(lao)旧小(xiao)区(qu)(qu)改(gai)(gai)造(zao),补齐水、电、通信、气、热、环(huan)卫及道路、停(ting)车、充电等(deng)设施短板,到2025年基本完(wan)成2000年年底前建(jian)成且(qie)需要(yao)改(gai)(gai)造(zao)的城(cheng)(cheng)镇(zhen)老(lao)旧小(xiao)区(qu)(qu)改(gai)(gai)造(zao)任务。探索街区(qu)(qu)化物业管理模式,解(jie)决老(lao)旧小(xiao)区(qu)(qu)零散(san)片区(qu)(qu)无物业管理的难题(ti)。

(二)稳(wen)(wen)慎推进城(cheng)中(zhong)(zhong)村(cun)改造。郑州(zhou)市(shi)、洛阳市(shi)、航(hang)空(kong)港区要认(ren)真落实国家关于(yu)超大特(te)大城(cheng)市(shi)积(ji)极稳(wen)(wen)步推进城(cheng)中(zhong)(zhong)村(cun)改造工作的要求(qiu),其他城(cheng)市(shi)要结合自身实际,针对城(cheng)区中(zhong)(zhong)心型、城(cheng)郊(jiao)型等(deng)不同类型城(cheng)中(zhong)(zhong)村(cun)特(te)点,结合建(jian)筑(zhu)质量状(zhuang)况、人居(ju)(ju)环境情(qing)况、群(qun)众意(yi)(yi)愿、历史文化(hua)(hua)保(bao)护(hu)等(deng)因素合理(li)确(que)定整(zheng)治(zhi)提(ti)升、拆(chai)除新(xin)建(jian)、拆(chai)整(zheng)结合等(deng)改造方式。整(zheng)治(zhi)提(ti)升应加强城(cheng)市(shi)和项目(mu)设计,展现传统文化(hua)(hua)风貌(mao),重(zhong)(zhong)点实施安(an)(an)全隐(yin)患整(zheng)治(zhi)、基础设施改善、公共(gong)服务(wu)功能完善等(deng)基础类项目(mu),以(yi)及公共(gong)空(kong)间营造、架空(kong)线治(zhi)理(li)、停(ting)车场(chang)地优化(hua)(hua)、充电设施建(jian)设、专业物(wu)业服务(wu)引入等(deng)提(ti)升类项目(mu)。拆(chai)除重(zhong)(zhong)建(jian)应尊(zun)重(zhong)(zhong)居(ju)(ju)民(min)(min)安(an)(an)置(zhi)意(yi)(yi)愿,先行(xing)安(an)(an)排安(an)(an)置(zhi)房项目(mu)供地和建(jian)设。鼓励将村(cun)民(min)(min)富余的安(an)(an)置(zhi)房或(huo)改造提(ti)升后的城(cheng)中(zhong)(zhong)村(cun)房屋用(yong)作保(bao)障性租(zu)赁住(zhu)(zhu)房,为新(xin)市(shi)民(min)(min)、低收入困难群(qun)体(ti)等(deng)提(ti)供居(ju)(ju)住(zhu)(zhu)空(kong)间。

(三)增强(qiang)(qiang)城市活(huo)力(li)。充分利(li)用闲置、低效用地支(zhi)持科(ke)创企(qi)业(ye)发展(zhan),提(ti)升(sheng)对(dui)高端产(chan)业(ye)和人才吸(xi)引力(li)。加强(qiang)(qiang)旧(jiu)厂房(fang)、旧(jiu)仓库(ku)等更新(xin)(xin)改(gai)造,引入(ru)科(ke)技研发、体育(yu)健身(shen)、养老服(fu)务(wu)、文化创意、“互联网+”等现(xian)代服(fu)务(wu)产(chan)业(ye)。挖掘旧(jiu)市场价值,补(bu)齐设施短(duan)板,改(gai)善内外环境,完善服(fu)务(wu)功能,打造便(bian)民(min)场所。实施旧(jiu)商业(ye)街(jie)区(qu)(qu)改(gai)造升(sheng)级,促(cu)进“食(shi)购(gou)游文娱(yu)展(zhan)”有机融合。推动(dong)旧(jiu)街(jie)区(qu)(qu)功能转换、产(chan)业(ye)转型(xing)、活(huo)力(li)提(ti)升(sheng),引入(ru)新(xin)(xin)业(ye)态、新(xin)(xin)模(mo)式,打造一(yi)批具有地方特(te)色的传统文化街(jie)、商业(ye)街(jie)等精品街(jie)区(qu)(qu)。

