东(dong)莞市生态环境局印发《东(dong)莞市土(tu)壤与地下水污染(ran)防(fang)治(zhi)(zhi)“十四五”规划》,深入(ru)打好污染(ran)防(fang)治(zhi)(zhi)攻(gong)坚战(zhan),系统谋(mou)划“十四五”时期东(dong)莞市土(tu)壤与地下水生态环境保(bao)护工(gong)作,推(tui)进生态环境治(zhi)(zhi)理体系和治(zhi)(zhi)理能力(li)现(xian)代(dai)化。详情如下:


东莞市土壤与地下水污染防治“十四五”规划


土壤(rang)、地下水(shui)生(sheng)态(tai)(tai)(tai)环境(jing)保(bao)护关(guan)系(xi)(xi)(xi)米(mi)袋子、菜篮子、水(shui)缸子安全(quan),关(guan)系(xi)(xi)(xi)人民群众身体(ti)健康,关(guan)系(xi)(xi)(xi)生(sheng)态(tai)(tai)(tai)文明建设和生(sheng)态(tai)(tai)(tai)安全(quan)。“十(shi)四五(wu)(wu)”时(shi)期(qi)是东(dong)莞市(shi)开启全(quan)面建设社会主义(yi)现(xian)代化新征(zheng)程的第(di)一(yi)个五(wu)(wu)年,为深入打好污染防治攻坚战,系(xi)(xi)(xi)统谋划(hua)“十(shi)四五(wu)(wu)”时(shi)期(qi)东(dong)莞市(shi)土壤(rang)与地下水(shui)生(sheng)态(tai)(tai)(tai)环境(jing)保(bao)护工作,推进生(sheng)态(tai)(tai)(tai)环境(jing)治理(li)体(ti)系(xi)(xi)(xi)和治理(li)能力现(xian)代化,根据(ju)《广(guang)东(dong)省土壤(rang)与地下水(shui)污染防治“十(shi)四五(wu)(wu)”规划(hua)》《东(dong)莞市(shi)生(sheng)态(tai)(tai)(tai)环境(jing)保(bao)护“十(shi)四五(wu)(wu)”规划(hua)》,制定本规划(hua)。

 

一、工作成效与形势研判


(一)“十三五”工作成效(xiao)


“十三五(wu)”期间(jian),市委(wei)、市政府深(shen)入贯彻习近(jin)平生态文明思想,认真落实党中(zhong)央(yang)、国务(wu)院和省委(wei)、省政府关于(yu)土(tu)壤(rang)与地下(xia)水生态环境保护部署安(an)排,完善(shan)各项(xiang)规章制度,统筹推进土(tu)壤(rang)与地下(xia)水环境管理工(gong)作,圆满完成各项(xiang)目标任务(wu)。


1.土(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染状况初(chu)(chu)步(bu)(bu)摸清。完成(cheng)农(nong)用(yong)地土(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染状况详查,共(gong)布设农(nong)用(yong)地土(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染状况详查点(dian)位954个,初(chu)(chu)步(bu)(bu)查明全市农(nong)用(yong)地土(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染的面积、分布及其对农(nong)产品质(zhi)量的影响(xiang)。完成(cheng)重点(dian)行业(ye)(ye)企业(ye)(ye)用(yong)地调(diao)查,纳(na)入调(diao)查地块(kuai)887个,初(chu)(chu)步(bu)(bu)掌握(wo)重点(dian)行业(ye)(ye)企业(ye)(ye)地块(kuai)潜在环境(jing)(jing)风险(xian)情况。启动(dong)土(tu)(tu)壤(rang)(rang)(rang)环境(jing)(jing)背(bei)景(jing)值调(diao)查,获取了潴育水稻土(tu)(tu)、页赤红壤(rang)(rang)(rang)、耕(geng)型赤红壤(rang)(rang)(rang)等8种(zhong)典型土(tu)(tu)类的土(tu)(tu)壤(rang)(rang)(rang)环境(jing)(jing)背(bei)景(jing)含(han)量。


2.污染源头得到(dao)基本管(guan)控。建立全口径涉(she)重(zhong)金(jin)属(shu)重(zhong)点(dian)(dian)行(xing)业企业清(qing)单,推(tui)进(jin)重(zhong)金(jin)属(shu)减(jian)排(pai)(pai)工程,2020年重(zhong)点(dian)(dian)行(xing)业重(zhong)点(dian)(dian)重(zhong)金(jin)属(shu)排(pai)(pai)放量(liang)(liang)比2013年下降41.85%。逐年制(zhi)定(ding)公布土壤(rang)污染重(zhong)点(dian)(dian)监管(guan)单位(wei)名(ming)录,对(dui)重(zhong)点(dian)(dian)监管(guan)单位(wei)周(zhou)边土壤(rang)进(jin)行(xing)监测,督(du)促(cu)重(zhong)点(dian)(dian)监管(guan)单位(wei)开(kai)展土壤(rang)环境(jing)自行(xing)监测和隐患排(pai)(pai)查工作。开(kai)展涉(she)镉(ge)等重(zhong)金(jin)属(shu)污染源、工业固体废物堆存(cun)场所、非正规垃圾堆放点(dian)(dian)排(pai)(pai)查整(zheng)治(zhi)。全市化肥(fei)农(nong)药(yao)使用量(liang)(liang)实现零增(zeng)长。


3.受(shou)污(wu)(wu)染耕(geng)地(di)(di)风(feng)险得(de)到初步管控(kong)。划定耕(geng)地(di)(di)土壤(rang)环(huan)境质量类(lei)别(bie),形(xing)成“一(yi)图一(yi)表一(yi)报告”耕(geng)地(di)(di)分类(lei)清(qing)单。开(kai)展受(shou)污(wu)(wu)染耕(geng)地(di)(di)治理修(xiu)复试点,完成省政府下达的受(shou)污(wu)(wu)染耕(geng)地(di)(di)安全(quan)利(li)用任(ren)务。建立耕(geng)地(di)(di)环(huan)境质量监测与评价体系,及时掌握(wo)耕(geng)地(di)(di)环(huan)境质量现状及变化趋势。


4.污(wu)染(ran)(ran)地(di)块(kuai)风(feng)险(xian)得到(dao)有效管(guan)控。建立建设(she)用(yong)(yong)(yong)地(di)调(diao)查(cha)评估制(zhi)度,督促(cu)土(tu)地(di)使用(yong)(yong)(yong)权(quan)人及(ji)时开(kai)展土(tu)壤污(wu)染(ran)(ran)状(zhuang)况(kuang)调(diao)查(cha)。开(kai)发使用(yong)(yong)(yong)调(diao)查(cha)监(jian)管(guan)软(ruan)件,构建“事(shi)前-事(shi)中-事(shi)后(hou)”调(diao)查(cha)监(jian)管(guan)体系。将土(tu)壤污(wu)染(ran)(ran)防治要求纳入建设(she)用(yong)(yong)(yong)地(di)审批管(guan)理,污(wu)染(ran)(ran)地(di)块(kuai)准入管(guan)理、部门联动监(jian)管(guan)机制(zhi)已形成。全(quan)市污(wu)染(ran)(ran)地(di)块(kuai)安全(quan)利(li)用(yong)(yong)(yong)率达到(dao)考核要求。


5.地(di)(di)(di)下(xia)水(shui)(shui)(shui)污染防治初(chu)步(bu)启(qi)动。开展(zhan)了(le)地(di)(di)(di)下(xia)水(shui)(shui)(shui)基础状况调查工(gong)作,初(chu)步(bu)建立(li)地(di)(di)(di)下(xia)水(shui)(shui)(shui)“双源”清单。完成(cheng)312个(ge)加(jia)油站(zhan)1298个(ge)地(di)(di)(di)下(xia)油罐双层(ceng)罐更(geng)换(huan)或防渗池设置,初(chu)步(bu)完成(cheng)废弃(qi)井封井回(hui)填工(gong)作。在全市范围内开展(zhan)地(di)(di)(di)下(xia)雨(yu)污排(pai)水(shui)(shui)(shui)管网摸(mo)查整改,启(qi)动地(di)(di)(di)下(xia)水(shui)(shui)(shui)污染调查评估及污染防治分区划分工(gong)作。


