《“十四五”土壤、地下水和农村生态环境保护规划》


土壤(rang)、地(di)下水和农(nong)(nong)业农(nong)(nong)村(cun)生态环境(jing)保护关系米(mi)袋子(zi)、菜篮(lan)子(zi)、水缸子(zi)安全,关系美(mei)丽中国(guo)建设。“十四五”时期是开启全面建设社(she)会(hui)主义现代化国(guo)家新(xin)征程、向第二个百年奋斗(dou)目标进军的第一(yi)个五年,为(wei)深入打好污染防(fang)治攻坚(jian)战,切实加(jia)强(qiang)土壤(rang)、地(di)下水和农(nong)(nong)业农(nong)(nong)村(cun)生态环境(jing)保护,制定(ding)本(ben)规划。

 

一、规划背景

 

(一)工作进展

 

“十三五”以来(lai),各(ge)地(di)区各(ge)有关部(bu)门(men)深入贯彻习近(jin)平生态文(wen)明思想,认真落实党中(zhong)央、国(guo)务院决(jue)策(ce)部(bu)署,推进土壤、地(di)下(xia)水和农(nong)业农(nong)村生态环境(jing)保(bao)护取得(de)积极成效。

 

土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)风险得到(dao)基(ji)本管(guan)控。顺利完(wan)成(cheng)《土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)行动计划(hua)》确定(ding)的受污(wu)(wu)(wu)染(ran)(ran)(ran)耕(geng)(geng)地(di)安全利用率和(he)污(wu)(wu)(wu)染(ran)(ran)(ran)地(di)块(kuai)安全利用率“双 90%”目标任务,初步(bu)遏(e)制土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)加重(zhong)(zhong)(zhong)趋势(shi),基(ji)本管(guan)控土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)风险,土(tu)壤(rang)(rang)(rang)(rang)(rang)环(huan)境(jing)(jing)质量总体保(bao)持(chi)稳定(ding)。完(wan)成(cheng)土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)状况详查(cha),初步(bu)查(cha)明我国(guo)农用地(di)土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)的面积、分布及其对(dui)(dui)农产(chan)品质量的影(ying)响,掌握重(zhong)(zhong)(zhong)点行业(ye)企(qi)业(ye)用地(di)潜在环(huan)境(jing)(jing)风险情(qing)况。完(wan)成(cheng)耕(geng)(geng)地(di)土(tu)壤(rang)(rang)(rang)(rang)(rang)环(huan)境(jing)(jing)质量类(lei)(lei)别划(hua),实施分类(lei)(lei)管(guan)理。严格建设用地(di)准入管(guan)理,依法(fa)依规对(dui)(dui) 2 万(wan)多(duo)个地(di)块(kuai)开展调查(cha),将 900 多(duo)个地(di)块(kuai)列入建设用地(di)土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)风险管(guan)控和(he)修(xiu)(xiu)复名录。有(you)力整(zheng)治(zhi)耕(geng)(geng)地(di)周边涉镉等(deng)重(zhong)(zhong)(zhong)金(jin)(jin)属污(wu)(wu)(wu)染(ran)(ran)(ran)源。将 1.3 万(wan)多(duo)家企(qi)业(ye)纳入土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)重(zhong)(zhong)(zhong)点监管(guan)单位。建立全国(guo)土(tu)壤(rang)(rang)(rang)(rang)(rang)环(huan)境(jing)(jing)信息平(ping)台,建成(cheng)土(tu)壤(rang)(rang)(rang)(rang)(rang)环(huan)境(jing)(jing)监测网络。中(zhong)央(yang)财政累计投入土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)专项(xiang)资金(jin)(jin) 285亿元(yuan)。实施“场(chang)地(di)土(tu)壤(rang)(rang)(rang)(rang)(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)成(cheng)因(yin)与(yu)治(zhi)理技术”“农业(ye)面源和(he)重(zhong)(zhong)(zhong)金(jin)(jin)属污(wu)(wu)(wu)染(ran)(ran)(ran)农田综合(he)防(fang)(fang)治(zhi)与(yu)修(xiu)(xiu)复技术”等(deng)国(guo)家重(zhong)(zhong)(zhong)点研发(fa)专项(xiang)。

 

地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)生态(tai)环境保护稳(wen)步(bu)推进。完成《水(shui)(shui)(shui)污(wu)染防治行动计(ji)划》确定的有关目标(biao)任务,实(shi)(shi)现(xian)全(quan)国 1170 个地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)考核点(dian)位(wei)质量(liang)极差比例控(kong)制在 15%左右;全(quan)国 9.6 万座加油站的 36.2 万个地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)油罐(guan)完成双(shuang) 层 罐(guan) 更(geng) 换 或(huo) 防 渗 池 设(she) 置 。 实(shi)(shi) 施 《 全(quan) 国 地(di)(di)(di) 下(xia)(xia)(xia)(xia)(xia) 水(shui)(shui)(shui) 污(wu) 染 防 治 规 划(2011-2020 年)》《地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)污(wu)染防治实(shi)(shi)施方案》,持(chi)续(xu)开展全(quan)国地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)状(zhuang)况调查评价(jia),基(ji)本(ben)(ben)掌握(wo) 440 万平方公里(li) 1:25 万比例尺区域地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)质量(liang),初步(bu)建(jian)立“双(shuang)源(yuan)”(地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)型(xing)(xing)饮用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)和地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)污(wu)染源(yuan))清单,掌握(wo)城镇 1862 个集中式地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)型(xing)(xing)饮用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)和 16.3 万个地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)污(wu)染源(yuan)的基(ji)本(ben)(ben)信息。实(shi)(shi)施“国家(jia)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)监(jian)(jian)测(ce)工程”,建(jian)成国家(jia)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)监(jian)(jian)测(ce)站点(dian) 20469 个。

 

农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)生态环(huan)境保(bao)护(hu)取得(de)(de)进展(zhan)。全(quan)面完成《农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)污染治(zhi)理(li)攻(gong)坚战行动计划》确(que)定的各项目(mu)标任务。农(nong)(nong)(nong)村(cun)环(huan)境整治(zhi)稳步实施(shi),中(zhong)央财(cai)政(zheng)安排专项资金 258 亿元(yuan),支(zhi)持(chi) 15 万个行政(zheng)村(cun)开(kai)展(zhan)环(huan)境整治(zhi)。农(nong)(nong)(nong)村(cun)饮(yin)(yin)水安全(quan)保(bao)障水平得(de)(de)到提(ti)升,全(quan)国 10638 个“千吨万人”(日供水在(zai) 1000 吨或供水人口(kou)在(zai) 10000 人以上)农(nong)(nong)(nong)村(cun)饮(yin)(yin)用水水源地完成保(bao)护(hu)区划定并开(kai)展(zhan)水质监(jian)测。全(quan)国农(nong)(nong)(nong)村(cun)生活污水治(zhi)理(li)率达(da)到 25.5%。

 

各地基(ji)本完成县(xian)(xian)域农村生活污(wu)(wu)水(shui)治(zhi)(zhi)理专项规划编制,10 省(区、市)的(de)(de) 34 个县(xian)(xian)区开展农村生活污(wu)(wu)水(shui)(黑臭水(shui)体)治(zhi)(zhi)理试点。全国(guo)农村生活垃圾进行收(shou)运处理的(de)(de)行政村比例超过 90%,排查出的(de)(de) 2.4 万个非正规垃圾堆放点基(ji)本完成整(zheng)治(zhi)(zhi)。三大(da)粮食(shi)作物化肥(fei)、农药(yao)利用(yong)率均(jun)达到(dao) 40%左右;全国(guo)秸秆综(zong)合利用(yong)率、农膜回收(shou)率分别达到(dao) 86.7%、80%。规模养殖场粪污(wu)(wu)处理设施装备配套(tao)率达到(dao) 97%。

 

