近日,重(zhong)(zhong)庆市(shi)印发《重(zhong)(zhong)庆市(shi)“十四(si)五”土(tu)壤(rang)生态环(huan)境保护规划(2021—2025年)》,《规划》提出,到(dao)(dao)(dao)2025年,全(quan)(quan)市(shi)土(tu)壤(rang)环(huan)境质量(liang)总体(ti)(ti)保持稳(wen)定,受污染耕地安全(quan)(quan)利用(yong)率(lv)达(da)到(dao)(dao)(dao)国家考核要(yao)求,重(zhong)(zhong)点建设(she)用(yong)地安全(quan)(quan)利用(yong)得(de)到(dao)(dao)(dao)有(you)效保障;农(nong)村环(huan)境基(ji)础设(she)施(shi)建设(she)与运行稳(wen)步推进,农(nong)业(ye)面源污染得(de)到(dao)(dao)(dao)初步管控,农(nong)村生态环(huan)境持续改善;地下水环(huan)境质量(liang)总体(ti)(ti)保持稳(wen)定。
到(dao)(dao)2035年,土壤环境(jing)质量稳中(zhong)向好(hao),农(nong)用地(di)和重点建设用地(di)土壤环境(jing)安(an)全得(de)到(dao)(dao)有(you)效(xiao)保障,土壤环境(jing)风险得(de)到(dao)(dao)全面管(guan)控;农(nong)村(cun)环境(jing)基(ji)础设施得(de)以完善,农(nong)业面源污染得(de)以有(you)效(xiao)遏制,农(nong)村(cun)生态环境(jing)根(gen)本(ben)好(hao)转;地(di)下水(shui)环境(jing)质量稳中(zhong)向好(hao)。

重庆市“十四五”土壤生态环境保护规划
(2021—2025年)
为深入打好净土保(bao)卫战(zhan)、农业(ye)农村(cun)(cun)污(wu)染(ran)治理攻坚战(zhan),切实加强我市土壤、农业(ye)农村(cun)(cun)及(ji)地(di)下水(shui)生(sheng)(sheng)态(tai)环境保(bao)护(hu),让(rang)人民群众吃得(de)放(fang)心、住得(de)安心,根据生(sheng)(sheng)态(tai)环境部等七部委印发的《“十四五”土壤、地(di)下水(shui)和农村(cun)(cun)生(sheng)(sheng)态(tai)环境保(bao)护(hu)规(gui)划》(环土壤〔2021〕120号)和《重(zhong)庆市生(sheng)(sheng)态(tai)环境保(bao)护(hu)“十四五”规(gui)划》(渝府发〔2022〕11号),制定(ding)本规(gui)划。
一、进展与形势
“十三五”以来,全市(shi)土壤环(huan)境(jing)风险基本得到管控,农(nong)(nong)业(ye)农(nong)(nong)村生(sheng)(sheng)态(tai)环(huan)境(jing)保护(hu)(hu)持(chi)续推进(jin),地(di)(di)下(xia)水(shui)生(sheng)(sheng)态(tai)环(huan)境(jing)保护(hu)(hu)开始起步(bu),土壤、农(nong)(nong)业(ye)农(nong)(nong)村和(he)地(di)(di)下(xia)水(shui)生(sheng)(sheng)态(tai)环(huan)境(jing)保护(hu)(hu)取得积极成效。“十四五”时期是(shi)深入推进(jin)土壤、农(nong)(nong)业(ye)农(nong)(nong)村和(he)地(di)(di)下(xia)水(shui)生(sheng)(sheng)态(tai)环(huan)境(jing)保护(hu)(hu)工作的(de)重(zhong)要机遇期,必须强化“上(shang)游意(yi)识”、担(dan)起“上(shang)游责任”、作出(chu)“上(shang)游贡(gong)献(xian)”,为筑牢长江(jiang)上(shang)游重(zhong)要生(sheng)(sheng)态(tai)屏障、加快建设(she)山清水(shui)秀美(mei)丽(li)之(zhi)地(di)(di)贡(gong)献(xian)力量(liang)。
(一)“十三(san)五”以来的(de)工作取得积极成效。