6.污(wu)染防(fang)(fang)治能力(li)稳步提升。将(jiang)建设用地(di)土壤污(wu)染防(fang)(fang)治要(yao)求纳入《东莞市生态(tai)文明(ming)建设促进与保障条例》,印(yin)发实施(shi)建设用地(di)审(shen)批(pi)管理、开发利用提效增速(su)、专家评审(shen)管理及(ji)调查(cha)报告评审(shen)技术要(yao)点(dian)等政(zheng)策文件,土壤污(wu)染防(fang)(fang)治监督管理体(ti)系不断完(wan)善。印(yin)发耕地(di)分类管理方(fang)案、地(di)下水污(wu)染防(fang)(fang)治实施(shi)方(fang)案。土壤环境质(zhi)量监测点(dian)位市域内全(quan)覆盖。


(二)“十四(si)五”形势研判


“十三五”以来,我(wo)市(shi)土(tu)壤(rang)与(yu)地下水污(wu)染(ran)防治工(gong)作取得(de)积(ji)极成效,但(dan)全市(shi)污(wu)染(ran)源(yuan)分(fen)布密集(ji),污(wu)染(ran)物排放强度高,土(tu)地资(zi)源(yuan)、生态环(huan)境更趋(qu)紧约束,工(gong)作形势依旧严峻。


1.土(tu)壤与地下水污染源头管控有待加强。重(zhong)点(dian)行业(ye)(ye)企(qi)(qi)业(ye)(ye)数量位(wei)居全省前列(lie),部分企(qi)(qi)业(ye)(ye)污染防(fang)治设施尚不(bu)完善,部分填(tian)埋(mai)场地下水监测(ce)井(jing)不(bu)够规范(fan),部分企(qi)(qi)业(ye)(ye)重(zhong)点(dian)区域地表(biao)硬化、防(fang)渗等(deng)措施仍需进一步加强。工业(ye)(ye)固体废(fei)物(wu)产生量大,企(qi)(qi)业(ye)(ye)非法(fa)(fa)转移处置固体废(fei)物(wu)等(deng)违(wei)法(fa)(fa)现象仍有发生。土(tu)壤污染重(zhong)点(dian)监管单(dan)位(wei)履(lv)行土(tu)壤污染防(fang)治义务尚需进一步推进。


2.农(nong)用(yong)地(di)安(an)(an)全利用(yong)水平(ping)(ping)有(you)(you)待巩固提升(sheng)。农(nong)用(yong)地(di)分类管(guan)理长效机(ji)制需进一步细(xi)化。现有(you)(you)农(nong)用(yong)地(di)安(an)(an)全利用(yong)技术(shu)尚不成(cheng)熟,实施环节繁琐,技术(shu)成(cheng)本(ben)较(jiao)高,持续(xu)推(tui)广存在一定难度,农(nong)产品质(zhi)量(liang)安(an)(an)全风险依然存在,受污染(ran)耕地(di)精准(zhun)实施安(an)(an)全利用(yong)技术(shu)水平(ping)(ping)有(you)(you)待提高。


3.建设用地环境监(jian)(jian)管(guan)(guan)有待加强(qiang)。污(wu)(wu)染地块(kuai)(kuai)空间信息与国土空间规划的(de)“一张图”尚未形成(cheng)。再(zai)开发(fa)利用地块(kuai)(kuai)数量多,环境监(jian)(jian)管(guan)(guan)与土地开发(fa)利用矛盾凸显(xian)。风险管(guan)(guan)控(kong)与修复水平有待提高,过程监(jian)(jian)管(guan)(guan)有待加强(qiang),二次污(wu)(wu)染防治(zhi)压(ya)力(li)大,采(cai)取风险管(guan)(guan)控(kong)措施(shi)地块(kuai)(kuai)的(de)后期(qi)管(guan)(guan)理(li)还需强(qiang)化。从业(ye)单位和人员监(jian)(jian)督管(guan)(guan)理(li)仍需加强(qiang)。


4.土(tu)(tu)壤(rang)(rang)与(yu)地下水(shui)环(huan)(huan)境监(jian)管(guan)(guan)能力有待(dai)提(ti)升(sheng)。区域土(tu)(tu)壤(rang)(rang)背景(jing)值等(deng)地方标准体系尚(shang)(shang)需(xu)(xu)健全(quan),土(tu)(tu)壤(rang)(rang)与(yu)地下水(shui)环(huan)(huan)境监(jian)测网络有待(dai)优(you)化。土(tu)(tu)壤(rang)(rang)、地下水(shui)污(wu)染(ran)防治工作(zuo)专(zhuan)业性(xing)较(jiao)强,行政(zheng)监(jian)管(guan)(guan)技术(shu)要(yao)求高,环(huan)(huan)境监(jian)管(guan)(guan)人员不足(zu)。地下水(shui)环(huan)(huan)境管(guan)(guan)理基础相对薄弱,监(jian)管(guan)(guan)体系尚(shang)(shang)不完善。土(tu)(tu)壤(rang)(rang)与(yu)地下水(shui)环(huan)(huan)境监(jian)测与(yu)执(zhi)法能力有待(dai)进一步(bu)提(ti)升(sheng),信(xin)息化监(jian)管(guan)(guan)水(shui)平有待(dai)提(ti)升(sheng)。土(tu)(tu)壤(rang)(rang)污(wu)染(ran)防治所需(xu)(xu)投入成本高,资金投入渠(qu)道单一,保障不足(zu)。


“十四五”时期,是东(dong)莞(guan)增创(chuang)科技创(chuang)新和先进制造新优势、加快高质量(liang)发展(zhan)的关键五年,是全(quan)(quan)面(mian)建(jian)设社会主(zhu)义现代化(hua)开好局(ju)、起好步(bu)的关键五年。在市委市政(zheng)府(fu)的坚强(qiang)领导下,生(sheng)态(tai)文明建(jian)设体(ti)制机(ji)制逐步(bu)健全(quan)(quan),“绿水青山(shan)就是金山(shan)银山(shan)”的理(li)念不(bu)断深入人心(xin),全(quan)(quan)市生(sheng)态(tai)环境(jing)质量(liang)进入全(quan)(quan)面(mian)改善的窗(chuang)口期,资(zi)源环境(jing)压力(li)有望舒缓,莞(guan)港澳台交流合作(zuo)(zuo)进一(yi)步(bu)深化(hua),为生(sheng)态(tai)环境(jing)治理(li)释放红利。综合判断,“十四五”期间我市土(tu)壤与(yu)地下水污(wu)染防治工作(zuo)(zuo)机(ji)遇(yu)与(yu)挑(tiao)战(zhan)(zhan)并存(cun),站(zhan)在全(quan)(quan)面(mian)建(jian)成小康(kang)社会、污(wu)染防治攻坚战(zhan)(zhan)取得(de)阶段性成果基础(chu)上,我们要充分利用(yong)新机(ji)遇(yu)新条件(jian),妥善应对各种风险和挑(tiao)战(zhan)(zhan),坚定推进土(tu)壤与(yu)地下水污(wu)染防治,为建(jian)设人与(yu)自然和谐共生(sheng)的美丽东(dong)莞(guan)作(zuo)(zuo)出(chu)新贡献。


二、总体要求


(一)指导思想


以习近(jin)平新时代中(zhong)国特(te)色社会(hui)主义(yi)思(si)想为指(zhi)导,全面贯彻党的十(shi)九(jiu)(jiu)大和(he)十(shi)九(jiu)(jiu)届历次(ci)全会(hui)精神,深入践行习近(jin)平生态文(wen)明思(si)想,立足新发(fa)展(zhan)阶段,贯彻新发(fa)展(zhan)理念,聚焦粤港澳(ao)大湾区(qu)区(qu)域发(fa)展(zhan)定位,坚持稳中(zhong)求进(jin)的总基调,坚持保(bao)护优先、预(yu)防(fang)为主、风(feng)险管控(kong),坚持综(zong)合(he)治(zhi)(zhi)(zhi)理、系统治(zhi)(zhi)(zhi)理、源头治(zhi)(zhi)(zhi)理,坚持严控(kong)增量、管控(kong)存量,突出精准治(zhi)(zhi)(zhi)污(wu)、科学治(zhi)(zhi)(zhi)污(wu)、依(yi)法(fa)治(zhi)(zhi)(zhi)污(wu),全面落实(shi)《土壤污(wu)染(ran)防(fang)治(zhi)(zhi)(zhi)法(fa)》《水(shui)污(wu)染(ran)防(fang)治(zhi)(zhi)(zhi)法(fa)》《地(di)下水(shui)管理条例》,以确保(bao)农产品(pin)质(zhi)量安(an)全、人(ren)居环境(jing)安(an)全为目标(biao),进(jin)一(yi)步夯实(shi)工作(zuo)基础、理顺推进(jin)机制,解决突出的土壤与地(di)下水(shui)环境(jing)问题,推进(jin)生态环境(jing)治(zhi)(zhi)(zhi)理体系和(he)治(zhi)(zhi)(zhi)理能力现代化,促(cu)进(jin)土壤与地(di)下水(shui)资源可持续利用(yong)。