(四)提升(sheng)城(cheng)市(shi)公(gong)(gong)(gong)共服(fu)务(wu)品质。围绕城(cheng)市(shi)功能完(wan)善、土(tu)地集约利(li)用、居民(min)(min)方便(bian)宜(yi)居目标,优(you)(you)化(hua)城(cheng)市(shi)建(jian)设(she)用地结构,优(you)(you)先保障城(cheng)市(shi)基础设(she)施(shi)(shi)、公(gong)(gong)(gong)共服(fu)务(wu)设(she)施(shi)(shi)等(deng)公(gong)(gong)(gong)共利(li)益项目用地。严格公(gong)(gong)(gong)共服(fu)务(wu)设(she)施(shi)(shi)配建(jian)标准,以(yi)“一老一小(xiao)一青(qing)壮”为重(zhong)点(dian)(dian),通(tong)过补建(jian)、置换、改(gai)(gai)造等(deng)方式(shi),加快(kuai)补齐教育(yu)、医疗、托育(yu)、养老、菜(cai)市(shi)场(chang)、社区食堂、家政服(fu)务(wu)网(wang)点(dian)(dian)等(deng)便(bian)民(min)(min)服(fu)务(wu)设(she)施(shi)(shi)短板,推动完(wan)整社区建(jian)设(she),扩(kuo)大一刻钟便(bian)民(min)(min)生活(huo)(huo)(huo)圈覆盖范围。拓展(zhan)(zhan)城(cheng)市(shi)公(gong)(gong)(gong)共活(huo)(huo)(huo)动空间,改(gai)(gai)造、增建(jian)一批图书馆、文(wen)化(hua)馆、美(mei)术馆、博物馆等(deng)公(gong)(gong)(gong)共文(wen)化(hua)场(chang)馆和多(duo)功能运动场(chang)、体(ti)(ti)育(yu)公(gong)(gong)(gong)园、健身步道(dao)、小(xiao)型健身运动场(chang)地等(deng)体(ti)(ti)育(yu)运动场(chang)所。推进(jin)产(chan)业(ye)园区和城(cheng)镇生活(huo)(huo)(huo)区设(she)施(shi)(shi)共享、空间联动和功能融合,提升(sheng)城(cheng)市(shi)整体(ti)(ti)品质,促进(jin)职住平衡,加快(kuai)产(chan)城(cheng)融合发展(zhan)(zhan)。

(五)加强(qiang)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)风(feng)貌(mao)塑造(zao)和(he)(he)历(li)史文(wen)化保(bao)护传承。强(qiang)化城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)风(feng)貌(mao)塑造(zao)管(guan)理(li)。推行总体城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)设(she)(she)计,强(qiang)化对城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)地(di)标系(xi)统、天际(ji)线、色彩、高(gao)度(du)、密度(du)的(de)(de)控(kong)制。编制城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)更新详(xiang)细规(gui)划,落实(shi)建(jian)(jian)筑(zhu)(zhu)高(gao)度(du)、重(zhong)要景(jing)观节点、开敞(chang)空间(jian)、地(di)区(qu)特色风(feng)貌(mao)等管(guan)控(kong)要求。探索实(shi)行总建(jian)(jian)筑(zhu)(zhu)师负责(ze)制,赋(fu)予城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)总建(jian)(jian)筑(zhu)(zhu)师在城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)更新和(he)(he)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)设(she)(she)计管(guan)理(li)方(fang)面的(de)(de)专(zhuan)业(ye)话(hua)语权。加强(qiang)对历(li)史文(wen)化街区(qu)、历(li)史建(jian)(jian)筑(zhu)(zhu)和(he)(he)代表城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)记忆的(de)(de)大(da)树(shu)、古树(shu)、名(ming)木的(de)(de)保(bao)护与利用,严格控(kong)制大(da)规(gui)模拆除(chu)、增建(jian)(jian)、搬迁(qian),坚(jian)持应留尽留,保(bao)留利用既有建(jian)(jian)筑(zhu)(zhu)、保(bao)持老城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)格局尺(chi)度(du)、延续城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)特色风(feng)貌(mao),全力(li)保(bao)留城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)记忆,增强(qiang)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)吸引(yin)力(li)。