法规(gui)标(biao)准(zhun)体系(xi)基本建立。出台《土壤污(wu)染防(fang)治(zhi)法》,发布(bu)农(nong)用(yong)地(di)、污(wu)染地(di)块、工(gong)矿用(yong)地(di)土壤环境管理等(deng)部门规(gui)章,制(zhi)定(ding)农(nong)用(yong)地(di)、建设用(yong)地(di)土壤污(wu)染风险管控等(deng)系(xi)列标(biao)准(zhun)规(gui)范。制(zhi)修订(ding)《水污(wu)染防(fang)治(zhi)法》《地(di)下(xia)(xia)水管理条例》。制(zhi)定(ding)地(di)下(xia)(xia)水环境状况调查、监测(ce)评估、风险管控和修复等(deng)系(xi)列标(biao)准(zhun)规(gui)范。颁布(bu) 10 余项(xiang)农(nong)业农(nong)村污(wu)染治(zhi)理标(biao)准(zhun)规(gui)范,各省(sheng)份制(zhi)定(ding)实施农(nong)村生活污(wu)水处(chu)理排放标(biao)准(zhun),将城乡(xiang)污(wu)水集中处(chu)理场所纳入排污(wu)许可管理。

 

(二)形势研判

 

在习近平(ping)生态(tai)文明思想引领(ling)下(xia),“绿水(shui)青山就是金山银(yin)山”理念(nian)日益(yi)深入人心,生态(tai)文明建设体(ti)制(zhi)机制(zhi)逐(zhu)(zhu)步健(jian)全,全社会(hui)保(bao)护生态(tai)环境的合力逐(zhu)(zhu)步形成。但(dan)生态(tai)环境保(bao)护结构性、根源性、趋势(shi)性压(ya)力总(zong)体(ti)上尚(shang)未根本(ben)缓解(jie),以重化工为主的产业(ye)(ye)结构尚(shang)未根本(ben)改变(bian),部分(fen)污(wu)染物排放总(zong)量(liang)仍处(chu)于(yu)高位。土(tu)壤、地下(xia)水(shui)和农业(ye)(ye)农村污(wu)染防治与美丽中(zhong)(zhong)国目标要求(qiu)还有不小(xiao)差距,到 2035 年(nian)实现土(tu)壤和地下(xia)水(shui)环境质量(liang)稳中(zhong)(zhong)向(xiang)好的目标任务异常艰巨。

 

“十四五”时期(qi),土壤、地下水和农业农村生态环境保护形势依然(ran)严峻,主(zhu)要体现(xian)在以下几个方(fang)面。

 

1.局部(bu)区域土(tu)壤和地(di)下水(shui)(shui)污(wu)染(ran)问题较为突(tu)出。安全利用类和严格管控类耕地(di)面积(ji)总(zong)体较大,受污(wu)染(ran)耕地(di)精(jing)准(zhun)实施安全利用技术(shu)水(shui)(shui)平不(bu)(bu)高。污(wu)染(ran)地(di)块违(wei)规开发利用风(feng)(feng)险(xian)依然存在,修(xiu)复过(guo)程中的二次污(wu)染(ran)防治有待加强。部(bu)分县级及以(yi)上地(di)下水(shui)(shui)型饮用水(shui)(shui)水(shui)(shui)源水(shui)(shui)质不(bu)(bu)达标,部(bu)分水(shui)(shui)源补给区仍存在污(wu)染(ran)风(feng)(feng)险(xian)。

 

2.土(tu)壤和地下水污(wu)(wu)染(ran)源头(tou)预防压(ya)力(li)较大。涉重金属(shu)行业(ye)(ye)企(qi)业(ye)(ye)废气、废水镉(ge)排放量(liang)较大,历史遗留涉重金属(shu)废渣量(liang)大面(mian)广(guang),一些(xie)地区(qu)因(yin)大气重金属(shu)沉降、污(wu)(wu)水灌溉等(deng)导(dao)致土(tu)壤重金属(shu)持续累积。部(bu)分企(qi)业(ye)(ye)有毒有害物质跑冒(mao)滴漏、事故泄(xie)漏等(deng)污(wu)(wu)染(ran)土(tu)壤和下水的隐患(huan)没有根本消除,污(wu)(wu)染(ran)隐患(huan)排查、自行监测(ce)等(deng)法定义务(wu)落实不到位。部(bu)分污(wu)(wu)染(ran)源周边地下水存在(zai)特征(zheng)污(wu)(wu)染(ran)物超标,污(wu)(wu)染(ran)扩(kuo)散趋势未得到有效(xiao)控(kong)制,周边地下水环境质量(liang)存在(zai)恶化(hua)风险。

 

3.农(nong)业(ye)农(nong)村(cun)生(sheng)态环(huan)境保护任务艰(jian)巨。约(yue)三分之二的(de)行政(zheng)村(cun)未(wei)达到(dao)环(huan)境整治(zhi)要求(qiu),已整治(zhi)地区(qu)成(cheng)(cheng)效(xiao)(xiao)还不(bu)稳(wen)定。农(nong)村(cun)黑臭水(shui)体问题(ti)突出(chu),约(yue)四分之三的(de)行政(zheng)村(cun)未(wei)完成(cheng)(cheng)生(sheng)活污水(shui)治(zhi)理,资源化利用(yong)水(shui)平(ping)不(bu)高,资金投入严重缺乏,长效(xiao)(xiao)机(ji)制不(bu)健全,治(zhi)理成(cheng)(cheng)效(xiao)(xiao)不(bu)明显。畜禽养殖(zhi)场粪(fen)污处理和资源化利用(yong)方式不(bu)规范,水(shui)产养殖(zhi)方式仍然粗放,养殖(zhi)生(sheng)产布局需进(jin)一步优化。化肥农(nong)药(yao)使用(yong)量(liang)(liang)偏(pian)高,部分地区(qu)地膜(mo)残留量(liang)(liang)大等问题(ti)突出(chu)。农(nong)业(ye)源水(shui)污染物排放(流失)量(liang)(liang)仍处于(yu)高位。

 

4.环境监(jian)(jian)(jian)管(guan)能(neng)力(li)依(yi)然薄弱。土(tu)壤、地下水(shui)和农(nong)(nong)业农(nong)(nong)村生(sheng)态环境监(jian)(jian)(jian)管(guan)人员(yuan)设(she)备不(bu)足、监(jian)(jian)(jian)测和执法能(neng)力(li)不(bu)足,难(nan)以(yi)满(man)足监(jian)(jian)(jian)管(guan)需要(yao)。一些地方政府及有关部(bu)门对土(tu)壤、地下水(shui)和农(nong)(nong)业农(nong)(nong)村生(sheng)态环境保护重(zhong)视程(cheng)度不(bu)够,责任(ren)落实不(bu)到位,部(bu)门间联动监(jian)(jian)(jian)管(guan)、信息共(gong)享等齐抓共(gong)管(guan)的工作机制尚不(bu)健全。

 

二、总体要求

 

(一)指导思想

 

以习(xi)近平新(xin)(xin)时代中(zhong)(zhong)国(guo)特色社会(hui)主义思想为(wei)指导,全面贯彻(che)党的十九大和(he)(he)十九届历(li)次全会(hui)精(jing)神,深入贯彻(che)习(xi)近平生(sheng)态(tai)(tai)文明(ming)思想,立足(zu)新(xin)(xin)发展(zhan)阶段、贯彻(che)新(xin)(xin)发展(zhan)理念、构建新(xin)(xin)发展(zhan)格局,把握减污(wu)(wu)降碳协同增(zeng)效总(zong)要(yao)求,坚(jian)持(chi)稳中(zhong)(zhong)求进(jin)总(zong)基调,坚(jian)持(chi)保(bao)护优先、预(yu)防为(wei)主、风险管控,突出(chu)(chu)精(jing)准(zhun)治(zhi)污(wu)(wu)、科(ke)学治(zhi)污(wu)(wu)、依法治(zhi)污(wu)(wu),解决一(yi)批土壤、地下(xia)水和(he)(he)农业农村突出(chu)(chu)生(sheng)态(tai)(tai)环(huan)境问题(ti),保(bao)障(zhang)农产品质量(liang)安全、人居(ju)环(huan)境安全、地下(xia)水生(sheng)态(tai)(tai)环(huan)境安全,推动建设生(sheng)态(tai)(tai)宜居(ju)美丽乡村,为(wei)建设人与自然(ran)和(he)(he)谐共生(sheng)的现代化(hua)作出(chu)(chu)新(xin)(xin)贡献。