(二)基本原则


紧(jin)扣国家政策,落实(shi)全省部(bu)署。严格落实(shi)国家及广(guang)东省土(tu)壤与(yu)地(di)下(xia)水污染(ran)防(fang)治(zhi)相关工(gong)作部(bu)署,妥善(shan)完(wan)成(cheng)国家及省级土(tu)壤与(yu)地(di)下(xia)水污染(ran)防(fang)治(zhi)工(gong)作目标和(he)任务(wu),积极探索东莞(guan)市土(tu)壤与(yu)地(di)下(xia)水污染(ran)防(fang)治(zhi)的特(te)色之路。


夯实(shi)基础工作,加强(qiang)能(neng)力(li)(li)建设。进一(yi)步摸(mo)清土(tu)壤(rang)与地(di)(di)下水环境(jing)质量状况,健全土(tu)壤(rang)与地(di)(di)下水污染防(fang)治政策(ce)制(zhi)度(du),完善土(tu)壤(rang)与地(di)(di)下水环境(jing)监(jian)测网络,强(qiang)化(hua)土(tu)壤(rang)与地(di)(di)下水生态环境(jing)监(jian)管执法能(neng)力(li)(li)建设。


坚(jian)持保护优先(xian),加强源头控(kong)制。加强空间布局管控(kong)与环(huan)境(jing)准入监管,强化优先(xian)保护类耕地(di)的保护。聚焦重点(dian)行业(ye)企业(ye)突出环(huan)境(jing)问(wen)题(ti),推进污染隐患排查整治,切断污染物进入土壤(rang)、地(di)下水环(huan)境(jing)的途径。


加强试点示范(fan),统(tong)(tong)筹系统(tong)(tong)施(shi)策(ce)。总结(jie)已有经验、引进(jin)成熟(shu)有效技(ji)术,加强示范(fan)推(tui)广和技(ji)术指导。树立(li)系统(tong)(tong)观(guan)念(nian),打通地上和地下,协同推(tui)进(jin)水、气、土、固(gu)体废(fei)物污染治理(li)。


(三)目标指标


1.总体目标


到(dao)2025年,全市土(tu)壤(rang)与(yu)(yu)地下水污染源(yuan)得(de)(de)到(dao)基(ji)本(ben)控制,环境质量总体保(bao)持(chi)稳定,局(ju)部(bu)有所(suo)改善,农用(yong)地和建设用(yong)地土(tu)壤(rang)环境安全得(de)(de)到(dao)进一(yi)(yi)步保(bao)障,部(bu)门(men)联动(dong)协作机(ji)制进一(yi)(yi)步完善,土(tu)壤(rang)与(yu)(yu)地下水环境风险得(de)(de)到(dao)进一(yi)(yi)步管控。


到(dao)(dao)2035年,全市(shi)土(tu)壤(rang)环(huan)(huan)境质量稳中向好,地(di)下水环(huan)(huan)境质量总体改善,农用地(di)和建设用地(di)土(tu)壤(rang)环(huan)(huan)境安(an)全得到(dao)(dao)有效保障(zhang),土(tu)壤(rang)环(huan)(huan)境风险得到(dao)(dao)全面管控。

注:1.重点建设用(yong)地(di)指用(yong)途变(bian)更为(wei)住宅、公共(gong)管理(li)与(yu)公共(gong)服务(wu)用(yong)地(di)的所有地(di)块(kuai)。


2.地(di)下(xia)水国控区域点位(wei)V类(lei)水比例指国家级地(di)下(xia)水质(zhi)区域监(jian)测点位(wei)中,水质(zhi)为(wei)Ⅴ类(lei)的点位(wei)所占比例。


三、主要任务


(一)持续开展环境质量状况调查(cha)


1.进一步查明(ming)土壤环境质量状况


持续开展土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环境质量监测,完成国家级(ji)(ji)(ji)和省级(ji)(ji)(ji)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环境监测任务,定期开展土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)染重(zhong)点监管单位周边(bian)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环境状(zhuang)况(kuang)(kuang)监测。配合省级(ji)(ji)(ji)开展典型(xing)行业企(qi)业及周边(bian)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)染状(zhuang)况(kuang)(kuang)调(diao)查(cha)。2022年起,以种(zhong)植水稻、蔬菜(cai)等食用农产品的受污(wu)染耕地(di)为重(zhong)点,开展农产品加密调(diao)查(cha)。推进全市(shi)林地(di)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)调(diao)查(cha),查(cha)清林地(di)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)染状(zhuang)况(kuang)(kuang)。


2.推进地下(xia)水环境状况调查


针对水乡片(pian)及沿海(hai)片(pian)地(di)下(xia)水赋存丰富、地(di)表(biao)水系发达、敏感点多且集中的地(di)区,视情况(kuang)开(kai)展地(di)下(xia)水污(wu)染状况(kuang)调查。以化(hua)学品生产企(qi)业(ye)、工业(ye)集聚区、危险(xian)废物处置场、垃圾填埋场为重点,按照省(sheng)级要求推(tui)进(jin)“双源(yuan)”及周边地(di)下(xia)水环境状况(kuang)调查评估工作。


(二)系统推进污染源(yuan)头(tou)预防(fang)


1.防范建设用地新增(zeng)污染


严格空(kong)间布局(ju)管控。严格落实(shi)“三(san)线一单”生态(tai)环(huan)境分区管控硬约束(shu),合理(li)确定(ding)区域功(gong)能(neng)定(ding)位(wei)、空(kong)间布局(ju)。强化(hua)环(huan)境硬约束(shu)推动淘(tao)汰(tai)落后产(chan)能(neng),逐步淘(tao)汰(tai)污染严重的涉重金(jin)(jin)属(shu)、涉有(you)机物行业企业。强化(hua)环(huan)评(ping)审批管控,落实(shi)排(pai)污许可管理(li)要求,实(shi)施差别化(hua)环(huan)保准入(ru)政策,引导金(jin)(jin)属(shu)表面处(chu)理(li)行业、VOCs排(pai)放等行业项目入(ru)园区(或共性工(gong)厂)集(ji)聚发展、集(ji)中管理(li)。


严守环境准入底线。在永久(jiu)基(ji)本农田以及(ji)居民区(qu)、学(xue)校、医疗和(he)养老机构等单位(wei)周边,避(bi)免(mian)新(xin)建涉重金(jin)属、多环芳烃类(lei)等可能造(zao)成(cheng)土(tu)壤污(wu)染的建设项目。结合推进新(xin)型城镇化(hua)、产(chan)业结构调整(zheng)等,有序搬迁或依法关闭(bi)对土(tu)壤造(zao)成(cheng)污(wu)染的现有企业。


落(luo)实现状(zhuang)调查与(yu)环(huan)境影响评价。涉及(ji)有(you)毒有(you)害物(wu)质的新(xin)、改、扩建设(she)项(xiang)目,应科(ke)学布局生产、污染治理设(she)施设(she)备,安(an)装(zhuang)使用(yong)有(you)关防(fang)腐蚀、防(fang)泄漏设(she)施和泄漏监(jian)测装(zhuang)置,依法开展(zhan)土壤、地下水环(huan)境现状(zhuang)调查及(ji)环(huan)境影响评价。