(六(liu))加(jia)(jia)(jia)强基(ji)(ji)础(chu)(chu)(chu)设(she)(she)(she)(she)施(shi)体(ti)系化建(jian)(jian)(jian)(jian)设(she)(she)(she)(she)改造。实(shi)(shi)施(shi)“断(duan)头路”“支小(xiao)路”更新(xin)改造,畅通(tong)(tong)(tong)(tong)(tong)城(cheng)(cheng)市交通(tong)(tong)(tong)(tong)(tong)“微循环(huan)”。通(tong)(tong)(tong)(tong)(tong)过存量挖潜、新(xin)建(jian)(jian)(jian)(jian)补强、周边共享等(deng)(deng)方式,强化标准执行,补齐停车设(she)(she)(she)(she)施(shi)短板,推进通(tong)(tong)(tong)(tong)(tong)信(xin)基(ji)(ji)础(chu)(chu)(chu)设(she)(she)(she)(she)施(shi)和(he)(he)公(gong)共充(chong)电(dian)设(she)(she)(she)(she)施(shi)建(jian)(jian)(jian)(jian)设(she)(she)(she)(she)。持续推进城(cheng)(cheng)市燃气管(guan)道等(deng)(deng)管(guan)网(wang)更新(xin)改造和(he)(he)城(cheng)(cheng)镇污水(shui)(shui)处理提质增效。加(jia)(jia)(jia)强城(cheng)(cheng)市应急备用水(shui)(shui)源建(jian)(jian)(jian)(jian)设(she)(she)(she)(she)和(he)(he)多水(shui)(shui)源联网(wang)互通(tong)(tong)(tong)(tong)(tong),加(jia)(jia)(jia)快(kuai)老旧二次供水(shui)(shui)设(she)(she)(she)(she)施(shi)改造,建(jian)(jian)(jian)(jian)设(she)(she)(she)(she)节(jie)水(shui)(shui)型(xing)城(cheng)(cheng)市。全域推进海绵城(cheng)(cheng)市建(jian)(jian)(jian)(jian)设(she)(she)(she)(she),到2025年县级(ji)城(cheng)(cheng)市及(ji)县城(cheng)(cheng)建(jian)(jian)(jian)(jian)成区基(ji)(ji)本(ben)消除黑臭水(shui)(shui)体(ti)。统筹市政基(ji)(ji)础(chu)(chu)(chu)设(she)(she)(she)(she)施(shi)和(he)(he)城(cheng)(cheng)市地(di)下(xia)空(kong)间(jian),因地(di)制宜推进综合管(guan)廊(沟)建(jian)(jian)(jian)(jian)设(she)(she)(she)(she),实(shi)(shi)现城(cheng)(cheng)市地(di)下(xia)基(ji)(ji)础(chu)(chu)(chu)设(she)(she)(she)(she)施(shi)规划“一张图”、建(jian)(jian)(jian)(jian)设(she)(she)(she)(she)“一盘棋”、管(guan)理“一体(ti)化”。推进城(cheng)(cheng)市信(xin)息模(mo)型(xing)基(ji)(ji)础(chu)(chu)(chu)平台(tai)建(jian)(jian)(jian)(jian)设(she)(she)(she)(she),加(jia)(jia)(jia)强社区5G等(deng)(deng)信(xin)息通(tong)(tong)(tong)(tong)(tong)信(xin)基(ji)(ji)础(chu)(chu)(chu)网(wang)络建(jian)(jian)(jian)(jian)设(she)(she)(she)(she),加(jia)(jia)(jia)快(kuai)智(zhi)慧社区和(he)(he)智(zhi)慧物业发展,实(shi)(shi)施(shi)市政基(ji)(ji)础(chu)(chu)(chu)设(she)(she)(she)(she)施(shi)智(zhi)能化建(jian)(jian)(jian)(jian)设(she)(she)(she)(she)和(he)(he)改造,协同发展智(zhi)慧城(cheng)(cheng)市与智(zhi)能网(wang)联汽车。