 

(二)工作原则

 

保护优先,预防为主。落实溯源、断源、减排措施,切断污染物进入土壤和地(di)下水环境(jing)的(de)途径。深(shen)入实施化(hua)学(xue)化(hua)肥(fei)农药减量增效行动(dong),推进农业生(sheng)产清洁(jie)化(hua)、产业模式(shi)生(sheng)态化(hua)。

 

问题(ti)导(dao)向(xiang),系统治(zhi)理。扭住重(zhong)点(dian)区域、重(zhong)点(dian)行业(ye)和(he)重(zhong)点(dian)污(wu)染物,聚焦突出(chu)环境(jing)问题(ti),打(da)通地上和(he)地下、城市和(he)农(nong)村(cun),协同推(tui)进水、气、土、固体废物、农(nong)业(ye)农(nong)村(cun)污(wu)染治(zhi)理。

 

强化监管,依法治(zhi)污。完善土(tu)壤、地下水和(he)农业(ye)农村(cun)污染防治(zhi)法规标准体系,加强监管执法,强化“污染者(zhe)担责”。

 

(三)主要目标

 

到 2025 年,全国土壤和地下(xia)水环境质量总体保持稳定,受污染(ran)耕地和重点建设用地安全利(li)用得(de)到巩固(gu)提升;农(nong)(nong)业面源污染(ran)得(de)到初步(bu)管控,农(nong)(nong)村(cun)环境基础设施建设稳步(bu)推进(jin),农(nong)(nong)村(cun)生态环境持续改善。

 

到(dao) 2035 年,全(quan)(quan)国土壤和(he)地(di)下水环境(jing)质量稳中(zhong)向好,农用(yong)地(di)和(he)重点建设用(yong)地(di)土壤环境(jing)安全(quan)(quan)得到(dao)有效保障,土壤环境(jing)风险得到(dao)全(quan)(quan)面(mian)管(guan)控;农业面(mian)源(yuan)污染得到(dao)遏制,农村环境(jing)基础设施(shi)得到(dao)完善,农村生(sheng)态环境(jing)根本(ben)好转。

2 地下水国(guo)控点位 V 类(lei)水比(bi)(bi)例指国(guo)家级地下水质区域监测(ce)点位中,水质为V类(lei)的点位所占比(bi)(bi)例。2020 年现状值(zhi)是(shi) 25.4%,2025 年目标值(zhi)是(shi) 25%左右(you)。

 

3 农(nong)村生活污水治理(li)率是指(zhi)生活污水得到处理(li)和资源化(hua)利用的(de)行(xing)政村数占行(xing)政村总数的(de)比例。

 

三、主要任务

 

(一)推进(jin)土壤污染防治

 

以湖南等(deng)耕地重(zhong)金属污(wu)(wu)染(ran)突出省份为(wei)重(zhong)点,强(qiang)化(hua)镉等(deng)重(zhong)金属污(wu)(wu)染(ran)源头管(guan)(guan)控,巩固提升受污(wu)(wu)染(ran)耕地安全利(li)用水(shui)平(ping);以用途变更为(wei)“一住(zhu)两公”(住(zhu)宅、公共管(guan)(guan)理(li)与公共服(fu)务用地)的地块为(wei)重(zhong)点,严格准入(ru)管(guan)(guan)理(li),坚决杜(du)绝(jue)违规开发利(li)用;以土壤(rang)(rang)污(wu)(wu)染(ran)重(zhong)点监管(guan)(guan)单位为(wei)重(zhong)点,强(qiang)化(hua)监管(guan)(guan)执法,防止(zhi)新(xin)增土壤(rang)(rang)污(wu)(wu)染(ran)。

 

1.加强(qiang)耕地(di)(di)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)源(yuan)头(tou)控制。严(yan)格(ge)控制涉重(zhong)金(jin)属行(xing)(xing)业(ye)(ye)(ye)企(qi)(qi)业(ye)(ye)(ye)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物排(pai)放(fang)(fang)(fang)。2023 年起,在矿产资源(yuan)开发活动集中区(qu)域、安全(quan)利用类和(he)(he)(he)严(yan)格(ge)管(guan)控类耕地(di)(di)集中区(qu)域,执(zhi)行(xing)(xing)《铅、锌工业(ye)(ye)(ye)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物排(pai)放(fang)(fang)(fang)标(biao)(biao)准》《铜、镍、钴工业(ye)(ye)(ye)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物排(pai)放(fang)(fang)(fang)标(biao)(biao)准》《无机化学工业(ye)(ye)(ye)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物排(pai)放(fang)(fang)(fang)标(biao)(biao)准》中颗粒(li)物和(he)(he)(he)镉(ge)(ge)等重(zhong)点(dian)重(zhong)金(jin)属特别排(pai)放(fang)(fang)(fang)限值。依据(ju)《大气(qi)(qi)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)治(zhi)法(fa)》《水污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)治(zhi)法(fa)》以及重(zhong)点(dian)排(pai)污(wu)(wu)(wu)(wu)单(dan)位名录(lu)管(guan)理(li)有(you)关规(gui)定,将符(fu)合条件的排(pai)放(fang)(fang)(fang)镉(ge)(ge)等有(you)毒有(you)害大气(qi)(qi)、水污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物的企(qi)(qi)业(ye)(ye)(ye)纳(na)入重(zhong)点(dian)排(pai)污(wu)(wu)(wu)(wu)单(dan)位名录(lu);纳(na)入大气(qi)(qi)重(zhong)点(dian)排(pai)污(wu)(wu)(wu)(wu)单(dan)位名录(lu)的涉镉(ge)(ge)等重(zhong)金(jin)属排(pai)放(fang)(fang)(fang)企(qi)(qi)业(ye)(ye)(ye),2023 年底(di)前对(dui)大气(qi)(qi)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物中的颗粒(li)物按排(pai)污(wu)(wu)(wu)(wu)许可(ke)证规(gui)定实(shi)现自动监测,以监测数据(ju)核算(suan)颗粒(li)物等排(pai)放(fang)(fang)(fang)量。开展(zhan)涉镉(ge)(ge)等重(zhong)金(jin)属行(xing)(xing)业(ye)(ye)(ye)企(qi)(qi)业(ye)(ye)(ye)排(pai)查整(zheng)治(zhi)“回头(tou)看”,动态更新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)源(yuan)整(zheng)治(zhi)清单(dan)。(生态环境部、农(nong)业(ye)(ye)(ye)农(nong)村(cun)部、粮食和(he)(he)(he)储备(bei)局等按职责分工负责,地(di)(di)方各级人(ren)民(min)(min)政(zheng)府负责落实(shi)。以下均需地(di)(di)方各级人(ren)民(min)(min)政(zheng)府落实(shi),不再列出)

 

整(zheng)治涉重金(jin)属矿(kuang)(kuang)区(qu)历史遗留(liu)固(gu)体(ti)废(fei)物(wu)。以(yi)湖南等(deng)矿(kuang)(kuang)产资(zi)源开(kai)发(fa)活动集(ji)中省份(fen)为重点(dian),聚焦重有色(se)金(jin)属、石煤、硫(liu)铁矿(kuang)(kuang)等(deng)矿(kuang)(kuang)区(qu)以(yi)及安全利(li)用类和(he)严格管控类耕地(di)(di)集(ji)中区(qu)域周边(bian)的(de)矿(kuang)(kuang)区(qu),全面(mian)排查无序(xu)堆存(cun)的(de)历史遗留(liu)固(gu)体(ti)废(fei)物(wu),制定(ding)整(zheng)治方案(an),分(fen)阶(jie)段治理,逐步消(xiao)除存(cun)量。优先整(zheng)治周边(bian)及下游耕地(di)(di)土壤污染较重的(de)矿(kuang)(kuang)区(qu),有效切断污染物(wu)进(jin)入农田的(de)链条。(生态环境部等(deng)负责)

 

