政策早知道:郑州市土壤污染防治先行区建设方案印发!
郑(zheng)(zheng)州(zhou)市(shi)人民政府印(yin)发《郑(zheng)(zheng)州(zhou)市(shi)土(tu)壤(rang)污(wu)染防(fang)(fang)治先(xian)行区建设方案》,先(xian)行区建设包(bao)括四项任务,一是科学精准,加强土(tu)壤(rang)污(wu)染重点监管(guan)单位(wei)源头预防(fang)(fang);二是系(xi)统规范,强化土(tu)壤(rang)污(wu)染状况(kuang)调查质量监督检查;三是协同(tong)(tong)创新,高标准建设郑(zheng)(zheng)州(zhou)市(shi)土(tu)壤(rang)环境监管(guan)平台(tai);四是水土(tu)联(lian)治,打通土(tu)壤(rang)及地下(xia)水同(tong)(tong)管(guan)同(tong)(tong)防(fang)(fang)同(tong)(tong)治通道。
郑州市土壤污染防治先行区建设方案
根据生(sheng)态环(huan)(huan)境(jing)部办(ban)公厅《关于开展土壤(rang)(rang)污(wu)染防(fang)(fang)(fang)治先(xian)行区(qu)建(jian)(jian)设(she)的通(tong)知》(环(huan)(huan)办(ban)土壤(rang)(rang)函〔2022〕6号)要求,结合郑州(zhou)(zhou)市(shi)(shi)实(shi)际情况,组织编制(zhi)郑州(zhou)(zhou)市(shi)(shi)土壤(rang)(rang)污(wu)染防(fang)(fang)(fang)治先(xian)行区(qu)建(jian)(jian)设(she)方案。本方案旨在指导郑州(zhou)(zhou)市(shi)(shi)土壤(rang)(rang)污(wu)染防(fang)(fang)(fang)治先(xian)行区(qu)建(jian)(jian)设(she),以(yi)黄河流域生(sheng)态保护(hu)和高质(zhi)量发展为契(qi)机,系统谋划(hua)、科学部署、强力推进(jin),高标准建(jian)(jian)设(she)土壤(rang)(rang)污(wu)染防(fang)(fang)(fang)治先(xian)行区(qu),为建(jian)(jian)设(she)国家中心城市(shi)(shi)、黄河流域生(sheng)态保护(hu)和高质(zhi)量发展核心示(shi)范区(qu)夯(hang)实(shi)土壤(rang)(rang)生(sheng)态环(huan)(huan)境(jing)基础,为全国土壤(rang)(rang)污(wu)染防(fang)(fang)(fang)治工(gong)作提供(gong)示(shi)范。
一、总则
(一)指导思想
坚持(chi)以(yi)习(xi)近平生(sheng)态(tai)(tai)文(wen)明思想为(wei)指导,全面贯(guan)彻(che)(che)党(dang)的十(shi)九(jiu)(jiu)大和(he)十(shi)九(jiu)(jiu)届(jie)历次(ci)全会精(jing)神(shen),深入贯(guan)彻(che)(che)习(xi)近平总书记视察郑州(zhou)重要讲话精(jing)神(shen),坚持(chi)以(yi)人民(min)为(wei)中心(xin),立足(zu)新发(fa)展(zhan)(zhan)阶段、贯(guan)彻(che)(che)新发(fa)展(zhan)(zhan)理(li)念、构建(jian)新发(fa)展(zhan)(zhan)格局,坚持(chi)保(bao)护(hu)优先、预防(fang)为(wei)主、风险管控,突(tu)出(chu)精(jing)准治(zhi)污、科学治(zhi)污、依法治(zhi)污,聚焦(jiao)黄河流域(yu)生(sheng)态(tai)(tai)保(bao)护(hu)和(he)高质量发(fa)展(zhan)(zhan),构建(jian)科学精(jing)准、系统规(gui)范(fan)、协(xie)同创新、水土联治(zhi)的土壤污染(ran)防(fang)治(zhi)郑州(zhou)模式(shi)。
(二)建设原则
1.预防为主,试点(dian)(dian)先行(xing)。完善土壤污染(ran)重点(dian)(dian)监(jian)管(guan)单(dan)位名(ming)录,深入落实重点(dian)(dian)监(jian)管(guan)单(dan)位隐患排查,规(gui)范重点(dian)(dian)监(jian)管(guan)单(dan)位自行(xing)监(jian)测,从(cong)源(yuan)头(tou)上控制土壤污染(ran)。开展(zhan)在(zai)产企业绿色化改造试点(dian)(dian),探索(suo)边生(sheng)产边管(guan)控模式,以点(dian)(dian)带面(mian)、示范引(yin)领,坚决防范工矿企业新增(zeng)土壤污染(ran)。