2.强化重点(dian)监管单(dan)位管理


根据重点(dian)(dian)行业(ye)企(qi)业(ye)用地调查、典型行业(ye)有毒有害物(wu)质排(pai)放等情(qing)况,动(dong)态更新土(tu)壤污(wu)(wu)染重点(dian)(dian)监(jian)(jian)管(guan)(guan)单位名录。督促(cu)重点(dian)(dian)监(jian)(jian)管(guan)(guan)单位全面落实土(tu)壤污(wu)(wu)染防(fang)治(zhi)(zhi)义务,依法纳入排(pai)污(wu)(wu)许(xu)可管(guan)(guan)理(li)。鼓励重点(dian)(dian)监(jian)(jian)管(guan)(guan)单位因地制(zhi)宜实施(shi)管(guan)(guan)道化(hua)、密闭化(hua)改造(zao)(zao),重点(dian)(dian)区域防(fang)腐防(fang)渗(shen)改造(zao)(zao),以及物(wu)料(liao)、污(wu)(wu)水、废(fei)气管(guan)(guan)线架空建设和改造(zao)(zao),从源头上(shang)减少土(tu)壤污(wu)(wu)染。探索(suo)土(tu)壤污(wu)(wu)染重点(dian)(dian)监(jian)(jian)管(guan)(guan)单位分级分类管(guan)(guan)理(li)。加强企(qi)业(ye)拆除(chu)活动(dong)污(wu)(wu)染防(fang)治(zhi)(zhi)现场检查,督促(cu)企(qi)业(ye)落实拆除(chu)活动(dong)污(wu)(wu)染防(fang)治(zhi)(zhi)措施(shi)。


3.加强涉重(zhong)金属行业污染(ran)防控


推(tui)进(jin)涉重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)属行(xing)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)属减排(pai)(pai)(pai),动(dong)态(tai)(tai)(tai)更新(xin)全口径涉重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)属重(zhong)(zhong)(zhong)(zhong)点行(xing)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)清(qing)(qing)单(dan)。深化(hua)涉镉(ge)等(deng)(deng)(deng)重(zhong)(zhong)(zhong)(zhong)点行(xing)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)污(wu)染(ran)源排(pai)(pai)(pai)查(cha)整(zheng)治(zhi),动(dong)态(tai)(tai)(tai)更新(xin)排(pai)(pai)(pai)查(cha)整(zheng)治(zhi)清(qing)(qing)单(dan),督促(cu)责任主体制定(ding)并落实整(zheng)治(zhi)方案。鼓励(li)涉重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)属重(zhong)(zhong)(zhong)(zhong)点行(xing)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)实施提标改(gai)造,进(jin)一步减少污(wu)染(ran)物(wu)(wu)排(pai)(pai)(pai)放。2022年,依(yi)法(fa)将符合筛选条件的(de)(de)排(pai)(pai)(pai)放镉(ge)、汞(gong)、砷(shen)、铅、铬等(deng)(deng)(deng)有(you)毒有(you)害(hai)大(da)气(qi)(qi)、水污(wu)染(ran)物(wu)(wu)的(de)(de)企(qi)业(ye)(ye)(ye)纳入重(zhong)(zhong)(zhong)(zhong)点排(pai)(pai)(pai)污(wu)单(dan)位(wei)名(ming)录;2023年年底前,纳入大(da)气(qi)(qi)重(zhong)(zhong)(zhong)(zhong)点排(pai)(pai)(pai)污(wu)单(dan)位(wei)名(ming)录的(de)(de)涉镉(ge)等(deng)(deng)(deng)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)属排(pai)(pai)(pai)放企(qi)业(ye)(ye)(ye),对大(da)气(qi)(qi)污(wu)染(ran)物(wu)(wu)中的(de)(de)颗粒(li)物(wu)(wu)按排(pai)(pai)(pai)污(wu)许可证规(gui)定(ding)实现自动(dong)监测,并与生(sheng)态(tai)(tai)(tai)环境(jing)主管部门的(de)(de)监控设(she)备联网;以监测数据(ju)核算颗粒(li)物(wu)(wu)、重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)属等(deng)(deng)(deng)排(pai)(pai)(pai)放量。


4.扎实推进工业废物处理处置


采取摸底(di)清查(cha)、源头(tou)减量、规范(fan)整(zheng)治,拓(tuo)展利(li)(li)用处置渠道、全方位强化监(jian)管等措施,提高工业固(gu)体废物综合管理水(shui)平。开展工业固(gu)体废物堆存和废旧(jiu)资源再生利(li)(li)用活(huo)动场(chang)所及企业危废贮存场(chang)所的环境风险排(pai)(pai)查(cha),重点排(pai)(pai)查(cha)防(fang)扬散、防(fang)流(liu)失、防(fang)渗漏等措施落实情况(kuang),发现问题立(li)即督促整(zheng)改。


(三)稳步推进耕(geng)地分类管理


1.动态调整土(tu)壤(rang)环(huan)境(jing)质(zhi)量类别(bie)


根据(ju)耕地(di)土壤(rang)环(huan)境质(zhi)(zhi)量(liang)(liang)、农产品质(zhi)(zhi)量(liang)(liang)和利(li)用现状(zhuang)的变化,按照省级部署,定期对全市耕地(di)土壤(rang)环(huan)境质(zhi)(zhi)量(liang)(liang)类(lei)别进行动态(tai)调(diao)整,客(ke)观反映耕地(di)土壤(rang)环(huan)境质(zhi)(zhi)量(liang)(liang)。


2.加大耕地(di)土壤环境保护力(li)度


切实(shi)加大保护力度。坚(jian)持最严格的(de)耕(geng)地(di)保护制度,落(luo)实(shi)基(ji)本(ben)(ben)农田等空间管(guan)控边界。结合(he)国土(tu)空间规划工作,将符合(he)条(tiao)件的(de)优先保护类耕(geng)地(di)划为(wei)永久基(ji)本(ben)(ben)农田,实(shi)行严格保护,确保其面(mian)积(ji)不减少、土(tu)壤环境质量不下降(jiang)。


强化(hua)耕地土壤环境(jing)质(zhi)量(liang)提(ti)(ti)升。对优先保护(hu)类耕地实施(shi)质(zhi)量(liang)保护(hu)与提(ti)(ti)升行动,开(kai)展秸秆(gan)还田(tian)(tian)、种植绿肥还田(tian)(tian),合理施(shi)肥。推广测土配(pei)方施(shi)肥技术(shu),持续推进化(hua)肥农(nong)(nong)药(yao)减量(liang)增效,积(ji)极探索(suo)种养循(xun)环技术(shu),强化(hua)废旧(jiu)农(nong)(nong)膜和农(nong)(nong)药(yao)包(bao)装废弃物回收。加强农(nong)(nong)业投入(ru)品(pin)质(zhi)量(liang)监管,从严(yan)查处向农(nong)(nong)田(tian)(tian)施(shi)用不达标肥料等(deng)行为。


3.巩固提升耕(geng)地安全利(li)用(yong)水平


全(quan)面(mian)推进耕地(di)(di)安全(quan)利用。制(zhi)定(ding)“十(shi)四五”受污染耕地(di)(di)安全(quan)利用方案及年(nian)度工作计划,明确安全(quan)利用类耕地(di)(di)的具体落实措施。结合耕地(di)(di)质量(liang)类别划分成果,探索建立常态(tai)化精准风险管控(kong)工作机制(zhi)。在切断土壤污染来源(yuan)的基(ji)础上,建立受污染耕地(di)(di)安全(quan)利用试(shi)点,推广品种替(ti)代、水(shui)肥调控(kong)、叶面(mian)阻(zu)隔、原位钝化等技(ji)术(shu)措施,降低农(nong)产(chan)品超(chao)标风险。发挥科研院校(xiao)和专(zhuan)业社会服务机构(gou)作用,在技(ji)术(shu)支撑、监测调查、过程(cheng)监督、效果评价、台账建设(she)等方面(mian)实施全(quan)流程(cheng)专(zhuan)业化科学管理。


严禁重(zhong)金(jin)(jin)属超(chao)标(biao)粮(liang)(liang)(liang)(liang)食(shi)(shi)进入口粮(liang)(liang)(liang)(liang)市场(chang)。加强粮(liang)(liang)(liang)(liang)食(shi)(shi)收购、储存(cun)和政策(ce)性(xing)用粮(liang)(liang)(liang)(liang)质量(liang)安全监督(du)(du)管理,督(du)(du)促从事(shi)粮(liang)(liang)(liang)(liang)食(shi)(shi)收购、储存(cun)活动的粮(liang)(liang)(liang)(liang)食(shi)(shi)经(jing)(jing)营(ying)者严格执(zhi)行(xing)国家粮(liang)(liang)(liang)(liang)食(shi)(shi)储存(cun)标(biao)准和技术规范,建立粮(liang)(liang)(liang)(liang)食(shi)(shi)质量(liang)档案,落实粮(liang)(liang)(liang)(liang)食(shi)(shi)入库、出库质量(liang)检(jian)验制度。加强粮(liang)(liang)(liang)(liang)食(shi)(shi)加工和经(jing)(jing)营(ying)环节的质量(liang)安全监督(du)(du)管理,加大粮(liang)(liang)(liang)(liang)食(shi)(shi)抽检(jian)力度,严格重(zhong)金(jin)(jin)属超(chao)标(biao)粮(liang)(liang)(liang)(liang)食(shi)(shi)的处(chu)理,经(jing)(jing)监督(du)(du)检(jian)查(cha)或抽查(cha)发现的重(zhong)金(jin)(jin)属超(chao)标(biao)粮(liang)(liang)(liang)(liang)食(shi)(shi),及时采取(qu)措(cuo)施,防止流入口粮(liang)(liang)(liang)(liang)市场(chang)。