开(kai)展耕(geng)地(di)土(tu)壤(rang)(rang)(rang)重(zhong)金(jin)(jin)属污染(ran)成因排查。以土(tu)壤(rang)(rang)(rang)重(zhong)金(jin)(jin)属污染(ran)问题(ti)(ti)突(tu)出(chu)区域为重(zhong)点,兼顾粮食主产(chan)区,对影响土(tu)壤(rang)(rang)(rang)环(huan)境(jing)质量(liang)的输入输出(chu)因素开(kai)展长期观(guan)测。选择一批(pi)耕(geng)地(di)镉等重(zhong)金(jin)(jin)属污染(ran)问题(ti)(ti)突(tu)出(chu)的县(市、区),开(kai)展集(ji)中连(lian)片(pian)耕(geng)地(di)土(tu)壤(rang)(rang)(rang)重(zhong)金(jin)(jin)属污染(ran)途径识别(bie)和污染(ran)源头(tou)追溯。(生态环(huan)境(jing)部(bu)(bu)、农业农村部(bu)(bu)等按职责分工负责)

 

2.防(fang)(fang)范工矿(kuang)企业新(xin)增土(tu)壤(rang)污(wu)(wu)染(ran)(ran)。严格(ge)建(jian)设项目(mu)土(tu)壤(rang)环境影(ying)响评价制(zhi)度。对涉(she)及(ji)有(you)毒有(you)害物质可能造成(cheng)土(tu)壤(rang)污(wu)(wu)染(ran)(ran)的新(xin)(改、扩)建(jian)项目(mu),依法进行环境影(ying)响评价,提(ti)出(chu)并落(luo)实防(fang)(fang)腐蚀、防(fang)(fang)渗漏(lou)、防(fang)(fang)遗(yi)撒等土(tu)壤(rang)污(wu)(wu)染(ran)(ran)防(fang)(fang)治具(ju)体(ti)措施。(生态环境部负(fu)责)

 

强化重(zhong)点监管单(dan)位(wei)监管。动(dong)态(tai)更新(xin)土(tu)(tu)壤(rang)污(wu)染(ran)重(zhong)点监管单(dan)位(wei)名录,监督全面落实土(tu)(tu)壤(rang)污(wu)染(ran)防治义务,依法(fa)纳入排(pai)污(wu)许可(ke)管理。2025 年底(di)前(qian),至少(shao)完成一(yi)轮土(tu)(tu)壤(rang)和地下水污(wu)染(ran)隐(yin)患排(pai)查整改。地方生态(tai)环境部门定期(qi)开展(zhan)土(tu)(tu)壤(rang)污(wu)染(ran)重(zhong)点监管单(dan)位(wei)周边土(tu)(tu)壤(rang)环境监测。(生态(tai)环境部负责)

 

推动实施(shi)绿(lv)色化(hua)(hua)改(gai)造。鼓励土壤污(wu)染(ran)重点监管单位因地制宜实施(shi)管道化(hua)(hua)、密闭(bi)化(hua)(hua)改(gai)造,重点区域(yu)防腐防渗改(gai)造,以及(ji)物料、污(wu)水管线架(jia)空建设和(he)(he)改(gai)造。聚焦重有色金属(shu)采选和(he)(he)冶炼、涉重金属(shu)无机化(hua)(hua)工等(deng)重点行(xing)业(ye),鼓励企(qi)业(ye)实施(shi)清洁生产改(gai)造,进一步减少污(wu)染(ran)物排(pai)放。(发展改(gai)革委、生态环境部(bu)等(deng)按职责分工负责)

 

3.深入(ru)实(shi)施(shi)耕地分(fen)(fen)类(lei)管理。切实(shi)加(jia)大保护力度。依法将符合条件的(de)(de)优(you)先保护类(lei)耕地划为永久基本农(nong)田,在永久基本农(nong)田集(ji)中(zhong)区域,不得规划新建可能造成(cheng)土(tu)壤污染的(de)(de)建设项目。加(jia)强农(nong)业投(tou)入(ru)品(pin)质量(liang)监管,从严查处向农(nong)田施(shi)用(yong)重(zhong)金属不达(da)标肥料等(deng)农(nong)业投(tou)入(ru)品(pin)的(de)(de)行为。长江中(zhong)下(xia)游(you)等(deng)南方(fang)粮食主产(chan)区,实(shi)施(shi)强酸性土(tu)壤降(jiang)酸改(gai)良工(gong)程。(自然资源(yuan)部、农(nong)业农(nong)村(cun)部、市(shi)场(chang)监管总(zong)局等(deng)按(an)职责分(fen)(fen)工(gong)负责)

动(dong)态调整耕地(di)土(tu)(tu)壤环(huan)(huan)(huan)境(jing)质(zhi)量类别。根据土(tu)(tu)地(di)利用(yong)变更(geng)、土(tu)(tu)壤和(he)农产品协同监测结(jie)果等,动(dong)态调整耕地(di)土(tu)(tu)壤环(huan)(huan)(huan)境(jing)质(zhi)量类别,调整结(jie)果经(jing)省(sheng)级人民政府审定后报送农业农村部(bu)(bu)、生(sheng)态环(huan)(huan)(huan)境(jing)部(bu)(bu),并将(jiang)清单上传全国土(tu)(tu)壤环(huan)(huan)(huan)境(jing)信(xin)息(xi)平台。原(yuan)则(ze)上禁止曾用(yong)于生(sheng)产、使用(yong)、贮存、回收、处置有(you)(you)毒有(you)(you)害物质(zhi)的工(gong)矿用(yong)地(di)复垦为种植食(shi)用(yong)农产品的耕地(di)。(农业农村部(bu)(bu)、生(sheng)态环(huan)(huan)(huan)境(jing)部(bu)(bu)、自然(ran)资源部(bu)(bu)等按职责分工(gong)负责)

 

4.严(yan)格建(jian)设用地(di)(di)(di)(di)(di)(di)准入管理。开展(zhan)土壤污(wu)(wu)染(ran)(ran)状(zhuang)(zhuang)况(kuang)(kuang)(kuang)调查评估(gu)。以用途变更为“一住(zhu)两公”的地(di)(di)(di)(di)(di)(di)块为重(zhong)点(dian),依(yi)法开展(zhan)土壤污(wu)(wu)染(ran)(ran)状(zhuang)(zhuang)况(kuang)(kuang)(kuang)调查和风险评估(gu)。鼓励各地(di)(di)(di)(di)(di)(di)因(yin)地(di)(di)(di)(di)(di)(di)制宜适当提前开展(zhan)土壤污(wu)(wu)染(ran)(ran)状(zhuang)(zhuang)况(kuang)(kuang)(kuang)调查,化解建(jian)设用地(di)(di)(di)(di)(di)(di)土壤污(wu)(wu)染(ran)(ran)风险管控和修(xiu)复与土地(di)(di)(di)(di)(di)(di)开发进度(du)之间的矛盾。及时将注销、撤销排污(wu)(wu)许可(ke)证的企业用地(di)(di)(di)(di)(di)(di)纳入监管视野(ye),防止腾退地(di)(di)(di)(di)(di)(di)块游离于监管之外。土壤污(wu)(wu)染(ran)(ran)重(zhong)点(dian)监管单位(wei)生(sheng)产经营(ying)用地(di)(di)(di)(di)(di)(di)的土壤污(wu)(wu)染(ran)(ran)状(zhuang)(zhuang)况(kuang)(kuang)(kuang)调查报(bao)告应当依(yi)法作(zuo)为不(bu)(bu)动(dong)产登记(ji)资料送(song)交(jiao)地(di)(di)(di)(di)(di)(di)方(fang)人(ren)民(min)政府不(bu)(bu)动(dong)产登记(ji)机(ji)构,并报(bao)地(di)(di)(di)(di)(di)(di)方(fang)人(ren)民(min)政府生(sheng)环(huan)境主(zhu)管部门备案。强化土壤污(wu)(wu)染(ran)(ran)状(zhuang)(zhuang)况(kuang)(kuang)(kuang)调查质量管理和监管,探索(suo)建(jian)立土壤污(wu)(wu)染(ran)(ran)状(zhuang)(zhuang)况(kuang)(kuang)(kuang)调查评估(gu)等报(bao)告抽查机(ji)制。(生(sheng)态环(huan)境部、自然(ran)资源部等按(an)职(zhi)责(ze)分工负(fu)责(ze))