2.建(jian)(jian)(jian)章立制(zhi),提(ti)升(sheng)质量。着力搭框(kuang)架、建(jian)(jian)(jian)机制(zhi)、定制(zhi)度,构建(jian)(jian)(jian)土壤污染(ran)风(feng)险(xian)管(guan)(guan)控和(he)修(xiu)复质量监(jian)管(guan)(guan)全(quan)流(liu)程体系(xi),探索建(jian)(jian)(jian)立从(cong)业单位和(he)评审专家管(guan)(guan)理制(zhi)度。强化(hua)风(feng)险(xian)管(guan)(guan)控和(he)修(xiu)复工程监(jian)管(guan)(guan),持续(xu)开展(zhan)从(cong)业单位和(he)人(ren)员信(xin)用(yong)管(guan)(guan)理试点工作,推(tui)动从(cong)业单位提(ti)高业务水平和(he)能力。
3.创新引领,联动(dong)监(jian)(jian)(jian)管(guan)。高标(biao)准建设(she)“智(zhi)慧土壤”信(xin)息(xi)(xi)化监(jian)(jian)(jian)管(guan)平台,探索开展(zhan)污(wu)染地块全生命周(zhou)期环境管(guan)理(li)试点(dian),创新土壤污(wu)染信(xin)息(xi)(xi)化监(jian)(jian)(jian)管(guan)手段,发挥(hui)先行区创新引领作用。建立建设(she)用地空间(jian)信(xin)息(xi)(xi)叠(die)加(jia)至国土空间(jian)规(gui)划“一张图(tu)”管(guan)理(li)制度,加(jia)强重点(dian)建设(she)用地联动(dong)监(jian)(jian)(jian)管(guan),持续提(ti)升(sheng)土壤污(wu)染信(xin)息(xi)(xi)化监(jian)(jian)(jian)管(guan)能力。
4.因地(di)(di)制(zhi)宜,水(shui)土联治。针对郑州(zhou)市(shi)典型(xing)黄(huang)河冲积平原土壤和地(di)(di)下水(shui)污(wu)染(ran)特性,结合郑州(zhou)市(shi)“地(di)(di)下水(shui)污(wu)染(ran)防治试验区”建设任务,打通(tong)地(di)(di)上(shang)与(yu)地(di)(di)下、土壤与(yu)地(di)(di)下水(shui)协同(tong)防控(kong)通(tong)道(dao)。以地(di)(di)块尺(chi)度(du)土壤和地(di)(di)下水(shui)协同(tong)分类管(guan)理为(wei)基(ji)础,探索“同(tong)管(guan)”;以在产企业土壤和地(di)(di)下水(shui)落实法定义务协同(tong)推进为(wei)依托(tuo),探索“同(tong)防”;以推动(dong)区域土壤和地(di)(di)下水(shui)生(sheng)态环境(jing)协同(tong)治理为(wei)抓(zhua)手,探索“同(tong)治”。
(三)建设时限
郑州市土壤污染防治先行区建设(she)基准年(nian)为2022年(nian),建设(she)时限为2022年(nian)至2025年(nian)。
(四)建设目标
按照“1+2+3+4”的(de)建(jian)设(she)(she)思路,建(jian)设(she)(she)一个(ge)高标准信(xin)(xin)息化(hua)监(jian)(jian)(jian)管(guan)(guan)(guan)(guan)平(ping)台,推动(dong)源头管(guan)(guan)(guan)(guan)控和边(bian)生产(chan)边(bian)管(guan)(guan)(guan)(guan)控两类示范项目,探索水土“同管(guan)(guan)(guan)(guan)”“同防(fang)(fang)”“同治”三(san)种防(fang)(fang)控模式,形成“预防(fang)(fang)+治理(li)”“监(jian)(jian)(jian)管(guan)(guan)(guan)(guan)+评估”的(de)精准治污体(ti)(ti)系,全(quan)面(mian)提升土壤(rang)环境(jing)管(guan)(guan)(guan)(guan)理(li)水平(ping),打造(zao)可(ke)复制(zhi)、可(ke)推广(guang)的(de)“郑州经(jing)验(yan)”。到2025年,以重点监(jian)(jian)(jian)管(guan)(guan)(guan)(guan)单(dan)位为核(he)心的(de)在产(chan)企业监(jian)(jian)(jian)管(guan)(guan)(guan)(guan)体(ti)(ti)系初步构建(jian),土壤(rang)污染防(fang)(fang)治义务全(quan)面(mian)落实,建(jian)设(she)(she)用(yong)地(di)(di)全(quan)流程质量管(guan)(guan)(guan)(guan)理(li)体(ti)(ti)系基本(ben)建(jian)立,土壤(rang)环境(jing)信(xin)(xin)息化(hua)监(jian)(jian)(jian)管(guan)(guan)(guan)(guan)手段和智慧(hui)化(hua)监(jian)(jian)(jian)管(guan)(guan)(guan)(guan)能力显著提升,土壤(rang)和地(di)(di)下水协同防(fang)(fang)控取得积极进展,切实增强人民群(qun)众获(huo)得感、幸(xing)福感、安(an)全(quan)感。