土壤环境风险基本得到管控。顺利完成《重庆市贯彻落实土壤污染防治行动计划工作方案》确定的目标任务,初步遏制土壤污染加重趋势,基本管控土壤污染风险,土壤环境质量总体保持稳定,受污染耕地安全利用率达到93%以上,污染地块安全利用率达到95%以上。完成农用地土壤污染状况详查和重点行业企业用地土壤污染状况调查,初步查明我市农用地土壤污染的面积、分布及其对农产品质量的影响,掌握重点行业企业用地潜在环境风险情况,有力整治耕地周边涉镉等重金属污染源69个。严格建设用地准入管理,依法依规对1070余个地块开展调查,累计将125个地块列入建设用地土壤污染风险管控和修复名录,45个地块完成效果评估并移出名录。动态更新土壤污染重点监管单位名录,累计将379家次企业纳入名录管理,督促落实土壤污染防治义务。建立重庆市土壤污染修复智能分析监控(kong)系统(tong)。完成国家土壤污染(ran)治理与修复技(ji)术应(ying)用试点项目(mu)6个,建设10个市级土壤污染(ran)防治综合示范(fan)区。
农(nong)(nong)业农(nong)(nong)村(cun)生态(tai)环境保护(hu)初(chu)见成(cheng)效。全(quan)面完成(cheng)《农(nong)(nong)业农(nong)(nong)村(cun)污染(ran)治(zhi)理攻坚(jian)战(zhan)行动计划》确定的目标任务,累计完成(cheng)3900个行政(zheng)村(cun)环境综合整治(zhi)。累计建成(cheng)农(nong)(nong)村(cun)生活(huo)污水集中处理设施(shi)1600余座,基本实现(xian)农(nong)(nong)村(cun)常住(zhu)人(ren)口(kou)1000人(ren)以上(shang)的聚居点污水处理设施(shi)全(quan)覆盖。行政(zheng)村(cun)生活(huo)垃(la)圾有效治(zhi)理比(bi)例达到(dao)99.9%。主要农(nong)(nong)作(zuo)物化(hua)肥利(li)用率(lv)(lv)提高(gao)到(dao)40.3%,主要农(nong)(nong)作(zuo)物农(nong)(nong)药利(li)用率(lv)(lv)提高(gao)到(dao)40.6%,畜禽粪污综合利(li)用率(lv)(lv)提高(gao)至80%以上(shang)。农(nong)(nong)业农(nong)(nong)村(cun)监管(guan)能力(li)不(bu)断(duan)提升(sheng),实现(xian)农(nong)(nong)村(cun)生活(huo)污水治(zhi)理、农(nong)(nong)村(cun)黑臭水体(ti)排查整治(zhi)、畜禽养(yang)殖污染(ran)防控等数据信息化(hua)管(guan)理、动态(tai)更新。
地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)生态环(huan)境保护开始起步(bu)。完(wan)成《水(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)防(fang)(fang)治行动计划》《全国(guo)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)防(fang)(fang)治规划(2011-2020年)》确定(ding)的(de)目(mu)标(biao)任务(wu),全市(shi)“十三五”期间(jian)9个(ge)国(guo)家地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)质(zhi)(zhi)量考核点(dian)位水(shui)(shui)(shui)(shui)(shui)质(zhi)(zhi)总体保持(chi)稳定(ding),2个(ge)城市(shi)级(ji)集中(zhong)式地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)型(xing)饮用(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源(yuan)和8个(ge)农村(cun)供水(shui)(shui)(shui)(shui)(shui)人口10000人或日供水(shui)(shui)(shui)(shui)(shui)1000吨以(yi)(yi)(yi)上(shang)的(de)集中(zhong)式地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)型(xing)饮用(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源(yuan)(以(yi)(yi)(yi)下(xia)(xia)(xia)(xia)(xia)(xia)简称“万人千(qian)吨”)稳定(ding)达到水(shui)(shui)(shui)(shui)(shui)质(zhi)(zhi)要(yao)求。