 

因地制宜严格污染地块用地准入。从事土地开发利用活动,应当采取有效措施,防止、减少土壤污染,并确保建设用地符合土壤环境质量要求。合理规划污染地块用途,从严管控农药、化工等行业中的重度污染地块规划用途,确需开发利用的,鼓励用于拓展生态空间。地方各级自然资源部门对列入建设用地土壤污染风险管控和修复名录的地块,不得作为住宅、公共管理与公共服务用地;不得办理土地征收、收回、收购、土地供应以及改变土地用途等手续。依法应当开展土壤污染状况调查或风险评估而未开展或尚未完成的地块,以及未达到土壤污染风险评估报告确定的风险管控、修复目标的地块,不得开工建设与风险管控、修复无关的项目。鼓励设区的市因地制宜制定建设用地土壤污染联动监管具体办法或措施,细化准入管理要求。探索“环境修复+开发(fa)建设”模式。(自然(ran)资源部、生态(tai)环(huan)境部、住房和城乡(xiang)建设部等按(an)职责(ze)分工负(fu)责(ze))

5.有序推进建设用(yong)地(di)土(tu)壤(rang)污(wu)染(ran)风(feng)险(xian)管(guan)(guan)控(kong)(kong)与(yu)修复。明(ming)确风(feng)险(xian)管(guan)(guan)控(kong)(kong)与(yu)修复重(zhong)(zhong)点。以用(yong)途变更为“一住两公”的污(wu)染(ran)地(di)块为重(zhong)(zhong)点,依法开展风(feng)险(xian)管(guan)(guan)控(kong)(kong)与(yu)修复。以重(zhong)(zhong)点地(di)区危险(xian)化(hua)学品生(sheng)(sheng)(sheng)产(chan)企业搬迁改造、长江经济带化(hua)工(gong)(gong)污(wu)染(ran)整治(zhi)等专项行(xing)(xing)动(dong)遗留(liu)地(di)块为重(zhong)(zhong)点,对暂不(bu)开发(fa)利用(yong)的,加强(qiang)风(feng)险(xian)管(guan)(guan)控(kong)(kong)。以化(hua)工(gong)(gong)等行(xing)(xing)业企业为重(zhong)(zhong)点,鼓(gu)励采(cai)用(yong)原位风(feng)险(xian)管(guan)(guan)控(kong)(kong)或修复技术,探(tan)索在(zai)产(chan)企业边生(sheng)(sheng)(sheng)产(chan)边管(guan)(guan)控(kong)(kong)土(tu)壤(rang)污(wu)染(ran)风(feng)险(xian)模(mo)式。鼓(gu)励绿色(se)低碳修复。探(tan)索污(wu)染(ran)土(tu)壤(rang)“修复工(gong)(gong)厂”模(mo)式。(生(sheng)(sheng)(sheng)态环境部、自然资源部等按职(zhi)责分工(gong)(gong)负(fu)责)

 

强化风险管(guan)(guan)控与(yu)修复(fu)活动(dong)监管(guan)(guan)。鼓(gu)励地方先(xian)行先(xian)试,探索建(jian)立污(wu)染(ran)(ran)土壤(rang)转运联单制度(du),防止转运污(wu)染(ran)(ran)土壤(rang)非法处置。严控农药(yao)类(lei)等(deng)污(wu)染(ran)(ran)地块风险管(guan)(guan)控和修复(fu)过程(cheng)中(zhong)产生的异味等(deng)二(er)次污(wu)染(ran)(ran)。针对采(cai)取风险管(guan)(guan)控措施的地块,强化后期(qi)管(guan)(guan)理。严格效(xiao)果评估,确保实(shi)现土壤(rang)污(wu)染(ran)(ran)风险管(guan)(guan)控与(yu)修复(fu)目标。(生态环境(jing)部等(deng)负责)

 

加强从(cong)业(ye)(ye)单(dan)位和(he)个人信(xin)(xin)用(yong)管(guan)理。依法(fa)将从(cong)事土壤污染状况(kuang)调查和(he)土壤污染风险评估(gu)、风险管(guan)控、修复、风险管(guan)控效(xiao)果评估(gu)、修复效(xiao)果评估(gu)、后期管(guan)理等活动的单(dan)位和(he)个人的执业(ye)(ye)情况(kuang)和(he)违法(fa)行为(wei)记入(ru)信(xin)(xin)用(yong)记录,纳入(ru)全(quan)国信(xin)(xin)用(yong)信(xin)(xin)息共享平(ping)台,并通过“信(xin)(xin)用(yong)中国”网站、国家企业(ye)(ye)信(xin)(xin)用(yong)信(xin)(xin)息公示系统向社会公布(bu)。鼓(gu)励(li)社会选(xuan)择水(shui)平(ping)高(gao)、信(xin)(xin)用(yong)好(hao)的单(dan)位,推动从(cong)业(ye)(ye)单(dan)位提高(gao)水(shui)平(ping)和(he)能(neng)力。(生态环境部、发(fa)展改革(ge)委、市(shi)场监管(guan)总局等按职责分(fen)工(gong)负责)

以保护和改善地(di)下(xia)水(shui)(shui)环(huan)境质量(liang)为核心,建立(li)健全地(di)下(xia)水(shui)(shui)污染(ran)防治管理体系(xi)。扭住“双(shuang)源”,加强(qiang)地(di)下(xia)水(shui)(shui)污染(ran)源头预防,控(kong)制(zhi)地(di)下(xia)水(shui)(shui)污染(ran)增(zeng)量(liang),逐(zhu)步削减存量(liang);强(qiang)化饮(yin)用(yong)水(shui)(shui)源地(di)保护,保障地(di)下(xia)水(shui)(shui)型饮(yin)用(yong)水(shui)(shui)水(shui)(shui)源环(huan)境安全。

 

1.建立(li)地(di)下(xia)(xia)(xia)水(shui)(shui)(shui)污染防治(zhi)管理体系。制(zhi)定地(di)下(xia)(xia)(xia)水(shui)(shui)(shui)环(huan)境(jing)(jing)质量达标(biao)方案(an)。针对国家(jia)地(di)下(xia)(xia)(xia)水(shui)(shui)(shui)环(huan)境(jing)(jing)质量考(kao)核点位,分(fen)析(xi)地(di)下(xia)(xia)(xia)水(shui)(shui)(shui)环(huan)境(jing)(jing)质量状(zhuang)况,非地(di)质背景导致未达到水(shui)(shui)(shui)质目标(biao)要求的(de),应(ying)因(yin)地(di)制(zhi)宜制(zhi)定地(di)下(xia)(xia)(xia)水(shui)(shui)(shui)环(huan)境(jing)(jing)质量达标(biao)或保持方案(an),明确(que)防治(zhi)措施及完成时限(xian)。(生态环(huan)境(jing)(jing)部(bu)(bu)、自(zi)然(ran)资源部(bu)(bu)等按(an)职责分(fen)工负责)

探(tan)索(suo)开展地下水(shui)(shui)(shui)污(wu)染(ran)(ran)(ran)修复(fu)。土壤污(wu)染(ran)(ran)(ran)状况调查(cha)报(bao)告、土壤污(wu)染(ran)(ran)(ran)风险管(guan)控或修复(fu)方案等,应依法包括(kuo)地下水(shui)(shui)(shui)相关内(nei)容,存在地下水(shui)(shui)(shui)污(wu)染(ran)(ran)(ran)的(de)(de),要统筹推(tui)进(jin)土壤和地下水(shui)(shui)(shui)污(wu)染(ran)(ran)(ran)风险管(guan)控与修复(fu)。针对迁移性强(qiang)的(de)(de)重金属、有机污(wu)染(ran)(ran)(ran)物(wu)等,兼顾不同水(shui)(shui)(shui)文地质条件(jian),选择适宜的(de)(de)修复(fu)技(ji)(ji)术,开展地下水(shui)(shui)(shui)污(wu)染(ran)(ran)(ran)修复(fu)试点,形成(cheng)一批(pi)可(ke)复(fu)制、可(ke)推(tui)广(guang)的(de)(de)技(ji)(ji)术模(mo)式。(生态环境部、科(ke)技(ji)(ji)部等按职责分(fen)工负责)