二、建设任务
(一)科学(xue)精准,加强(qiang)土壤污染重(zhong)点监管单(dan)位(wei)源头预防
1.科学制定土壤污染重(zhong)点监管单位名录管理(li)办法
针对郑州市(shi)化工、铝(lv)制品压(ya)延等(deng)(deng)行业(ye)规模以(yi)下(xia)企业(ye)数量占比较大、重点监(jian)管(guan)单位(wei)名录纳(na)入细则缺失等(deng)(deng)现(xian)(xian)状,探(tan)索建立郑州市(shi)土壤污(wu)(wu)染(ran)重点监(jian)管(guan)单位(wei)纳(na)入原则和动态调整(zheng)机制。将郑州市(shi)重点行业(ye)企业(ye)用地(di)调查发现(xian)(xian)的(de)潜(qian)在高风险企业(ye)、生(sheng)产经营活动涉及有毒有害物(wu)质且土壤污(wu)(wu)染(ran)隐患较大的(de)企业(ye)、土壤或地(di)下(xia)水污(wu)(wu)染(ran)超标(biao)企业(ye)、环境保(bao)护督察或各(ge)类执法检查发现(xian)(xian)的(de)实际排污(wu)(wu)企业(ye)等(deng)(deng)逐(zhu)步纳(na)入监(jian)管(guan),实现(xian)(xian)重点监(jian)管(guan)单位(wei)名录“应纳(na)尽(jin)纳(na)”和动态更(geng)新。
2.全面落实重点监管单(dan)位土壤污染防治义务(wu)
(1)严格(ge)土(tu)壤污染重点监(jian)管单位排污许可管理
监(jian)督全市重(zhong)点监(jian)管(guan)单位在排污(wu)许(xu)可证中全面载明土壤污(wu)染防治义务,严格落实(shi)定期报告(gao)(gao)制(zhi)(zhi)度,实(shi)现“应(ying)管(guan)尽管(guan)”。排污(wu)许(xu)可证执(zhi)行(xing)(xing)报告(gao)(gao)应(ying)包括隐患排查(cha)、自行(xing)(xing)监(jian)测执(zhi)行(xing)(xing)情况及有毒有害物质排放情况。制(zhi)(zhi)定电镀、铝压延(yan)加工行(xing)(xing)业有毒有害物质排放报告(gao)(gao)编制(zhi)(zhi)技术要点,提(ti)高排污(wu)许(xu)可管(guan)理的科(ke)学(xue)性和针对性。
(2)深化重点(dian)监管单位土壤污染隐(yin)患排查
全(quan)面推动重(zhong)(zhong)点(dian)(dian)监(jian)管单(dan)位落实土(tu)(tu)壤(rang)(rang)(rang)污(wu)染(ran)隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)制(zhi)度,建(jian)立隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)和(he)整(zheng)(zheng)改(gai)台账。新(xin)增(zeng)的(de)(de)重(zhong)(zhong)点(dian)(dian)监(jian)管单(dan)位应在纳入名(ming)录(lu)后一(yi)年内开展隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)。按照(zhao)“全(quan)覆盖、有(you)重(zhong)(zhong)点(dian)(dian)、强帮扶、严督(du)导”的(de)(de)思路(lu),对已(yi)经开展隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)的(de)(de)企(qi)(qi)业(ye)(ye)(ye)、重(zhong)(zhong)点(dian)(dian)行业(ye)(ye)(ye)企(qi)(qi)业(ye)(ye)(ye)用地(di)(di)调查(cha)(cha)(cha)(cha)或(huo)其他调查(cha)(cha)(cha)(cha)中发(fa)现土(tu)(tu)壤(rang)(rang)(rang)或(huo)地(di)(di)下水超标的(de)(de)企(qi)(qi)业(ye)(ye)(ye)、已(yi)经完(wan)成隐(yin)(yin)患(huan)(huan)(huan)(huan)整(zheng)(zheng)改(gai)的(de)(de)企(qi)(qi)业(ye)(ye)(ye),落实隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)质量和(he)整(zheng)(zheng)改(gai)效果“回(hui)头看”。