(四)有(you)效管控建设用地(di)土(tu)壤(rang)污染(ran)风险


1.强化土壤(rang)污染状(zhuang)况(kuang)调查评估(gu)


健(jian)全(quan)土壤(rang)(rang)污(wu)染状(zhuang)况(kuang)调(diao)查(cha)(cha)名(ming)录。结(jie)合重点(dian)行业(ye)(ye)企业(ye)(ye)用地(di)土壤(rang)(rang)污(wu)染状(zhuang)况(kuang)调(diao)查(cha)(cha)等有关成果,逐步将(jiang)关闭搬迁地(di)块纳入(ru)(ru)监管(guan)(guan)(guan)范围。将(jiang)城市更(geng)新(xin)、镇村工业(ye)(ye)集聚区改造过程中依法应开展土壤(rang)(rang)污(wu)染状(zhuang)况(kuang)调(diao)查(cha)(cha)的(de)地(di)块,纳入(ru)(ru)调(diao)查(cha)(cha)名(ming)录。在土壤(rang)(rang)污(wu)染重点(dian)监管(guan)(guan)(guan)单位生产(chan)经营用地(di)用途变(bian)更(geng)或者其(qi)土地(di)使(shi)(shi)用权(quan)收回(hui)、转让(rang)前,督促土地(di)使(shi)(shi)用权(quan)人(ren)依法开展土壤(rang)(rang)污(wu)染状(zhuang)况(kuang)调(diao)查(cha)(cha),调(diao)查(cha)(cha)报告纳入(ru)(ru)不动产(chan)登记(ji)管(guan)(guan)(guan)理(li)。充分发挥环境大数据辅助监管(guan)(guan)(guan)的(de)作用,将(jiang)注销、撤销排污(wu)许可证企业(ye)(ye)视情况(kuang)及(ji)时纳入(ru)(ru)调(diao)查(cha)(cha)名(ming)录。


鼓(gu)励开(kai)展(zhan)(zhan)(zhan)提(ti)(ti)前(qian)调(diao)(diao)(diao)查(cha)、尽(jin)职(zhi)调(diao)(diao)(diao)查(cha)。依法应开(kai)展(zhan)(zhan)(zhan)土(tu)(tu)壤污(wu)(wu)染状(zhuang)况调(diao)(diao)(diao)查(cha)且具备调(diao)(diao)(diao)查(cha)条件的地(di)块,可(ke)结(jie)合土(tu)(tu)地(di)开(kai)发(fa)利用计划提(ti)(ti)前(qian)谋划调(diao)(diao)(diao)查(cha)工(gong)作(zuo),鼓(gu)励在(zai)控制性详细规划或城市更新单元规划方(fang)案确定(ding)时开(kai)展(zhan)(zhan)(zhan)调(diao)(diao)(diao)查(cha)。曾用于重点行业企业的地(di)块,持续推(tui)进土(tu)(tu)壤污(wu)(wu)染状(zhuang)况尽(jin)职(zhi)调(diao)(diao)(diao)查(cha),厘清各方(fang)责任(ren)(ren)。尽(jin)职(zhi)调(diao)(diao)(diao)查(cha)发(fa)现土(tu)(tu)壤与地(di)下水发(fa)生污(wu)(wu)染的,土(tu)(tu)壤污(wu)(wu)染责任(ren)(ren)人应当承担治理与修复的主体责任(ren)(ren)。涉及土(tu)(tu)地(di)租赁的,可(ke)在(zai)租赁合同中约定(ding)土(tu)(tu)壤污(wu)(wu)染防治责任(ren)(ren)。


2.严格建设用地准入(ru)管理


合理规划(hua)地(di)块用(yong)(yong)(yong)途(tu)。从(cong)事(shi)土(tu)地(di)开发利用(yong)(yong)(yong)活(huo)动,应当采取有(you)效措施,防止和减少土(tu)壤(rang)(rang)污(wu)染,并确保建设(she)用(yong)(yong)(yong)地(di)符合土(tu)壤(rang)(rang)环(huan)(huan)境质量要求(qiu)(qiu)。将建设(she)用(yong)(yong)(yong)地(di)土(tu)壤(rang)(rang)环(huan)(huan)境管理要求(qiu)(qiu)纳(na)入国(guo)土(tu)空间规划(hua)管理,自(zi)然资源部(bu)门在编制国(guo)土(tu)空间规划(hua)时,充(chong)分(fen)考虑污(wu)染地(di)块的环(huan)(huan)境风险(xian),合理确定(ding)土(tu)地(di)用(yong)(yong)(yong)途(tu)。从(cong)严管控电镀、化工等行业的重度(du)污(wu)染地(di)块规划(hua)用(yong)(yong)(yong)途(tu),确需开发利用(yong)(yong)(yong)的,鼓励用(yong)(yong)(yong)于(yu)拓展生态空间。


严(yan)格土(tu)(tu)地(di)供应(ying)等环(huan)(huan)节监管(guan)(guan)。将(jiang)建(jian)(jian)设用地(di)土(tu)(tu)壤(rang)环(huan)(huan)境(jing)管(guan)(guan)理要求嵌入(ru)土(tu)(tu)地(di)储备、供应(ying)、改变(bian)(bian)用途等审批环(huan)(huan)节,自然资源部门(men)在制定(ding)年度(du)土(tu)(tu)地(di)储备计划、建(jian)(jian)设用地(di)供应(ying)计划、城(cheng)市更(geng)新计划时,充分考虑地(di)块(kuai)环(huan)(huan)境(jing)风险,并(bing)征求生(sheng)态环(huan)(huan)境(jing)部门(men)的(de)意见。列入(ru)建(jian)(jian)设用地(di)土(tu)(tu)壤(rang)污染(ran)风险管(guan)(guan)控和修复(fu)名(ming)录的(de)地(di)块(kuai),以及依法应(ying)当开展土(tu)(tu)壤(rang)污染(ran)状(zhuang)况调查而尚未完成的(de)地(di)块(kuai),不(bu)得(de)作(zuo)为住宅(zhai)、公共管(guan)(guan)理与公共服务用地(di),原则上(shang)不(bu)得(de)办理土(tu)(tu)地(di)征收、收回(hui)、收购(gou)、土(tu)(tu)地(di)供应(ying)以及改变(bian)(bian)土(tu)(tu)地(di)用途等手续,不(bu)得(de)开工建(jian)(jian)设与风险管(guan)(guan)控、修复(fu)无关的(de)项目。


优化土地(di)(di)开(kai)发和使(shi)用时序(xu)。涉及(ji)成(cheng)片污(wu)染地(di)(di)块分期分批(pi)开(kai)发的,以及(ji)污(wu)染地(di)(di)块周边(bian)土地(di)(di)开(kai)发的,要(yao)注意开(kai)发时序(xu),防止(zhi)受污(wu)染土壤(rang)及(ji)其后续风险(xian)管控和修(xiu)复(fu)(fu)影响周边(bian)拟(ni)入(ru)住敏感(gan)人群,并防止(zhi)引发负面(mian)舆情。原则(ze)上住宅、公(gong)共管理与(yu)公(gong)共服(fu)务(wu)(wu)等(deng)敏感(gan)类(lei)用地(di)(di)应(ying)后开(kai)发;已(yi)开(kai)发的,原则(ze)上应(ying)当在有关污(wu)染地(di)(di)块风险(xian)管控和修(xiu)复(fu)(fu)完成(cheng)后,邻近(jin)的住宅、公(gong)共管理与(yu)公(gong)共服(fu)务(wu)(wu)等(deng)敏感(gan)类(lei)用地(di)(di)再投入(ru)使(shi)用。