(七)提(ti)升(sheng)城(cheng)(cheng)(cheng)市(shi)(shi)安全(quan)(quan)韧(ren)性(xing)水平(ping)。全(quan)(quan)面(mian)开展城(cheng)(cheng)(cheng)市(shi)(shi)基(ji)础设(she)施普查,加快构(gou)建(jian)安全(quan)(quan)风险分级管(guan)(guan)控和隐患排查治理(li)双重预(yu)防(fang)(fang)机制。整合燃气、电(dian)力、通信(xin)、桥梁、综合管(guan)(guan)廊等(deng)设(she)施的(de)信(xin)息(xi)系(xi)统,在城(cheng)(cheng)(cheng)市(shi)(shi)运(yun)行(xing)管(guan)(guan)理(li)服(fu)务平(ping)台上搭(da)建(jian)城(cheng)(cheng)(cheng)市(shi)(shi)生(sheng)命线(xian)安全(quan)(quan)运(yun)行(xing)监测系(xi)统,实现全(quan)(quan)方位监测、及时预(yu)警、精确(que)溯(su)源、实时处(chu)置。统筹城(cheng)(cheng)(cheng)市(shi)(shi)防(fang)(fang)洪(hong)(hong)排涝(lao),优化城(cheng)(cheng)(cheng)市(shi)(shi)防(fang)(fang)洪(hong)(hong)排涝(lao)通道设(she)置和滞洪(hong)(hong)蓄洪(hong)(hong)空(kong)间布(bu)局,系(xi)统推(tui)进(jin)易淹易涝(lao)片区整治。稳步(bu)推(tui)进(jin)“平(ping)急两用”公共基(ji)础设(she)施建(jian)设(she),提(ti)升(sheng)城(cheng)(cheng)(cheng)市(shi)(shi)应(ying)急避灾能(neng)力,统筹城(cheng)(cheng)(cheng)市(shi)(shi)发展与安全(quan)(quan)。完善城(cheng)(cheng)(cheng)市(shi)(shi)灾害监测预(yu)警和应(ying)急预(yu)案(an)体(ti)系(xi),建(jian)立(li)指(zhi)挥统一、部门联动、军地协同、运(yun)转(zhuan)顺畅、处(chu)置高(gao)效的(de)城(cheng)(cheng)(cheng)市(shi)(shi)应(ying)急救(jiu)援指(zhi)挥体(ti)系(xi),提(ti)升(sheng)城(cheng)(cheng)(cheng)市(shi)(shi)安全(quan)(quan)韧(ren)性(xing)管(guan)(guan)理(li)能(neng)力。

(八)推进城市绿色发展和生态修复。以生态保护和环境治理为基础,推行以生态环境为导向开发模式,实现生态建设与经济发展互相促进。坚持城市绿色发展理念,推动实现“双碳”目标。建设高品质绿色低碳建筑,推进既有建筑节能、绿色化改造。加强生活垃圾、市政污泥、建筑垃圾等固体废物分类收集、利用、处置设施建设和协同处理,推进“无废城市”建设。大力推行以公共交通为导向开发模式,提高轨道站点周边人口、岗位覆盖率,规范合理设置公交专用道,强化轨道交通站点与城市公交、慢行系统的衔接。有序推进受损山体、水体岸线、城市废弃地及受污染土地等生态修复,恢复城(cheng)市自然生态。合(he)理(li)优化(hua)绿(lv)(lv)化(hua)空间(jian)体系,通过拆违建绿(lv)(lv)、破硬(ying)复绿(lv)(lv)、见(jian)缝插绿(lv)(lv)等(deng),建设口袋(dai)公(gong)园、便(bian)民绿(lv)(lv)地(di)、城(cheng)市绿(lv)(lv)道(dao),构建完(wan)整连贯的绿(lv)(lv)地(di)系统。推动(dong)公(gong)园绿(lv)(lv)地(di)开放(fang)共享,创建国(guo)家生态园林城(cheng)市。