梳理总结隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)典型案例(li),探索涉及有(you)毒有(you)害(hai)物质地(di)(di)下储(chu)罐等隐(yin)(yin)蔽设(she)施土(tu)(tu)壤(rang)(rang)(rang)污(wu)染(ran)隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)方(fang)法和(he)技术要求,制(zhi)定电镀、铝(lv)压延加工等行业(ye)(ye)(ye)隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)技术指南。2024年底(di)前(qian),完(wan)成至少一(yi)轮土(tu)(tu)壤(rang)(rang)(rang)污(wu)染(ran)隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)整(zheng)(zheng)改(gai)和(he)隐(yin)(yin)患(huan)(huan)(huan)(huan)排(pai)(pai)查(cha)(cha)(cha)(cha)“回(hui)头看”。
(3)规范土壤污染重点(dian)监管(guan)单位自行监测
督促重点(dian)监(jian)(jian)管单位规范(fan)开(kai)(kai)展自(zi)行监(jian)(jian)测(ce)(ce)并上(shang)报(bao)数据(ju),探(tan)索建立自(zi)行监(jian)(jian)测(ce)(ce)质量(liang)监(jian)(jian)管和报(bao)告质量(liang)抽(chou)查制度(du)。制定电镀、铝压延加工等行业企(qi)业自(zi)行监(jian)(jian)测(ce)(ce)方案编制指南。委托(tuo)第三方机构对自(zi)行监(jian)(jian)测(ce)(ce)工作效果开(kai)(kai)展抽(chou)查,对土壤污染隐患(huan)较大和周边(bian)调查发现土壤或(huo)地下水超标(biao)的企(qi)业开(kai)(kai)展复核采(cai)样(yang)检查。
(4)开展(zhan)土壤污染重点(dian)监管单(dan)位周边(bian)监测
对(dui)土壤污(wu)染重点监管单(dan)(dan)位周(zhou)边(bian)(bian)土壤和地下水开展定期监测(ce)。梳理重点监管单(dan)(dan)位周(zhou)边(bian)(bian)污(wu)染调(diao)查数据(ju),初步(bu)研判重点监管单(dan)(dan)位对(dui)周(zhou)边(bian)(bian)环(huan)境潜(qian)在影响,为环(huan)境执法(fa)和风险预警提供依据(ju)。
3.科学实施土壤(rang)和地下水污染(ran)源(yuan)头管控
强化企(qi)(qi)业(ye)主体(ti)责(ze)任,对重(zhong)点行(xing)业(ye)企(qi)(qi)业(ye)用(yong)地调查、企(qi)(qi)业(ye)自行(xing)监(jian)测或其他调查中(zhong)(zhong)发(fa)现土壤(rang)或地下水(shui)超标的企(qi)(qi)业(ye),以及存在土壤(rang)污(wu)(wu)染(ran)隐患的重(zhong)点监(jian)管单位,推动企(qi)(qi)业(ye)编制源头(tou)管控方案(an),因地制宜(yi)实(shi)施土壤(rang)污(wu)(wu)染(ran)源头(tou)管控工(gong)程,提升企(qi)(qi)业(ye)绿色化水(shui)平(ping)。以黄河沿(yan)线和南(nan)水(shui)北调中(zhong)(zhong)线总干(gan)渠沿(yan)线等区域为重(zhong)点,推进3—5家电镀、铝压延加(jia)工(gong)、化工(gong)等行(xing)业(ye)污(wu)(wu)染(ran)企(qi)(qi)业(ye)试点开展土壤(rang)污(wu)(wu)染(ran)源头(tou)管控项目,探索企(qi)(qi)业(ye)源头(tou)管控全流(liu)程管理技术和要求。
4.开展在产企业边生产边管控试点