 

3.强化(hua)地下(xia)(xia)水(shui)型(xing)饮用(yong)水(shui)水(shui)源(yuan)保护。规范地下(xia)(xia)水(shui)型(xing)饮用(yong)水(shui)水(shui)源(yuan)保护区环境管理。强化(hua)县级及以(yi)上地下(xia)(xia)水(shui)型(xing)饮用(yong)水(shui)水(shui)源(yuan)保护区划定,设(she)立标(biao)志(zhi),进行规范化(hua)建设(she)。针对水(shui)质(zhi)超(chao)标(biao)的(de)地下(xia)(xia)水(shui)型(xing)饮用(yong)水(shui)水(shui)源(yuan),分析超(chao)标(biao)原因,因地制宜采取整治措施(shi),确保水(shui)源(yuan)环境安全。(生态环境部、水(shui)利部、发展改革(ge)委等(deng)按职责(ze)分工(gong)负责(ze))

(三)深化农(nong)业(ye)农(nong)村环境治理

 

按照实施乡村振兴战(zhan)略总要求,强化源(yuan)头减量、循(xun)环利用、污(wu)染治(zhi)理、生态保护,推进农(nong)(nong)业面(mian)源(yuan)污(wu)染防治(zhi),新增完成 8 万个行政村环境整(zheng)治(zhi)任务,加大农(nong)(nong)村生活污(wu)水治(zhi)理力(li)度,稳步(bu)解决“垃(la)圾围(wei)村”、农(nong)(nong)村黑臭水体等突(tu)出环境问题,深入打好农(nong)(nong)业农(nong)(nong)村污(wu)染治(zhi)理攻坚战(zhan)。

 

1.加强种植业污染防治(zhi)。持续推进(jin)化(hua)(hua)肥农(nong)(nong)(nong)药(yao)(yao)减(jian)量增(zeng)效(xiao)。全面推广精准施(shi)(shi)(shi)肥,在(zai)粮食主产区(qu)、果菜茶(cha)优势产区(qu)等(deng)(deng)重点区(qu)域,推进(jin)测土(tu)配方(fang)施(shi)(shi)(shi)肥、有机(ji)(ji)(ji)肥替(ti)代化(hua)(hua)肥,合理调整施(shi)(shi)(shi)肥结构。明确化(hua)(hua)肥减(jian)量重点县科学(xue)施(shi)(shi)(shi)肥目标、技术(shu)路径和主要措(cuo)施(shi)(shi)(shi)等(deng)(deng)。推进(jin)新(xin)肥料新(xin)技术(shu)应用(yong)(yong),推广机(ji)(ji)(ji)械深(shen)施(shi)(shi)(shi)、种肥同播、水(shui)(shui)肥一体化(hua)(hua)等(deng)(deng)技术(shu)。推进(jin)化(hua)(hua)学(xue)农(nong)(nong)(nong)药(yao)(yao)减(jian)量控(kong)害,推广应用(yong)(yong)低毒低残留农(nong)(nong)(nong)药(yao)(yao),集(ji)成推广绿色防控(kong)技术(shu),推广高效(xiao)植保机(ji)(ji)(ji)械。鼓励新(xin)型经营主体、社会化(hua)(hua)服务组织等(deng)(deng)开展肥料统配统施(shi)(shi)(shi)、病虫害统防统治(zhi)等(deng)(deng)服务。大(da)力(li)推进(jin)农(nong)(nong)(nong)业高效(xiao)节水(shui)(shui)。在(zai)有条件的地区(qu),开展大(da)中型灌区(qu)等(deng)(deng)典型地区(qu)农(nong)(nong)(nong)田灌溉用(yong)(yong)水(shui)(shui)和退(tui)水(shui)(shui)水(shui)(shui)质(zhi)监测。鼓励以(yi)循环(huan)利用(yong)(yong)与生态净(jing)化(hua)(hua)相结合的方(fang)式治(zhi)理农(nong)(nong)(nong)田退(tui)水(shui)(shui)。到(dao) 2025 年,全国(guo)主要农(nong)(nong)(nong)作物化(hua)(hua)肥农(nong)(nong)(nong)药(yao)(yao)使用(yong)(yong)量减(jian)少,利用(yong)(yong)率均达(da)到(dao) 43%以(yi)上。(农(nong)(nong)(nong)业农(nong)(nong)(nong)村部、生态环(huan)境部、水(shui)(shui)利部按职责(ze)分工负责(ze))

 

提(ti)升秸(jie)(jie)(jie)(jie)秆(gan)农(nong)(nong)膜(mo)(mo)回(hui)(hui)(hui)收利用(yong)(yong)(yong)(yong)水(shui)平。健(jian)全秸(jie)(jie)(jie)(jie)秆(gan)收储(chu)运体(ti)系,培育壮大一批产业化利用(yong)(yong)(yong)(yong)主体(ti),提(ti)升秸(jie)(jie)(jie)(jie)秆(gan)离田收储(chu)、运输和供(gong)应能(neng)力,完善秸(jie)(jie)(jie)(jie)秆(gan)资源化利用(yong)(yong)(yong)(yong)和台账管理制度。深入实施农(nong)(nong)膜(mo)(mo)回(hui)(hui)(hui)收行动(dong),严格落实农(nong)(nong)膜(mo)(mo)管理制度,健(jian)全农(nong)(nong)膜(mo)(mo)生产、销售、使(shi)用(yong)(yong)(yong)(yong)、回(hui)(hui)(hui)收、再(zai)利用(yong)(yong)(yong)(yong)全链条管理体(ti)系;推广(guang)使(shi)用(yong)(yong)(yong)(yong)标准(zhun)地膜(mo)(mo),发展废旧地膜(mo)(mo)机械化捡(jian)拾,探索推广(guang)环境(jing)友好全生物可降解(jie)地膜(mo)(mo),推广(guang)地膜(mo)(mo)科学(xue)使(shi)用(yong)(yong)(yong)(yong)回(hui)(hui)(hui)收。到(dao) 2025年,秸(jie)(jie)(jie)(jie)秆(gan)综(zong)合利用(yong)(yong)(yong)(yong)率(lv)达(da)(da)到(dao) 86%以上,农(nong)(nong)膜(mo)(mo)回(hui)(hui)(hui)收率(lv)达(da)(da)到(dao) 85%。(农(nong)(nong)业农(nong)(nong)村部、发展改(gai)革委、工业和信(xin)息化部、市场监(jian)管总局、生态环境(jing)部等按职(zhi)责(ze)分工负责(ze))

 

2.着力推(tui)进养(yang)殖业污(wu)染(ran)防(fang)治(zhi)。加(jia)强畜禽(qin)粪(fen)(fen)(fen)(fen)污(wu)资源化利(li)用(yong)(yong)。健全畜禽(qin)养(yang)殖场(户)粪(fen)(fen)(fen)(fen)污(wu)收集(ji)贮(zhu)存(cun)配套(tao)设施(shi)(shi)(shi),建立粪(fen)(fen)(fen)(fen)污(wu)资源化利(li)用(yong)(yong)计划和台账。加(jia)快建设田间粪(fen)(fen)(fen)(fen)肥(fei)(fei)施(shi)(shi)(shi)用(yong)(yong)设施(shi)(shi)(shi),鼓励采用(yong)(yong)覆土(tu)施(shi)(shi)(shi)肥(fei)(fei)、沟施(shi)(shi)(shi)及(ji)注射式(shi)(shi)深(shen)施(shi)(shi)(shi)等精细(xi)化施(shi)(shi)(shi)肥(fei)(fei)方式(shi)(shi)。促进粪(fen)(fen)(fen)(fen)肥(fei)(fei)科学适量施(shi)(shi)(shi)用(yong)(yong),推(tui)动(dong)开展粪(fen)(fen)(fen)(fen)肥(fei)(fei)还田安全检测。培育壮大一批粪(fen)(fen)(fen)(fen)肥(fei)(fei)收运和田间施(shi)(shi)(shi)用(yong)(yong)社会化服务主体。畜牧大县编制(zhi)实施(shi)(shi)(shi)畜禽(qin)养(yang)殖污(wu)染(ran)防(fang)治(zhi)规划。到(dao) 2025 年,全国(guo)畜禽(qin)粪(fen)(fen)(fen)(fen)污(wu)综合利(li)用(yong)(yong)率达(da)到(dao) 80%以上。(农(nong)业农(nong)村部、生态(tai)环境部等按(an)职责(ze)分(fen)工负责(ze))