3.有序推(tui)进污染地块风险(xian)管控和修复


强化风险管控和修复活动监管。列入建设用地土壤污染风险管控和修复名录中的地块,实施风险管控、修复活动前,需编制风险管控、修复方案,经专家咨询论证并报市生态环境部门备案。土壤修复施工期间,应设立公告牌,公开相关情况和环境保护措施。以含挥发性有机物的地块为重点,强化修复施工现场监督管理。实行污染土壤转运联单制度,防止污染土壤处置不当。污染土壤修复后资源化(hua)利用的(de),应防止对(dui)土壤和周边环境造(zao)成新(xin)的(de)污染。按照省(sheng)级要求,对(dui)实(shi)施(shi)风(feng)险(xian)管(guan)控(kong)的(de)地(di)块强化(hua)后期管(guan)理,避免后续开(kai)发建设(she)对(dui)地(di)块风(feng)险(xian)管(guan)控(kong)造(zao)成破坏。


因地制宜探索管控和修复模式。探索工业污染地块“环境修复+开发建设”模式,以开发建设时序为导向,合理设计环境修复时序,鼓(gu)励(li)(li)结合(he)地(di)块再开发(fa)规(gui)划和建筑(zhu)设(she)计(ji)方案制定风险管(guan)控(kong)(kong)和修复(fu)(fu)策略。结合(he)本地(di)实际,提升污(wu)染土壤协同处(chu)置能(neng)力。以化工等行业(ye)(ye)企业(ye)(ye)为重点,鼓(gu)励(li)(li)采用(yong)原(yuan)位风险管(guan)控(kong)(kong)或修复(fu)(fu)技(ji)术,探索在产企业(ye)(ye)边生(sheng)产边管(guan)控(kong)(kong)土壤污(wu)染风险模(mo)式。按照(zhao)省级要求(qiu)加强暂(zan)不开发(fa)利(li)用(yong)地(di)块风险管(guan)控(kong)(kong)。推广绿色修复(fu)(fu)理(li)念,减少碳排放和二次环境影(ying)响。


4.健全建(jian)设用地联(lian)动监管机制


强化信(xin)息(xi)(xi)共享。自(zi)然资(zi)源部(bu)(bu)门(men)(men)及时(shi)与(yu)(yu)(yu)(yu)生态环境(jing)部(bu)(bu)门(men)(men)共享用(yong)(yong)途变(bian)更(geng)为住宅、公共管(guan)理与(yu)(yu)(yu)(yu)公共服务(wu)用(yong)(yong)地(di)的(de)地(di)块(kuai)(kuai)信(xin)息(xi)(xi),土(tu)壤(rang)污(wu)染(ran)(ran)重点监管(guan)单位生产经营用(yong)(yong)地(di)用(yong)(yong)途变(bian)更(geng)或土(tu)地(di)使用(yong)(yong)权(quan)收回、转(zhuan)让信(xin)息(xi)(xi),以及涉(she)及疑似(si)(si)污(wu)染(ran)(ran)地(di)块(kuai)(kuai)、污(wu)染(ran)(ran)地(di)块(kuai)(kuai)空(kong)(kong)(kong)间(jian)(jian)规划等(deng)(deng)相关信(xin)息(xi)(xi)。生态环境(jing)部(bu)(bu)门(men)(men)通(tong)过污(wu)染(ran)(ran)地(di)块(kuai)(kuai)信(xin)息(xi)(xi)系统及时(shi)与(yu)(yu)(yu)(yu)自(zi)然资(zi)源、住房城乡建设等(deng)(deng)部(bu)(bu)门(men)(men)共享疑似(si)(si)污(wu)染(ran)(ran)地(di)块(kuai)(kuai)及污(wu)染(ran)(ran)地(di)块(kuai)(kuai)相关信(xin)息(xi)(xi)。自(zi)然资(zi)源部(bu)(bu)门(men)(men)会同(tong)生态环境(jing)等(deng)(deng)部(bu)(bu)门(men)(men),加强土(tu)壤(rang)环境(jing)状况(kuang)信(xin)息(xi)(xi)与(yu)(yu)(yu)(yu)国土(tu)空(kong)(kong)(kong)间(jian)(jian)规划基础数据库的(de)空(kong)(kong)(kong)间(jian)(jian)匹配,实现疑似(si)(si)污(wu)染(ran)(ran)地(di)块(kuai)(kuai)、污(wu)染(ran)(ran)地(di)块(kuai)(kuai)空(kong)(kong)(kong)间(jian)(jian)信(xin)息(xi)(xi)与(yu)(yu)(yu)(yu)国土(tu)空(kong)(kong)(kong)间(jian)(jian)规划“一张图”管(guan)理,为建设用(yong)(yong)地(di)规划利用(yong)(yong)审批提供参考(kao)。


加(jia)强(qiang)联动监管。针(zhen)对纳入污染(ran)地(di)块信息系统(tong)的地(di)块,自然资(zi)源部(bu)门(men)负责在编制控制性(xing)详细规(gui)划及土(tu)地(di)供应审(shen)批等(deng)环节(jie)加(jia)强(qiang)监督(du)管理。生态(tai)环境(jing)部(bu)门(men)会同自然资(zi)源部(bu)门(men)建(jian)(jian)立(li)重点建(jian)(jian)设用(yong)地(di)安全(quan)利(li)用(yong)核算机制;住房(fang)和城乡(xiang)建(jian)(jian)设部(bu)门(men)建(jian)(jian)立(li)污染(ran)地(di)块土(tu)壤修(xiu)复深基坑安全(quan)监管制度,及时反馈施工许(xu)可核发项目土(tu)壤污染(ran)状况调查(cha)、风险评(ping)估或修(xiu)复等(deng)完成情况的相关信息。推动利(li)用(yong)卫(wei)星遥感、无人机、视频监控等(deng)手段开展非现场检查(cha)。


(五(wu))有序推进地下水污染防治


1.加强地下(xia)水环境质量管理(li)


强(qiang)化地(di)(di)下(xia)水(shui)环境(jing)质量(liang)目标管理(li)。针对东莞(guan)市(shi)纳入(ru)“十四五”国家地(di)(di)下(xia)水(shui)质量(liang)考核的点位,分析(xi)地(di)(di)下(xia)水(shui)环境(jing)质量(liang)状况并(bing)开(kai)展周边污染源排查,制定地(di)(di)下(xia)水(shui)质量(liang)达(da)标或保持(chi)(整改(gai))方案,明(ming)确(que)防治措(cuo)施(shi)及完(wan)成时限(xian)。


逐步(bu)实(shi)施(shi)地下水(shui)污(wu)染防治分区管(guan)(guan)理(li)(li)(li)。按国家(jia)、省级要求开展地下水(shui)污(wu)染防治重点区划定工作,探索地下水(shui)环(huan)境(jing)分区管(guan)(guan)理(li)(li)(li)、分级防治,明(ming)确环(huan)境(jing)准入(ru)、隐患排(pai)查(cha)、风险管(guan)(guan)控、治理(li)(li)(li)修复(fu)等差别化环(huan)境(jing)管(guan)(guan)理(li)(li)(li)要求。


2.加强地下水污染源头预(yu)防


建立地(di)(di)下水(shui)(shui)污染防治(zhi)(zhi)重点排污单位(wei)名(ming)录(lu)。按照国家、省级要(yao)求(qiu),建立地(di)(di)下水(shui)(shui)污染防治(zhi)(zhi)重点排污单位(wei)名(ming)录(lu),指导督促企(qi)业落实地(di)(di)下水(shui)(shui)污染防治(zhi)(zhi)相(xiang)关法(fa)定义务。