对重点行(xing)业(ye)企(qi)(qi)(qi)业(ye)用(yong)地调查、企(qi)(qi)(qi)业(ye)自行(xing)监测(ce)或其(qi)他(ta)调查中(zhong)发(fa)现土壤或地下(xia)水超标的(de)(de)企(qi)(qi)(qi)业(ye),土地使(shi)用(yong)权(quan)人或土壤污染责(ze)任(ren)人应当按规定(ding)进行(xing)土壤污染状况(kuang)调查和(he)风(feng)险评估(gu)。针对存在健康风(feng)险或迁(qian)移(yi)风(feng)险的(de)(de)企(qi)(qi)(qi)业(ye),强化(hua)企(qi)(qi)(qi)业(ye)主体责(ze)任(ren),推(tui)动企(qi)(qi)(qi)业(ye)采取风(feng)险管控(kong)和(he)修复(fu)措施。2025年底前(qian),超标企(qi)(qi)(qi)业(ye)开展调查评估(gu)的(de)(de)比例(li)不低(di)于50%;启动1—2家企(qi)(qi)(qi)业(ye)边(bian)生产边(bian)管控(kong)试点项(xiang)目,在保证施工(gong)安全和(he)不影响企(qi)(qi)(qi)业(ye)生产的(de)(de)情况(kuang)下(xia),探(tan)索以原位阻隔(ge)为(wei)主、小范围少量修复(fu)为(wei)辅的(de)(de)风(feng)险管控(kong)和(he)修复(fu)模式。
(二)系统规范,强化土(tu)壤污染状况(kuang)调(diao)查质量(liang)监督检查
1.持续开展建(jian)设用地土壤污染状(zhuang)况调(diao)查质(zhi)量监(jian)督检查
建立监(jian)(jian)(jian)管对象全(quan)(quan)覆盖、调查(cha)(cha)(cha)(cha)环节(jie)全(quan)(quan)程(cheng)序、监(jian)(jian)(jian)管手(shou)段多样化(hua)的调查(cha)(cha)(cha)(cha)质(zhi)(zhi)量(liang)(liang)管理制(zhi)度,编制(zhi)质(zhi)(zhi)量(liang)(liang)监(jian)(jian)(jian)督(du)(du)检查(cha)(cha)(cha)(cha)相关(guan)指南,督(du)(du)促土(tu)(tu)壤(rang)污(wu)(wu)染(ran)状(zhuang)况调查(cha)(cha)(cha)(cha)从业单(dan)位全(quan)(quan)面落(luo)实调查(cha)(cha)(cha)(cha)全(quan)(quan)过(guo)程(cheng)的质(zhi)(zhi)量(liang)(liang)控(kong)(kong)制(zhi)措施。依托郑州市土(tu)(tu)壤(rang)环境监(jian)(jian)(jian)管平台(tai),开发调查(cha)(cha)(cha)(cha)质(zhi)(zhi)量(liang)(liang)监(jian)(jian)(jian)管模块和调查(cha)(cha)(cha)(cha)质(zhi)(zhi)控(kong)(kong)APP,实现调查(cha)(cha)(cha)(cha)过(guo)程(cheng)实时记录(lu)和信息(xi)化(hua)质(zhi)(zhi)量(liang)(liang)监(jian)(jian)(jian)管。对全(quan)(quan)市建设用地土(tu)(tu)壤(rang)污(wu)(wu)染(ran)状(zhuang)况调查(cha)(cha)(cha)(cha)地块开展全(quan)(quan)过(guo)程(cheng)的质(zhi)(zhi)量(liang)(liang)监(jian)(jian)(jian)督(du)(du)抽(chou)(chou)查(cha)(cha)(cha)(cha),第一阶段土(tu)(tu)壤(rang)污(wu)(wu)染(ran)状(zhuang)况调查(cha)(cha)(cha)(cha)地块抽(chou)(chou)查(cha)(cha)(cha)(cha)比例不低(di)于20%,第二阶段土(tu)(tu)壤(rang)污(wu)(wu)染(ran)状(zhuang)况调查(cha)(cha)(cha)(cha)地块抽(chou)(chou)查(cha)(cha)(cha)(cha)比例不低(di)于30%。
2.探索实施(shi)污(wu)染地块(kuai)风险管控(kong)和修复效(xiao)果(guo)评估(gu)质量监管
完善污染地(di)块风(feng)险管(guan)控和(he)(he)修复活(huo)动质(zhi)量(liang)(liang)管(guan)理体系,针(zhen)对不同的风(feng)险管(guan)控和(he)(he)修复模式,选取(qu)典型地(di)块开展风(feng)险管(guan)控和(he)(he)修复效果评(ping)(ping)(ping)估(gu)(gu)质(zhi)量(liang)(liang)监(jian)管(guan)试点,探(tan)索建立(li)风(feng)险管(guan)控和(he)(he)修复效果评(ping)(ping)(ping)估(gu)(gu)质(zhi)量(liang)(liang)信(xin)息化监(jian)管(guan)制度,编(bian)制技(ji)术(shu)指南(nan)。依托(tuo)郑(zheng)州市(shi)土壤环(huan)境监(jian)管(guan)平(ping)台,开发(fa)风(feng)险管(guan)控和(he)(he)修复效果评(ping)(ping)(ping)估(gu)(gu)质(zhi)量(liang)(liang)监(jian)管(guan)模块和(he)(he)APP,实现效果评(ping)(ping)(ping)估(gu)(gu)实时(shi)记(ji)录和(he)(he)信(xin)息化质(zhi)量(liang)(liang)监(jian)管(guan)。