 

加强畜(chu)(chu)禽养殖(zhi)(zhi)污(wu)染环境(jing)(jing)监管。落实畜(chu)(chu)禽规(gui)模(mo)养殖(zhi)(zhi)场(chang)(chang)环境(jing)(jing)影响评价及(ji)排污(wu)许可制度,依(yi)(yi)法规(gui)范畜(chu)(chu)禽养殖(zhi)(zhi)禁养区(qu)(qu)管理。推动(dong)畜(chu)(chu)禽规(gui)模(mo)养殖(zhi)(zhi)场(chang)(chang)配备视频监控设施,防止粪污(wu)偷运偷排。推动(dong)设有排污(wu)口(kou)的畜(chu)(chu)禽规(gui)模(mo)养殖(zhi)(zhi)场(chang)(chang)定期开展(zhan)自行(xing)监测。依(yi)(yi)法严(yan)查环境(jing)(jing)违法行(xing)为(wei)。推进京津冀及(ji)周(zhou)边(bian)地区(qu)(qu)大(da)(da)型规(gui)模(mo)化(hua)(hua)养殖(zhi)(zhi)场(chang)(chang)开展(zhan)大(da)(da)气氨(an)排放(fang)控制试(shi)点。到2025 年(nian),京津冀及(ji)周(zhou)边(bian)地区(qu)(qu)大(da)(da)型规(gui)模(mo)化(hua)(hua)养殖(zhi)(zhi)场(chang)(chang)氨(an)排放(fang)总量削减 5%。(生态环境(jing)(jing)部、农(nong)业农(nong)村部等按职责分工负责)

 

推(tui)进水(shui)产健康养殖(zhi)(zhi)(zhi)。科学划定(ding)水(shui)产养殖(zhi)(zhi)(zhi)禁止、限制(zhi)、允许养殖(zhi)(zhi)(zhi)区。以(yi)珠(zhu)三角(jiao)、长江流域等(deng)区域为重(zhong)点,依法依规清理不符合要求(qiu)的水(shui)产养殖(zhi)(zhi)(zhi)设施,推(tui)广生态健康养殖(zhi)(zhi)(zhi)模式(shi)。加快制(zhi)定(ding)养殖(zhi)(zhi)(zhi)尾(wei)水(shui)排放地方标准,规范工厂化养殖(zhi)(zhi)(zhi)企业尾(wei)水(shui)排放监管。(农业农村部、生态环境部等(deng)按职责分工负责)

3.加强生(sheng)(sheng)态(tai)环(huan)(huan)(huan)境执法(fa)。依法(fa)开(kai)展(zhan)土壤、地(di)(di)下水和农业(ye)农村(cun)(cun)生(sheng)(sheng)态(tai)环(huan)(huan)(huan)境保护行(xing)政执法(fa)。严厉打击固体废物(wu)特别(bie)是危险废物(wu)非法(fa)倾倒或填埋,以(yi)及利用渗井、渗坑、裂隙、溶洞(dong)等逃避监管的(de)方式向地(di)(di)下排放污染(ran)物(wu)等行(xing)为,对涉(she)嫌污染(ran)环(huan)(huan)(huan)境犯罪(zui)的(de),及时移送(song)公安机关。落实生(sheng)(sheng)态(tai)环(huan)(huan)(huan)境损(sun)害赔偿制度,按要求开(kai)展(zhan)污染(ran)土壤和地(di)(di)下水的(de)生(sheng)(sheng)态(tai)环(huan)(huan)(huan)境损(sun)害调查评估(gu)。提升执法(fa)水平,组(zu)织(zhi)开(kai)展(zhan)监管执法(fa)工作培训。鼓励(li)各地(di)(di)设立土壤、地(di)(di)下水和农业(ye)农村(cun)(cun)生(sheng)(sheng)态(tai)环(huan)(huan)(huan)境监管技术支撑团(tuan)队。(生(sheng)(sheng)态(tai)环(huan)(huan)(huan)境部负责)

 

4.强化(hua)科(ke)技(ji)(ji)(ji)支(zhi)撑(cheng)。通(tong)过(guo)国家(jia)科(ke)技(ji)(ji)(ji)计划(专项(xiang)、基金(jin)等),支(zhi)持土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)下(xia)(xia)(xia)(xia)水(shui)和(he)(he)农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)(cun)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)治(zhi)理相关(guan)技(ji)(ji)(ji)术(shu)(shu)研(yan)(yan)发(fa)。开(kai)展(zhan)有(you)关(guan)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)物(wu)(wu)生(sheng)态(tai)(tai)毒理、污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)物(wu)(wu)在土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)中(zhong)迁移转(zhuan)化(hua)规律、土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)风险评(ping)估涉及的模型和(he)(he)关(guan)键(jian)暴露参数等基础研(yan)(yan)究(jiu)。开(kai)展(zhan)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)中(zhong)铅、砷等污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)物(wu)(wu)生(sheng)物(wu)(wu)可利用性(xing)测(ce)(ce)试和(he)(he)验证(zheng)方法研(yan)(yan)究(jiu)。推(tui)(tui)动开(kai)展(zhan)镉等重金(jin)属大气(qi)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)物(wu)(wu)排放自(zi)动监测(ce)(ce)设备、土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)气(qi)采样(yang)(yang)设备的研(yan)(yan)发(fa)。开(kai)展(zhan)耕地(di)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)累积变(bian)化(hua)趋势方法研(yan)(yan)究(jiu)。推(tui)(tui)进土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)风险管(guan)控和(he)(he)修复共性(xing)关(guan)键(jian)技(ji)(ji)(ji)术(shu)(shu)、设备研(yan)(yan)发(fa)及应用。加强土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)下(xia)(xia)(xia)(xia)水(shui)等环境(jing)(jing)标准样(yang)(yang)品研(yan)(yan)制。开(kai)展(zhan)地(di)下(xia)(xia)(xia)(xia)水(shui)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)溯源(yuan)(yuan)、岩溶与裂(lie)隙地(di)下(xia)(xia)(xia)(xia)水(shui)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)运移与阻断、地(di)下(xia)(xia)(xia)(xia)水(shui)超采与污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)协同(tong)治(zhi)理、地(di)下(xia)(xia)(xia)(xia)水(shui)回(hui)灌(guan)水(shui)质保障、封井回(hui)填以(yi)及依赖地(di)下(xia)(xia)(xia)(xia)水(shui)的生(sheng)态(tai)(tai)系统(tong)保护等研(yan)(yan)究(jiu)。开(kai)展(zhan)农(nong)(nong)(nong)业面源(yuan)(yuan)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)溯源(yuan)(yuan)与评(ping)估、农(nong)(nong)(nong)村(cun)(cun)黑臭水(shui)体整治(zhi)关(guan)键(jian)技(ji)(ji)(ji)术(shu)(shu)等研(yan)(yan)究(jiu),建(jian)(jian)立基础数据(ju)库和(he)(he)科(ke)技(ji)(ji)(ji)成果(guo)转(zhuan)化(hua)平台。研(yan)(yan)究(jiu)加强农(nong)(nong)(nong)村(cun)(cun)生(sheng)态(tai)(tai)系统(tong)恢复与保护、推(tui)(tui)进乡村(cun)(cun)生(sheng)态(tai)(tai)振兴(xing)的政策措施。推(tui)(tui)进土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)下(xia)(xia)(xia)(xia)水(shui)和(he)(he)农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)(cun)生(sheng)态(tai)(tai)环境(jing)(jing)保护领域的重点(dian)实验室建(jian)(jian)设。建(jian)(jian)设统(tong)一的土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)下(xia)(xia)(xia)(xia)水(shui)和(he)(he)农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)(cun)生(sheng)态(tai)(tai)环境(jing)(jing)监管(guan)信息平台。(科(ke)技(ji)(ji)(ji)部、生(sheng)态(tai)(tai)环境(jing)(jing)部、自(zi)然(ran)资(zi)源(yuan)(yuan)部、水(shui)利部、农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)(cun)部等按职责(ze)分工(gong)负(fu)责(ze))