(九)提升(sheng)城(cheng)(cheng)市(shi)(shi)精(jing)细化智慧化治(zhi)理(li)(li)水平。完(wan)善城(cheng)(cheng)市(shi)(shi)管(guan)(guan)(guan)理(li)(li)委员会统筹协调机制(zhi),建(jian)(jian)立(li)健全城(cheng)(cheng)市(shi)(shi)管(guan)(guan)(guan)理(li)(li)日常(chang)调度、专题研究和考(kao)核评价机制(zhi),完(wan)善城(cheng)(cheng)市(shi)(shi)治(zhi)理(li)(li)标准,融合推(tui)进(jin)城(cheng)(cheng)市(shi)(shi)更新(xin)和文明城(cheng)(cheng)市(shi)(shi)创(chuang)建(jian)(jian),推(tui)动城(cheng)(cheng)市(shi)(shi)治(zhi)理(li)(li)重(zhong)心(xin)和资源向基层(ceng)下(xia)(xia)沉(chen),强化城(cheng)(cheng)市(shi)(shi)网格化管(guan)(guan)(guan)理(li)(li),全面提升(sheng)城(cheng)(cheng)市(shi)(shi)治(zhi)理(li)(li)能力。实施管(guan)(guan)(guan)线下(xia)(xia)地、广告(gao)下(xia)(xia)墙、停(ting)车进(jin)库(ku)进(jin)位、拆(chai)除违建(jian)(jian)和围墙的“两(liang)(liang)下(xia)(xia)两(liang)(liang)进(jin)两(liang)(liang)拆(chai)”行动,提升(sheng)城(cheng)(cheng)市(shi)(shi)品(pin)质。以(yi)物联(lian)(lian)网、大(da)数据(ju)、人(ren)工智能、5G等技(ji)术为支(zhi)撑,依托省政务(wu)大(da)数据(ju)平台,联(lian)(lian)通整(zheng)合城(cheng)(cheng)市(shi)(shi)运(yun)行管(guan)(guan)(guan)理(li)(li)服务(wu)相关信息(xi)系(xi)统,汇聚共享数据(ju)资源,加快城(cheng)(cheng)市(shi)(shi)运(yun)行管(guan)(guan)(guan)理(li)(li)服务(wu)平台体(ti)系(xi)建(jian)(jian)设,2025年年底前城(cheng)(cheng)市(shi)(shi)运(yun)行管(guan)(guan)(guan)理(li)(li)“一网统管(guan)(guan)(guan)”体(ti)制(zhi)机制(zhi)基本(ben)完(wan)善。

三、实施路径

(一(yi))开(kai)展体(ti)(ti)检(jian)(jian)评估。坚(jian)(jian)持“一(yi)年一(yi)体(ti)(ti)检(jian)(jian)、五年一(yi)评估”,建立“发(fa)现问题(ti)(ti)—整改问题(ti)(ti)—巩(gong)固提升”的(de)城(cheng)(cheng)市(shi)(shi)(shi)体(ti)(ti)检(jian)(jian)工作机制。坚(jian)(jian)持问题(ti)(ti)导向(xiang)、目(mu)标导向(xiang)、结果(guo)导向(xiang),以解决难点、堵(du)点、痛(tong)点问题(ti)(ti)为重点,合(he)理确定城(cheng)(cheng)市(shi)(shi)(shi)更新任务(wu)和项目(mu)。市(shi)(shi)(shi)级(ji)城(cheng)(cheng)市(shi)(shi)(shi)全面(mian)开(kai)展城(cheng)(cheng)市(shi)(shi)(shi)体(ti)(ti)检(jian)(jian),县级(ji)城(cheng)(cheng)市(shi)(shi)(shi)及有(you)条件(jian)的(de)县城(cheng)(cheng)要(yao)积极开(kai)展城(cheng)(cheng)市(shi)(shi)(shi)体(ti)(ti)检(jian)(jian),鼓励各地聚(ju)焦(jiao)韧性城(cheng)(cheng)市(shi)(shi)(shi)、风貌品质、完整社(she)区等开(kai)展专(zhuan)项体(ti)(ti)检(jian)(jian)、片(pian)区体(ti)(ti)检(jian)(jian)。

(二)编制(zhi)更(geng)(geng)(geng)新(xin)(xin)规划。依据城市(shi)(shi)体检成果,衔接(jie)相关规划,综合(he)考虑(lv)城市(shi)(shi)更(geng)(geng)(geng)新(xin)(xin)与产业发展(zhan)、遗产保护等专项规划的(de)关系(xi),编制(zhi)城市(shi)(shi)更(geng)(geng)(geng)新(xin)(xin)规划,明确(que)更(geng)(geng)(geng)新(xin)(xin)重点区域、目标任务(wu),划定更(geng)(geng)(geng)新(xin)(xin)单元(yuan),分类提出单元(yuan)更(geng)(geng)(geng)新(xin)(xin)策略和设计管控要求,明确(que)建设时序。城市(shi)(shi)更(geng)(geng)(geng)新(xin)(xin)规划报(bao)(bao)本级政(zheng)府批准后实(shi)施,并(bing)报(bao)(bao)上级政(zheng)府城市(shi)(shi)更(geng)(geng)(geng)新(xin)(xin)主管部(bu)门备案。