3.全面建立从业(ye)单位、人(ren)员和评审专家管理(li)制度(du)
在国家建设用地(di)土(tu)壤(rang)污染风险管(guan)控和(he)(he)(he)修(xiu)(xiu)复从(cong)(cong)(cong)业(ye)单(dan)位和(he)(he)(he)个人(ren)执业(ye)情(qing)况信用记(ji)录要求(qiu)的基础上,结合管(guan)理实际需求(qiu),研究(jiu)从(cong)(cong)(cong)业(ye)单(dan)位和(he)(he)(he)人(ren)员评(ping)(ping)价制(zhi)度(du),制(zhi)定郑州市(shi)建设用地(di)土(tu)壤(rang)污染风险管(guan)控和(he)(he)(he)修(xiu)(xiu)复从(cong)(cong)(cong)业(ye)单(dan)位管(guan)理办法。根据调(diao)查质量检查、报告评(ping)(ping)审结果、社会公众(zhong)舆情(qing)等,开(kai)展(zhan)从(cong)(cong)(cong)业(ye)单(dan)位评(ping)(ping)价,评(ping)(ping)价结果向社会公开(kai)。探(tan)索开(kai)展(zhan)报告评(ping)(ping)审专(zhuan)家工作(zuo)质量评(ping)(ping)估,建立郑州市(shi)土(tu)壤(rang)污染防(fang)治(zhi)专(zhuan)家评(ping)(ping)价和(he)(he)(he)选(xuan)用机制(zhi)。组织开(kai)展(zhan)从(cong)(cong)(cong)业(ye)单(dan)位、从(cong)(cong)(cong)业(ye)人(ren)员和(he)(he)(he)专(zhuan)家技术培训。
(三)协同(tong)创新,高标准建设(she)郑州市土壤(rang)环境监管平(ping)台(tai)
1.建(jian)(jian)立健(jian)全建(jian)(jian)设用地(di)全生命周期(qi)联动监(jian)管体系
进(jin)一步畅通与自然(ran)资源部门的数据交互与联动监管(guan)渠道,保障建设用地(di)土(tu)壤(rang)污染状况调查、风(feng)险评估、管(guan)控修(xiu)复(fu)等信息与国(guo)土(tu)空间规划(hua)制(zhi)定、土(tu)地(di)储备供(gong)(gong)应、规划(hua)许(xu)可(ke)审批(pi)等开发阶(jie)段信息的同步更(geng)新、及(ji)时共享,加强(qiang)信息比对,促进(jin)建设用地(di)全生(sheng)命周期环境管(guan)理的可(ke)视化(hua)、精(jing)准化(hua)、智能(neng)化(hua),为建设用地(di)安全利(li)用提(ti)供(gong)(gong)技(ji)术支持。
2.统(tong)筹完善重(zhong)点监(jian)管(guan)单(dan)位信(xin)息化监(jian)管(guan)体系
有(you)(you)(you)效整合排污(wu)许可管(guan)理(li)、重(zhong)点(dian)监(jian)管(guan)单(dan)位(wei)管(guan)理(li)、土壤环(huan)(huan)境(jing)监(jian)测有(you)(you)(you)关数据,加强(qiang)对土壤污(wu)染重(zhong)点(dian)监(jian)管(guan)单(dan)位(wei)名录(lu)管(guan)理(li)、有(you)(you)(you)毒(du)有(you)(you)(you)害物质(zhi)(zhi)排放、自行(xing)监(jian)测、隐(yin)患(huan)排查整改、拆除活动污(wu)染防治等环(huan)(huan)节的实时(shi)跟(gen)踪,科(ke)学(xue)构建(jian)重(zhong)点(dian)区域、重(zhong)点(dian)设施与土壤、地下(xia)水环(huan)(huan)境(jing)质(zhi)(zhi)量(liang)之间的时(shi)空关系和分析模型,实现在产企业、园区土壤和地下(xia)水污(wu)染成(cheng)因、迁移转化趋(qu)势等智能化分析,为建(jian)设用地土壤污(wu)染源头预防、预测预警提供(gong)有(you)(you)(you)力支撑。
3.着力(li)提(ti)升建设用地土(tu)壤(rang)污染状况调查信息化(hua)监管能力(li)