实施(shi)地(di)下(xia)水(shui)(shui)污(wu)染防(fang)(fang)渗(shen)和(he)监测措(cuo)施(shi)。督促化学品生(sheng)产企业、工业聚集(ji)区、危险废(fei)物处置场、垃圾填埋(mai)场采取防(fang)(fang)渗(shen)漏(lou)(lou)措(cuo)施(shi),按要(yao)求建设地(di)下(xia)水(shui)(shui)环境监测井,开展地(di)下(xia)水(shui)(shui)环境自行监测。指导地(di)下(xia)水(shui)(shui)污(wu)染防(fang)(fang)治重点排(pai)污(wu)单位优先开展地(di)下(xia)水(shui)(shui)污(wu)染渗(shen)漏(lou)(lou)排(pai)查(cha),针对存在问题的设施(shi),采取污(wu)染防(fang)(fang)渗(shen)改(gai)造(zao)措(cuo)施(shi)。开展地(di)下(xia)水(shui)(shui)污(wu)染防(fang)(fang)治重点排(pai)污(wu)单位周边地(di)下(xia)水(shui)(shui)环境监测。开展城(cheng)镇污(wu)水(shui)(shui)管网渗(shen)漏(lou)(lou)排(pai)查(cha)和(he)检测,推进(jin)雨污(wu)分流工程,加(jia)快管网更新(xin)改(gai)造(zao),减少管网渗(shen)漏(lou)(lou)。


3.有(you)序实施地下水污染(ran)风险管控和修复(fu)


针对存在(zai)地(di)下(xia)水(shui)污染的(de)化(hua)工园区、危(wei)险(xian)(xian)废物处置场和生活垃圾填埋场等,实(shi)施(shi)地(di)下(xia)水(shui)污染风险(xian)(xian)管控,阻止污染扩散,加强风险(xian)(xian)管控后(hou)期环境监管。土(tu)(tu)(tu)壤(rang)(rang)污染状(zhuang)况调(diao)查(cha)报告、土(tu)(tu)(tu)壤(rang)(rang)污染风险(xian)(xian)管控或修(xiu)(xiu)复方案等,应当包(bao)括地(di)下(xia)水(shui)相关(guan)内(nei)容(rong),存在(zai)地(di)下(xia)水(shui)污染的(de),要(yao)统筹推进土(tu)(tu)(tu)壤(rang)(rang)与地(di)下(xia)水(shui)污染风险(xian)(xian)管控和修(xiu)(xiu)复。探索地(di)下(xia)水(shui)污染治(zhi)理修(xiu)(xiu)复模式,加强地(di)下(xia)水(shui)污染风险(xian)(xian)管控和修(xiu)(xiu)复效果评估及(ji)后(hou)期监管。


4.探索开展(zhan)典型工业园(yuan)区调(diao)查评估和风险管控试点


结合工(gong)业园(yuan)区(qu)土壤(rang)污染(ran)状况调(diao)查结果(guo),选(xuan)择典型工(gong)业园(yuan)区(qu)进一步开展(zhan)土壤(rang)与地下水污染(ran)状况调(diao)查,以土壤(rang)与地下水污染(ran)防控(kong)(kong)(kong)、重点区(qu)域排查、日(ri)常(chang)监督管理等(deng)为(wei)重点,开展(zhan)工(gong)业园(yuan)区(qu)风(feng)险管控(kong)(kong)(kong)试点工(gong)作(zuo),探索构建工(gong)业园(yuan)区(qu)调(diao)查、风(feng)险管控(kong)(kong)(kong)技(ji)术和制度体系。


(六)大力提(ti)升监管(guan)与支撑(cheng)能力


1.完善政策标准体系(xi)


研究制定(ding)东(dong)莞市(shi)土壤环境(jing)背景值(zhi)地(di)(di)方(fang)标准。修订建设用地(di)(di)开(kai)发利用管理(li)方(fang)案,制定(ding)出台(tai)企事业拆除土壤污染(ran)防治管理(li)方(fang)案、建设用地(di)(di)土壤污染(ran)状况调查报告评审指南等政策文件。


2.优化环境(jing)监测网络(luo)


结(jie)合管(guan)理实际需要,动态(tai)优化(hua)完(wan)善土壤(rang)环境(jing)质(zhi)(zhi)量监(jian)(jian)(jian)测(ce)(ce)点(dian)位布设,规范背(bei)景点(dian)位、基(ji)础点(dian)位和(he)(he)风(feng)险点(dian)位例(li)行监(jian)(jian)(jian)测(ce)(ce);将(jiang)监(jian)(jian)(jian)测(ce)(ce)网络(luo)建(jian)设与土壤(rang)污染状况(kuang)详查有(you)效衔接,将(jiang)农(nong)(nong)用(yong)地(di)(di)、建(jian)设用(yong)地(di)(di)重点(dian)地(di)(di)块监(jian)(jian)(jian)测(ce)(ce)纳(na)入土壤(rang)环境(jing)质(zhi)(zhi)量动态(tai)监(jian)(jian)(jian)测(ce)(ce)网络(luo)。加强农(nong)(nong)田灌溉水(shui)(shui)监(jian)(jian)(jian)测(ce)(ce),鼓励对(dui)有(you)污水(shui)(shui)灌溉历史(shi)的典(dian)型(xing)灌区进(jin)行农(nong)(nong)田灌溉用(yong)水(shui)(shui)和(he)(he)退水(shui)(shui)水(shui)(shui)质(zhi)(zhi)长期监(jian)(jian)(jian)测(ce)(ce),必要时加大对(dui)安全利用(yong)类(lei)耕(geng)地(di)(di)灌溉水(shui)(shui)的监(jian)(jian)(jian)测(ce)(ce)频次。规范建(jian)设地(di)(di)下(xia)水(shui)(shui)环境(jing)监(jian)(jian)(jian)测(ce)(ce)井,加强维护和(he)(he)管(guan)理,建(jian)立区域监(jian)(jian)(jian)管(guan)和(he)(he)“双源”监(jian)(jian)(jian)控相结(jie)合的地(di)(di)下(xia)水(shui)(shui)环境(jing)监(jian)(jian)(jian)测(ce)(ce)网。


3.提升(sheng)生态环境监管能力(li)


强(qiang)化基层人员队伍(wu)建设(she)。加(jia)强(qiang)土壤(rang)、地(di)(di)下(xia)水生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)(jing)监(jian)(jian)测执(zhi)法(fa)(fa)(fa)(fa)能(neng)力建设(she),提升执(zhi)法(fa)(fa)(fa)(fa)装备(bei)水平(ping)。开(kai)展(zhan)监(jian)(jian)管执(zhi)法(fa)(fa)(fa)(fa)工作(zuo)培(pei)训,依法(fa)(fa)(fa)(fa)开(kai)展(zhan)土壤(rang)、地(di)(di)下(xia)水生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)(jing)保护行(xing)政执(zhi)法(fa)(fa)(fa)(fa)。按(an)照(zhao)省(sheng)、市关(guan)于行(xing)政执(zhi)法(fa)(fa)(fa)(fa)信(xin)息化部署的工作(zuo)要求,强(qiang)化省(sheng)生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)(jing)监(jian)(jian)督管理平(ping)台(tai)的应用管理,落(luo)实(shi)与广东省(sheng)行(xing)政执(zhi)法(fa)(fa)(fa)(fa)信(xin)息平(ping)台(tai)和(he)行(xing)政执(zhi)法(fa)(fa)(fa)(fa)监(jian)(jian)督网络平(ping)台(tai)的数据交(jiao)互共享。按(an)照(zhao)“一地(di)(di)一档”原则建立建设(she)用地(di)(di)土壤(rang)环(huan)(huan)(huan)境(jing)(jing)信(xin)息档案,实(shi)现资料信(xin)息的统(tong)一管理和(he)动态(tai)(tai)更新。加(jia)强(qiang)对工业(ye)固废(fei)(fei)、危废(fei)(fei)非法(fa)(fa)(fa)(fa)倾(qing)倒或填埋(mai)以及废(fei)(fei)水地(di)(di)下(xia)偷(tou)排等(deng)违法(fa)(fa)(fa)(fa)行(xing)为执(zhi)法(fa)(fa)(fa)(fa)检查,严厉打(da)击利用渗井、渗坑、裂隙、溶洞向地(di)(di)下(xia)水排放(fang)污染物(wu)的行(xing)为,对涉嫌环(huan)(huan)(huan)境(jing)(jing)污染犯罪的,及时移送(song)至司法(fa)(fa)(fa)(fa)机关(guan)。开(kai)展(zhan)污染土壤(rang)生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)(jing)损害赔偿(chang)调查,落(luo)实(shi)生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)(jing)损害赔偿(chang)制度。


4.规范修复行(xing)业良性发展(zhan)