 

四、重大工程

 

以京(jing)津冀、长(zhang)江(jiang)经济带、粤港澳大(da)湾区(qu)、长(zhang)三角(jiao)、黄(huang)河流(liu)域(yu)等区(qu)域(yu)为(wei)重(zhong)点,系统实施土壤、地(di)下水和(he)农业农村污染(ran)防(fang)治重(zhong)大(da)工程。

 

(一)土壤和地下(xia)水(shui)污染(ran)源(yuan)头预防工程(cheng)

 

以化(hua)工、有色金属行业(ye)企业(ye)为重点,实施 100 个土壤污染(ran)源(yuan)头管控(kong)项目,开(kai)展在产企业(ye)防渗漏、流失、扬(yang)散,重金属减排(pai)等提标改造和历史(shi)遗(yi)留废渣整治(zhi)。开(kai)展化(hua)工产业(ye)为主导(dao)的(de)工业(ye)集聚区等地下水污染(ran)防渗改造。(生态(tai)环境部等负责(ze))

 

(二(er))土壤和地(di)下水污(wu)染风(feng)险管控与修复工程

 

选(xuan)择(ze) 100 个土壤污(wu)(wu)染(ran)面积(ji)较大的县开(kai)展农用地安全利用示范(fan)。实(shi)施一批典型在产企业(ye)土壤污(wu)(wu)染(ran)风险管控(kong)(kong)工程(cheng)。实(shi)施重点区域石化(hua)(hua)、化(hua)(hua)工、焦化(hua)(hua)等(deng)工业(ye)集(ji)聚区地下水污(wu)(wu)染(ran)风险管控(kong)(kong)工程(cheng),开(kai)展一批地下水污(wu)(wu)染(ran)修复试点。(生态(tai)环境(jing)部(bu)、农业(ye)农村部(bu)等(deng)按职责分工负责)

 

(三)农业面源污染防(fang)治工程

 

在长江(jiang)、黄河等重点流域环境敏感(gan)区,建设 200 个农(nong)(nong)业(ye)面源污染综合(he)治(zhi)理(li)示范县。(发(fa)展改革委、农(nong)(nong)业(ye)农(nong)(nong)村部、生态环境部等按职责(ze)分工负责(ze))

 

(四)农村环境整治工程

 

开展 100 个县(xian)农村黑(hei)臭水体和生活污水治理试点示范,探索典型地区治理模式与长效机制。(生态环境部(bu)、农业农村部(bu)、水利部(bu)等按职(zhi)责(ze)(ze)分(fen)工负责(ze)(ze))

 

五、保障措施

 

(一)加强组织领导

 

按(an)照“中(zhong)(zhong)央统(tong)筹、省负总责(ze)、市(shi)县(xian)落实(shi)”的原则,地方各级人民(min)政(zheng)府是实(shi)施本(ben)规(gui)划的主体(ti),制(zhi)定(ding)并公布(bu)本(ben)行政(zheng)区域土壤(rang)、地下水(shui)和农村(cun)生(sheng)态环(huan)境保(bao)护(hu)相关规(gui)划,确定(ding)目标(biao)任务和主要(yao)措施。建立(li)部门(men)协同推进机制(zhi),中(zhong)(zhong)央有(you)关部门(men)按(an)照职责(ze)分工,落实(shi)“一岗双责(ze)”,密切(qie)协作配合,形成(cheng)工作合力。

 

(二)完善经济政策

 

健(jian)全地(di)(di)方为主、中央(yang)补助(zhu)的政(zheng)府(fu)(fu)投(tou)入(ru)体系,加强(qiang)(qiang)土壤(rang)、地(di)(di)下水和(he)农(nong)(nong)(nong)业(ye)(ye)农(nong)(nong)(nong)村污(wu)染(ran)防(fang)治财(cai)政(zheng)资(zi)金(jin)投(tou)入(ru)保障,探(tan)索(suo)建立(li)多元(yuan)化投(tou)融(rong)资(zi)机制。加快建立(li)健(jian)全省(sheng)级土壤(rang)污(wu)染(ran)防(fang)治基金(jin)。落实地(di)(di)方财(cai)政(zheng)事权,推动建立(li)省(sheng)市县各级财(cai)政(zheng)农(nong)(nong)(nong)村生(sheng)活(huo)污(wu)水治理(li)分担投(tou)入(ru)机制。鼓励各地(di)(di)通(tong)过发行地(di)(di)方政(zheng)府(fu)(fu)债券等(deng)(deng)方式用(yong)于符(fu)合条(tiao)件的农(nong)(nong)(nong)业(ye)(ye)农(nong)(nong)(nong)村生(sheng)态环境保护项目。继(ji)续(xu)通(tong)过现(xian)有资(zi)金(jin)渠道持续(xu)推动化肥农(nong)(nong)(nong)药减量增效、生(sheng)物防(fang)治等(deng)(deng)相关工作,推进农(nong)(nong)(nong)业(ye)(ye)绿(lv)色发展。加强(qiang)(qiang)相关规(gui)划编制与县域农(nong)(nong)(nong)村生(sheng)活(huo)污(wu)水治理(li)专(zhuan)项规(gui)划衔接,合理(li)保障农(nong)(nong)(nong)村生(sheng)活(huo)污(wu)水治理(li)设施建设用(yong)地(di)(di)需求(qiu),完善用(yong)地(di)(di)审(shen)批。(财(cai)政(zheng)部、生(sheng)态环境部、农(nong)(nong)(nong)业(ye)(ye)农(nong)(nong)(nong)村部等(deng)(deng)按职(zhi)责分工负责)

 

(三)加大宣传引导

 

充分利(li)用电视、广播、报刊、互联网、微信公众(zhong)号等媒体,结(jie)合世界环境日(ri)、世界土(tu)壤(rang)(rang)(rang)日(ri)、全国土(tu)地(di)日(ri)等主题宣传活(huo)动(dong),有针对(dui)性(xing)地(di)宣传普及土(tu)壤(rang)(rang)(rang)、地(di)下水和农(nong)业农(nong)村生态(tai)环境保护知识,增强公众(zhong)生态(tai)环境保护意识。采用培训(xun)班、现场会、视频会等形式,强化宣传培训(xun)。推进土(tu)壤(rang)(rang)(rang)、地(di)下水和农(nong)业农(nong)村生态(tai)环境保护融入党政机关、学校、工厂(chang)、社(she)区、农(nong)村等环境宣传培训(xun)工作,大(da)力推广绿色生产生活(huo)方式,形成(cheng)全社(she)会保护土(tu)壤(rang)(rang)(rang)、地(di)下水和农(nong)业农(nong)村生态(tai)环境的良好氛围。

 

(四)实施效果评估

 

实行(xing)目(mu)标(biao)责任(ren)(ren)制和(he)(he)考核(he)评(ping)价制度(du),分(fen)解落实目(mu)标(biao)任(ren)(ren)务(wu)。生(sheng)态环境部会(hui)同相关(guan)部门围绕本规(gui)划目(mu)标(biao)指标(biao)、主要任(ren)(ren)务(wu)、重大工程进展情况(kuang)进行(xing)调(diao)度(du)。在 2023 年、2025 年底,分(fen)别对本规(gui)划实施(shi)情况(kuang)进行(xing)中期(qi)评(ping)估(gu)和(he)(he)总结评(ping)估(gu)。