高标准建(jian)设郑州市土壤(rang)环(huan)境(jing)监管(guan)平(ping)台,实(shi)现土壤(rang)污染(ran)状(zhuang)况(kuang)(kuang)(kuang)调(diao)(diao)查(cha)方(fang)案制定(ding)、点位(wei)设置、钻探采(cai)样(yang)(yang)、样(yang)(yang)品(pin)保存(cun)流(liu)转(zhuan)、实(shi)验室检(jian)测(ce)等信(xin)息的实(shi)时采(cai)集,保障调(diao)(diao)查(cha)全流(liu)程质(zhi)(zhi)量(liang)控制制度的落实(shi),有力提升土壤(rang)污染(ran)状(zhuang)况(kuang)(kuang)(kuang)调(diao)(diao)查(cha)的科学性、规范性和准确性,为土壤(rang)污染(ran)状(zhuang)况(kuang)(kuang)(kuang)调(diao)(diao)查(cha)的报告质(zhi)(zhi)量(liang)和结果评价提供重要依据。
4.创新(xin)建设(she)用地土壤污染风险(xian)管控和修复过程信息化(hua)监管手段(duan)
对建设用地土壤污染风险管控和修复施工进展、环境监测及二次污染防治等情况进行跟踪,通过视频监控采集现场工作情况,与风险管控和土壤修复方案进行(xing)比(bi)对,提(ti)升风(feng)(feng)险管(guan)控(kong)和(he)修(xiu)复(fu)活动事中监管(guan)能力,加强对风(feng)(feng)险管(guan)控(kong)和(he)修(xiu)复(fu)行(xing)为(wei)的全过程(cheng)监督,切实保(bao)障风(feng)(feng)险管(guan)控(kong)和(he)修(xiu)复(fu)工程(cheng)效果质量。
(四)水(shui)土联治,打通(tong)土壤及(ji)地下水(shui)同(tong)(tong)管同(tong)(tong)防同(tong)(tong)治通(tong)道
1.探索地(di)块尺度土壤和地(di)下水污染协同(tong)管理办(ban)法
因(yin)地(di)(di)施(shi)策,结合(he)地(di)(di)块(kuai)实际(ji)情况,对于(yu)土壤不超(chao)标但(dan)地(di)(di)下(xia)水(shui)超(chao)标的关闭搬迁地(di)(di)块(kuai),根据地(di)(di)下(xia)水(shui)超(chao)标物质与(yu)地(di)(di)块(kuai)特(te)征(zheng)污染(ran)物是(shi)否(fou)相同,分两类管(guan)理(li)(li):地(di)(di)下(xia)水(shui)超(chao)标污染(ran)物与(yu)所在(zai)地(di)(di)块(kuai)特(te)征(zheng)污染(ran)物一致的,将(jiang)该地(di)(di)块(kuai)纳(na)入(ru)污染(ran)地(di)(di)块(kuai)管(guan)理(li)(li);地(di)(di)下(xia)水(shui)超(chao)标污染(ran)物与(yu)所在(zai)地(di)(di)块(kuai)特(te)征(zheng)污染(ran)物不一致的,将(jiang)该地(di)(di)块(kuai)纳(na)入(ru)地(di)(di)下(xia)水(shui)污染(ran)防(fang)治重点区管(guan)控(kong)类管(guan)理(li)(li)。
2.建立在产企业(ye)土壤和(he)地下水污(wu)染(ran)协同预防(fang)机制
因厂施策,一体化管(guan)理土(tu)壤(rang)污染(ran)(ran)重(zhong)点监(jian)(jian)管(guan)单位名录(lu)、地下(xia)(xia)水(shui)(shui)污染(ran)(ran)防治重(zhong)点排(pai)污单位名录(lu)和地下(xia)(xia)水(shui)(shui)污染(ran)(ran)重(zhong)点监(jian)(jian)管(guan)单位名录(lu),探(tan)索在产企业土(tu)壤(rang)和地下(xia)(xia)水(shui)(shui)污染(ran)(ran)防治法定义务落实(shi)过程中协(xie)同(tong)(tong)管(guan)理,综(zong)合考虑(lv)排(pai)污许可、隐患排(pai)查、自行监(jian)(jian)测、源(yuan)头(tou)(tou)预(yu)(yu)(yu)防、周边监(jian)(jian)测等不同(tong)(tong)环节,建(jian)立(li)土(tu)壤(rang)和地下(xia)(xia)水(shui)(shui)协(xie)同(tong)(tong)预(yu)(yu)(yu)防机制。在源(yuan)头(tou)(tou)预(yu)(yu)(yu)防项目立(li)项、实(shi)施以(yi)及绩效评估(gu)等环节上,提(ti)出同(tong)(tong)步(bu)考虑(lv)、同(tong)(tong)步(bu)落实(shi)的管(guan)理要求,有(you)效提(ti)升(sheng)在产企业土(tu)壤(rang)和地下(xia)(xia)水(shui)(shui)污染(ran)(ran)协(xie)同(tong)(tong)预(yu)(yu)(yu)防成效。
3.提升土(tu)壤(rang)和地下(xia)水污染协同治(zhi)理(li)技(ji)术