(三)制定(ding)行(xing)(xing)动计(ji)划(hua)。坚持区域(yu)统(tong)筹,树立(li)全生(sheng)命(ming)周期(qi)管理(li)意识,依据城市(shi)更(geng)新(xin)规划(hua)编制城市(shi)更(geng)新(xin)行(xing)(xing)动计(ji)划(hua),系统(tong)谋划(hua)城市(shi)更(geng)新(xin)项目,明(ming)确(que)目标任务、建(jian)设(she)规模(mo)、更(geng)新(xin)时序,合理(li)确(que)定(ding)项目资金来(lai)源、实施(shi)方式、运营模(mo)式。城市(shi)更(geng)新(xin)行(xing)(xing)动计(ji)划(hua)经本(ben)级政府审(shen)定(ding)后实施(shi)。

(四)推(tui)进项目(mu)(mu)实(shi)(shi)(shi)施(shi)(shi)。各地政府城市(shi)更新主管部门要合理(li)确定项目(mu)(mu)实(shi)(shi)(shi)施(shi)(shi)主体(ti),建立(li)评估(gu)退(tui)出机制(zhi)(zhi),保障项目(mu)(mu)顺利(li)实(shi)(shi)(shi)施(shi)(shi)。项目(mu)(mu)实(shi)(shi)(shi)施(shi)(shi)主体(ti)负责编制(zhi)(zhi)具体(ti)实(shi)(shi)(shi)施(shi)(shi)方案,报城市(shi)更新主管部门审核后依法组(zu)织实(shi)(shi)(shi)施(shi)(shi)。涉(she)及历(li)史(shi)(shi)文化(hua)保护传承的项目(mu)(mu)应符(fu)合历(li)史(shi)(shi)文化(hua)名城保护的相关(guan)要求,并(bing)依法开展历(li)史(shi)(shi)文化(hua)资源(yuan)调(diao)查和评估(gu)论证。项目(mu)(mu)实(shi)(shi)(shi)施(shi)(shi)方案应以营(ying)造(zao)高品质空间(jian)、激(ji)发城市(shi)活力为目(mu)(mu)标,明确整(zheng)体(ti)策划、统筹设计、盘(pan)活资产、投资融(rong)资、系统建设及运营(ying)管理(li)等内容。

(五)坚持示(shi)范带动。组(zu)织开展城市更新(xin)试点工(gong)作(zuo),探索(suo)城市更新(xin)工(gong)作(zuo)机制(zhi)、更新(xin)模式、政(zheng)策措施(shi)、技术方法等,全(quan)生命周期推(tui)进(jin)城市建设(she)绿色(se)化(hua)、智慧化(hua)转型,总结可复制(zhi)、可推(tui)广经验。一(yi)体化(hua)推(tui)进(jin)空间更新(xin)、产业发展和(he)生态(tai)治理,在单元街区改(gai)造、市政(zheng)设(she)施(shi)提(ti)质(zhi)、生态(tai)空间修(xiu)复、既有(you)建筑活化(hua)利用、低效用地高效利用、安全(quan)韧性(xing)水平(ping)提(ti)升等方面(mian)实施(shi)一(yi)批示(shi)范项目(mu)。