加强业务培训,提高土(tu)壤(rang)(rang)(rang)污染(ran)状(zhuang)(zhuang)况(kuang)调(diao)查(cha)单位(wei)和评(ping)审(shen)专家的(de)(de)水平(ping)。综合应(ying)用(yong)(yong)(yong)大数据核(he)查(cha)比对、信(xin)息公(gong)开、信(xin)用(yong)(yong)(yong)管理(li)(li)等手段,强化对从业单位(wei)开展调(diao)查(cha)评(ping)估(gu)、治理(li)(li)修复与风险管控等活动的(de)(de)监管。强化信(xin)用(yong)(yong)(yong)管理(li)(li),及时将单位(wei)和个人环(huan)境(jing)违法信(xin)息推送至信(xin)用(yong)(yong)(yong)平(ping)台(tai)并依法向(xiang)社会(hui)公(gong)布(bu)。生态环(huan)境(jing)部门按照有关规定,将建(jian)设用(yong)(yong)(yong)地土(tu)壤(rang)(rang)(rang)污染(ran)状(zhuang)(zhuang)况(kuang)调(diao)查(cha)报告评(ping)审(shen)通(tong)过情况(kuang)通(tong)过政务网站向(xiang)社会(hui)公(gong)开。推广使用(yong)(yong)(yong)土(tu)壤(rang)(rang)(rang)调(diao)查(cha)全过程(cheng)监管软件,定期组织对土(tu)壤(rang)(rang)(rang)污染(ran)状(zhuang)(zhuang)况(kuang)调(diao)查(cha)报告的(de)(de)布(bu)点、采(cai)样、检测(ce)等开展合规性抽查(cha)。


四、重点工程


“十四五”期(qi)间,坚持(chi)问题和(he)目标导向,突出重(zhong)(zhong)点和(he)成效(xiao),实施(shi)一批(pi)环境调查、源(yuan)头预防、风(feng)险管控(kong)和(he)修复、能(neng)力(li)建设等重(zhong)(zhong)点工程,支撑(cheng)主要任务有(you)效(xiao)落实。


五、保障措施


(一)加强组织领导


进一步发挥市土壤(rang)(rang)污(wu)染防治(zhi)(zhi)工(gong)(gong)作领导(dao)小组的统筹(chou)协调作用(yong),重大事项由(you)领导(dao)小组工(gong)(gong)作会(hui)议(yi)协商解决。各镇街(园区)是规(gui)划实施的责任主体,要(yao)加强组织(zhi)领导(dao),建立实质性协调机制,实现农(nong)用(yong)地(di)(di)(di)、建设(she)用(yong)地(di)(di)(di)、地(di)(di)(di)下水联动监管(guan),确保各项任务(wu)全面完成。2022年(nian)起(qi),将土壤(rang)(rang)与(yu)地(di)(di)(di)下水污(wu)染防治(zhi)(zhi)工(gong)(gong)作情况纳入本级(ji)政(zheng)府工(gong)(gong)作报(bao)告。生(sheng)态环境部(bu)(bu)门要(yao)抓好(hao)统筹(chou)协调,加强督促检(jian)查。有关部(bu)(bu)门要(yao)密(mi)切配合,按照(zhao)职责分工(gong)(gong),协同做好(hao)土壤(rang)(rang)与(yu)地(di)(di)(di)下水污(wu)染防治(zhi)(zhi)工(gong)(gong)作。


(二)实施效果评估


实(shi)行(xing)(xing)(xing)目(mu)(mu)标责(ze)任(ren)制(zhi)和(he)考核(he)评价制(zhi)度(du)。生(sheng)态环境部门(men)牵头组(zu)织(zhi)有关(guan)单位分年度(du)对重(zhong)点工作(zuo)完成情况进行(xing)(xing)(xing)评估(gu),依(yi)据(ju)评估(gu)结(jie)果(guo)对规(gui)划目(mu)(mu)标任(ren)务进行(xing)(xing)(xing)科学调整。在2023年、2025年年底,分别对本规(gui)划实(shi)施情况进行(xing)(xing)(xing)中期评估(gu)和(he)总(zong)结(jie)评估(gu)。评估(gu)结(jie)果(guo)作(zuo)为(wei)土(tu)壤及地下水污染防治专(zhuan)项资(zi)金分配的重(zhong)要参考依(yi)据(ju)。


(三)加(jia)大资金(jin)统筹力度


加强土(tu)壤(rang)与(yu)地(di)(di)下水(shui)污(wu)(wu)染防(fang)治(zhi)项(xiang)目培育和储备,积(ji)极争取中央和省(sheng)级(ji)土(tu)壤(rang)及地(di)(di)下水(shui)污(wu)(wu)染防(fang)治(zhi)专项(xiang)资金。通(tong)过(guo)财(cai)政(zheng)资金、土(tu)地(di)(di)出(chu)让收(shou)益(yi)、企业投入(ru)、社(she)会(hui)捐赠(zeng)等(deng)方(fang)面,积(ji)极拓展资金筹(chou)措(cuo)渠道(dao)。在现有农(nong)业补(bu)贴(tie)制度(du)基础上,补(bu)贴(tie)力度(du)向采取耕地(di)(di)安(an)全(quan)利用措(cuo)施农(nong)户倾斜(xie)。通(tong)过(guo)政(zheng)府(fu)和社(she)会(hui)资本合(he)作(zuo)(PPP)模(mo)式,发挥(hui)财(cai)政(zheng)资金引导作(zuo)用,带动更多社(she)会(hui)资本参(can)与(yu)土(tu)壤(rang)及地(di)(di)下水(shui)污(wu)(wu)染治(zhi)理与(yu)修复(fu)工作(zuo)。


(四)加强宣传引导


注重宣传(chuan)(chuan)引(yin)导。充分利(li)用广播、网络(luo)、横幅(fu)标语、发放(fang)宣传(chuan)(chuan)资(zi)料及(ji)(ji)科技下乡(xiang)等形(xing)式,结合世界环(huan)境日(ri)(ri)、世界土(tu)壤(rang)(rang)(rang)日(ri)(ri)、全球土(tu)地日(ri)(ri)等主题宣传(chuan)(chuan)活动,普及(ji)(ji)土(tu)壤(rang)(rang)(rang)、地下水污染防治相关知(zhi)识(shi),提高(gao)公(gong)众环(huan)境保护(hu)意(yi)识(shi)和责任(ren)意(yi)识(shi)。推进土(tu)壤(rang)(rang)(rang)及(ji)(ji)地下水环(huan)境保护(hu)宣传(chuan)(chuan)教育融入党政机关、学校、工厂(chang)、社区、农村等的环(huan)境宣传(chuan)(chuan)培(pei)训工作,形(xing)成全社会参与土(tu)壤(rang)(rang)(rang)及(ji)(ji)地下水污染防治、保护(hu)的良好(hao)氛围。


强化信息公开(kai)。依法公开(kai)土壤和地(di)(di)下(xia)水环(huan)境(jing)状况(kuang)。重(zhong)点(dian)行业企(qi)业要依据相(xiang)关(guan)规(gui)定,向(xiang)社会公开(kai)其产生的污染物名称(cheng)、排放(fang)(fang)浓度(du)、排放(fang)(fang)总量、排放(fang)(fang)方式(shi)以及(ji)污染防治设(she)施建设(she)和运行情况(kuang)。承担土壤与地(di)(di)下(xia)水污染防治责任的企(qi)业和有关(guan)单(dan)位,应依据相(xiang)关(guan)法规(gui)主动公开(kai)有关(guan)事项。


鼓(gu)励(li)社会监督。完善公(gong)众(zhong)(zhong)监督和举(ju)报(bao)反(fan)馈机制(zhi),在电视台、公(gong)交车、地铁、微(wei)信公(gong)众(zhong)(zhong)号(hao)等媒介上传播土(tu)壤与地下水污染防治知识(shi),充分发(fa)(fa)挥环(huan)(huan)保举(ju)报(bao)热线作用,结(jie)合(he)现(xian)有(you)环(huan)(huan)境(jing)(jing)违(wei)法有(you)奖举(ju)报(bao)制(zhi)度,鼓(gu)励(li)公(gong)众(zhong)(zhong)举(ju)报(bao)涉(she)污染土(tu)壤、地下水等行(xing)为。加强舆论监督,鼓(gu)励(li)新闻媒体对(dui)各类(lei)破坏生(sheng)态(tai)环(huan)(huan)境(jing)(jing)问题、突发(fa)(fa)环(huan)(huan)境(jing)(jing)事件、环(huan)(huan)境(jing)(jing)违(wei)法行(xing)为进行(xing)曝光。