因源施策,统筹考虑土壤和地下水污染,探索保护地下水的土壤污染调查和风险评估方法,建立“土壤-地下水”多介质协同治理技术体系。选择农药或化工类污染地块,实(shi)施地(di)(di)块“土(tu)(tu)壤-地(di)(di)下水(shui)”污染(ran)协(xie)同修复与风险管控(kong)工程,实(shi)现地(di)(di)块“土(tu)(tu)壤-地(di)(di)下水(shui)”多介质复合(he)污染(ran)精准科学(xue)治(zhi)理和管控(kong),形(xing)成适用于黄河冲积(ji)平原(yuan)地(di)(di)区的“土(tu)(tu)壤-地(di)(di)下水(shui)”复合(he)污染(ran)协(xie)同防治(zhi)技(ji)术(shu)体(ti)系及风险管控(kong)和修复技(ji)术(shu)模式。

五、保障措施
(一(yi))加强组织领导(dao),落实目标责任
依托(tuo)市(shi)(shi)(shi)(shi)环(huan)(huan)(huan)委会污染防治(zhi)(zhi)攻坚(jian)办(ban)公(gong)室运行机制,将土(tu)壤(rang)污染防治(zhi)(zhi)先行区(qu)(qu)建(jian)设纳入市(shi)(shi)(shi)(shi)污染防治(zhi)(zhi)攻坚(jian)重点任(ren)务(wu),建(jian)立定期(qi)调度、例(li)会、会商、督办(ban)的闭环(huan)(huan)(huan)工(gong)作制度。市(shi)(shi)(shi)(shi)生态(tai)环(huan)(huan)(huan)境局(ju)(ju)负责对(dui)先行区(qu)(qu)内(nei)土(tu)壤(rang)污染防治(zhi)(zhi)相关(guan)行动整体(ti)协调推动,市(shi)(shi)(shi)(shi)资源(yuan)规划局(ju)(ju)、市(shi)(shi)(shi)(shi)财政局(ju)(ju)等部(bu)门依据职责高效配合。各区(qu)(qu)县(市(shi)(shi)(shi)(shi))切实保障辖区(qu)(qu)土(tu)壤(rang)环(huan)(huan)(huan)境质量,坚(jian)持“党政同责、一岗(gang)双责”,明确责任(ren)部(bu)门、实施主(zhu)体(ti),推动辖区(qu)(qu)内(nei)土(tu)壤(rang)污染突(tu)出问题整治(zhi)(zhi),督促辖区(qu)(qu)内(nei)重点监管单位履行主(zhu)体(ti)责任(ren)。
(二)加大资金支持,推(tui)进项(xiang)目实施
积极(ji)争(zheng)取中(zhong)央财(cai)政(zheng)专项(xiang)资(zi)金和省级(ji)有关财(cai)政(zheng)专项(xiang)资(zi)金支持(chi),高(gao)质(zhi)量谋划土(tu)壤污(wu)染防(fang)治(zhi)项(xiang)目(mu),推(tui)动土(tu)壤重点(dian)项(xiang)目(mu)的实施。统筹整(zheng)合(he)各(ge)(ge)级(ji)各(ge)(ge)部门财(cai)政(zheng)资(zi)金,市级(ji)财(cai)政(zheng)持(chi)续对(dui)先行区建设的资(zi)金投(tou)入,并做好项(xiang)目(mu)、资(zi)金监管,保障高(gao)质(zhi)量谋划、高(gao)效(xiao)(xiao)益(yi)推(tui)进、高(gao)成效(xiao)(xiao)验收。各(ge)(ge)区县(xian)(市)同(tong)时争(zheng)取其(qi)他渠道资(zi)金支持(chi),为先行区建设提供资(zi)金保证(zheng)。
(三)强化技(ji)术支撑,提升监管能力
由政府部门、技(ji)术单位和(he)行业专(zhuan)家组成(cheng)技(ji)术支(zhi)撑团队,持续指导先行区建设,建立(li)指导帮(bang)扶长效跟(gen)踪、定期反馈机(ji)制。鼓(gu)励高校、科研(yan)(yan)院所和(he)相关企业开展土(tu)壤(rang)污染源头管控(kong)(kong)、在(zai)产企业边(bian)生产边(bian)管控(kong)(kong)、土(tu)壤(rang)地下水协同管控(kong)(kong)相关研(yan)(yan)究工作,积极促(cu)进(jin)新技(ji)术应用,提升土(tu)壤(rang)信息化(hua)监管能力。
(四)大力宣(xuan)传引导,营造建设氛围(wei)
综合利(li)用电视、广播、报刊、互联网、公众(zhong)号等媒体,有(you)针对性地(di)宣(xuan)传普及土(tu)壤和地(di)下水生态环境保(bao)护(hu)知识(shi)(shi),增强公众(zhong)参与(yu)先(xian)行(xing)区建设(she)意识(shi)(shi)。推进(jin)土(tu)壤保(bao)护(hu)理念融入机(ji)关(guan)、学校、社区、企(qi)业的宣(xuan)传教(jiao)育(yu)和培训,形成全(quan)社会凝心聚力保(bao)护(hu)土(tu)壤环境,共同建设(she)先(xian)行(xing)区的良好(hao)氛围。