四、保障措施

(一)完(wan)(wan)善(shan)用(yong)(yong)地(di)(di)(di)政策(ce)(ce)。以鼓励(li)土(tu)地(di)(di)(di)用(yong)(yong)途兼容、建筑功能混(hun)合为(wei)导(dao)向,完(wan)(wan)善(shan)土(tu)地(di)(di)(di)用(yong)(yong)途变(bian)更、整合、置(zhi)换等政策(ce)(ce)。完(wan)(wan)善(shan)城(cheng)市更新(xin)土(tu)地(di)(di)(di)登记(ji)、地(di)(di)(di)价计缴、出(chu)(chu)让(rang)金补缴、土(tu)地(di)(di)(di)增(zeng)值(zhi)收益分配(pei)等制度。创新(xin)土(tu)地(di)(di)(di)出(chu)(chu)让(rang)方式,探索带方案出(chu)(chu)让(rang)、协议(yi)出(chu)(chu)让(rang)、长期(qi)租(zu)赁、先租(zu)后让(rang)、租(zu)让(rang)结合、弹性年(nian)期(qi)、作价出(chu)(chu)资(zi)(入股)等灵活的供(gong)地(di)(di)(di)方式。鼓励(li)国有(you)土(tu)地(di)(di)(di)使用(yong)(yong)权(quan)人自行或(huo)以转(zhuan)让(rang)、入股、联营等方式进行城(cheng)市更新(xin)改造。城(cheng)市更新(xin)项(xiang)目周边的边角地(di)(di)(di)、夹(jia)心(xin)地(di)(di)(di)、插(cha)花(hua)地(di)(di)(di)等不具备独立开发条件的零星土(tu)地(di)(di)(di),可以纳入城(cheng)市更新(xin)项(xiang)目进行整体利用(yong)(yong),重点用(yong)(yong)于完(wan)(wan)善(shan)区域(yu)公共服(fu)务(wu)设施,符合相关条件的可以划拨或(huo)协议(yi)出(chu)(chu)让(rang)的方式办理用(yong)(yong)地(di)(di)(di)手续。

(二(er))强化(hua)规划(hua)(hua)支持(chi)。城(cheng)市更(geng)新(xin)(xin)区域内(nei)项目用地(di)性质、建筑(zhu)(zhu)高度(du)、建筑(zhu)(zhu)密度(du)、容积率等指标,在(zai)保(bao)障公(gong)共利益、符合更(geng)新(xin)(xin)目标的前提下,经论证并履(lv)行控(kong)制性详细规划(hua)(hua)法定修改程序(xu)后,可(ke)(ke)予以(yi)适当优(you)化(hua)。在(zai)城(cheng)市更(geng)新(xin)(xin)中承担文(wen)物(wu)、历史文(wen)化(hua)保(bao)护责任,或存在(zai)增加城(cheng)市基础设施和公(gong)共服(fu)务设施、创新(xin)(xin)型产(chan)业用房、公(gong)共住房以(yi)及城(cheng)市公(gong)共空间等情形(xing)的,可(ke)(ke)给予容积率奖励(li)。因确有实施困难,满(man)足消防等安全要求并征询相关权利人同(tong)意后,部分地(di)块的绿地(di)率、建筑(zhu)(zhu)密度(du)、建筑(zhu)(zhu)退(tui)界(jie)和间距、机动车出入口等可(ke)(ke)按不(bu)低(di)于(yu)现状(zhuang)水(shui)平(ping)控(kong)制。

(三)加强(qiang)(qiang)资(zi)(zi)(zi)金保障。充(chong)分(fen)发挥政(zheng)府与市场双重作用(yong),多渠(qu)道筹(chou)(chou)措资(zi)(zi)(zi)金。推进各(ge)类资(zi)(zi)(zi)金整合和(he)统筹(chou)(chou)使用(yong),积极争取中(zhong)央(yang)支持(chi)(chi),探索(suo)设(she)立省(sheng)、市级(ji)城(cheng)市更(geng)(geng)新(xin)专(zhuan)项(xiang)基(ji)(ji)金,鼓励(li)、协助(zhu)有条(tiao)件的(de)地(di)方申(shen)请并(bing)用(yong)好用(yong)足地(di)方政(zheng)府专(zhuan)项(xiang)资(zi)(zi)(zi)金、专(zhuan)项(xiang)债券(quan)。做(zuo)(zuo)大(da)做(zuo)(zuo)强(qiang)(qiang)政(zheng)府融(rong)(rong)(rong)资(zi)(zi)(zi)平(ping)台,撬动社(she)会力量(liang)参(can)与城(cheng)市更(geng)(geng)新(xin),积极引导房地(di)产、建(jian)筑施工等(deng)企业参(can)与城(cheng)市更(geng)(geng)新(xin)项(xiang)目(mu)(mu)。支持(chi)(chi)符合条(tiao)件的(de)城(cheng)市更(geng)(geng)新(xin)项(xiang)目(mu)(mu)申(shen)报不动产投资(zi)(zi)(zi)信(xin)托基(ji)(ji)金等(deng)。鼓励(li)金融(rong)(rong)(rong)机构创新(xin)中(zhong)长期金融(rong)(rong)(rong)贷款产品,丰富增(zeng)信(xin)方式,积极为城(cheng)市更(geng)(geng)新(xin)项(xiang)目(mu)(mu)提供(gong)融(rong)(rong)(rong)资(zi)(zi)(zi)支持(chi)(chi)。鼓励(li)将(jiang)项(xiang)目(mu)(mu)区(qu)域内的(de)停(ting)车(che)、公房、广(guang)告等(deng)经(jing)营(ying)性(xing)资(zi)(zi)(zi)产以及城(cheng)市更(geng)(geng)新(xin)后形成的(de)相关资(zi)(zi)(zi)产、特许(xu)经(jing)营(ying)权或未(wei)来收(shou)益权注入项(xiang)目(mu)(mu)实(shi)施主体。

五、组织实施

(一)加强组织领导。成(cheng)(cheng)立由省(sheng)长(zhang)任组长(zhang),常务副省(sheng)长(zhang)、分管住房城(cheng)(cheng)乡建(jian)(jian)设(she)工作(zuo)(zuo)的副省(sheng)长(zhang)任副组长(zhang),省(sheng)直有关(guan)(guan)部门主要负(fu)责同志为成(cheng)(cheng)员的省(sheng)城(cheng)(cheng)市(shi)更(geng)新(xin)工作(zuo)(zuo)领导小组,统筹推进(jin)城(cheng)(cheng)市(shi)更(geng)新(xin)及(ji)城(cheng)(cheng)市(shi)提(ti)质工作(zuo)(zuo),协调解决(jue)有关(guan)(guan)重大问题。领导小组下(xia)设(she)办公(gong)室,办公(gong)室设(she)在省(sheng)住房城(cheng)(cheng)乡建(jian)(jian)设(she)厅。各(ge)有关(guan)(guan)部门要各(ge)负(fu)其责,协调联动,形成(cheng)(cheng)工作(zuo)(zuo)合力(li)。各(ge)地(di)要建(jian)(jian)立城(cheng)(cheng)市(shi)更(geng)新(xin)工作(zuo)(zuo)推进(jin)机制。

(二)健全支持体系。按照(zhao)立法(fa)权限和立法(fa)程(cheng)序加快推进城(cheng)市更(geng)新地方性法(fa)规、政(zheng)府规章立法(fa)工作(zuo),完善配(pei)套政(zheng)策(ce)及标准(zhun)。加强(qiang)城(cheng)市更(geng)新科技创新能(neng)力建(jian)设,形成(cheng)一批(pi)技术应用示(shi)范(fan),推动城(cheng)市更(geng)新产业发(fa)展。优化适应城(cheng)市更(geng)新要求的工程(cheng)项目审(shen)批(pi)流(liu)程(cheng),创新城(cheng)市更(geng)新项目分级分类(lei)审(shen)批(pi)机制,将重要项目列入生态环境要素保障白名单(dan),简化审(shen)批(pi)流(liu)程(cheng)。

(三)强化(hua)指导评(ping)价。建立省、市(shi)两级城(cheng)市(shi)更新专(zhuan)家(jia)委员会(hui),对(dui)城(cheng)市(shi)更新规划、行(xing)(xing)动计(ji)划、实施方案(an)、项目(mu)等进(jin)行(xing)(xing)指导和审核把关。建立工作(zuo)调(diao)度机制,及时(shi)总(zong)结推广(guang)先进(jin)经(jing)验(yan)做法。制定城(cheng)市(shi)更新工作(zuo)评(ping)价标(biao)准和办(ban)法,加(jia)强实绩实效评(ping)价。

(四)加强宣传(chuan)培训。积极发动(dong)群众(zhong)参与城(cheng)市(shi)更新(xin)工作(zuo),广(guang)泛征求群众(zhong)意见建(jian)议。加强领导(dao)干(gan)(gan)部(bu)城(cheng)市(shi)更新(xin)政策(ce)和(he)业(ye)务培训,切实提高各级干(gan)(gan)部(bu)专业(ye)素养和(he)能力。总结优(you)秀案例,推广(guang)典型经验。利用广(guang)播(bo)、电视(shi)、报刊及网络(luo)等新(xin)媒体,加强城(cheng)市(shi)更新(xin)政策(ce)、成效宣传(chuan),营造(zao)良(liang)好社(she)会氛(fen)围(wei)。