持(chi)续开展地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)环(huan)境状(zhuang)况调查评(ping)估,初步(bu)建立了我市(shi)161个(ge)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)型(xing)饮用(yong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源(yuan)和546个(ge)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)重点(dian)污(wu)(wu)(wu)染(ran)(ran)源(yuan)(以(yi)(yi)(yi)下(xia)(xia)(xia)(xia)(xia)(xia)简称“双源(yuan)”)清单,掌握了“双源(yuan)”基本信(xin)息,完(wan)成了21个(ge)重点(dian)污(wu)(wu)(wu)染(ran)(ran)源(yuan)调查评(ping)估。实施秀山县电解锰渣场地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)防(fang)(fang)渗改造(zao)试点(dian)项(xiang)目(mu)。1474个(ge)加油(you)站地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)油(you)罐(guan)更换双层(ceng)罐(guan)或设(she)置(zhi)防(fang)(fang)渗池。初步(bu)构(gou)建地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)环(huan)境监(jian)测(ce)网络,实施国(guo)家、市(shi)级(ji)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)监(jian)测(ce)工(gong)程,建成521个(ge)国(guo)家和市(shi)级(ji)地(di)(di)(di)下(xia)(xia)(xia)(xia)(xia)(xia)水(shui)(shui)(shui)(shui)(shui)监(jian)测(ce)工(gong)程点(dian)位。
法(fa)规政(zheng)策标准(zhun)体(ti)系逐步(bu)完善(shan)。出台(tai)《重(zhong)庆(qing)市建设用地土(tu)壤污(wu)染(ran)防(fang)治(zhi)(zhi)办(ban)法(fa)》《重(zhong)庆(qing)市农村(cun)(cun)生(sheng)活污(wu)水处理(li)设施(shi)运(yun)营管(guan)理(li)办(ban)法(fa)(试行(xing)(xing))》,《重(zhong)庆(qing)市土(tu)壤污(wu)染(ran)防(fang)治(zhi)(zhi)条(tiao)例》纳入立法(fa)计划。会同相关(guan)部门印发《地下水污(wu)染(ran)防(fang)治(zhi)(zhi)监督(du)管(guan)理(li)工(gong)作协调(diao)机制职责(ze)分工(gong)(试行(xing)(xing))》,印发实施(shi)《场(chang)地环境调(diao)查与(yu)风险评估技(ji)术导则》《污(wu)染(ran)场(chang)地治(zhi)(zhi)理(li)修复验收评估技(ji)术导则》《农村(cun)(cun)生(sheng)活污(wu)水集(ji)中(zhong)处理(li)设施(shi)排放标准(zhun)》等(deng)5项(xiang)地方(fang)标准(zhun)和(he)《受(shou)污(wu)染(ran)耕(geng)地安全利用技(ji)术手册(试行(xing)(xing))》《农村(cun)(cun)生(sheng)活污(wu)水处理(li)绩效评估指南(试行(xing)(xing))》《畜(chu)禽养殖污(wu)染(ran)治(zhi)(zhi)理(li)管(guan)理(li)指南》等(deng)多项(xiang)技(ji)术文(wen)件,相关(guan)地方(fang)法(fa)规政(zheng)策标准(zhun)体(ti)系逐步(bu)健(jian)全完善(shan)。
(二)“十四五”时期面临的风险管控和治(zhi)污任(ren)务艰巨。
建设用(yong)地(di)(di)土壤(rang)污(wu)(wu)(wu)染(ran)风(feng)险(xian)(xian)管控任务重(zhong)。全(quan)市调查发现(xian)的现(xian)有(you)污(wu)(wu)(wu)染(ran)地(di)(di)块(kuai)数(shu)量多(共369块(kuai),位居全(quan)国前(qian)列),化(hua)工企业集(ji)中(zhong)区(qu)、锰矿(kuang)采(cai)选(xuan)冶(ye)炼区(qu)和金属表面(mian)处(chu)理及热处(chu)理加工、基础化(hua)学原料制造(zao)、铁锰采(cai)选(xuan)与冶(ye)炼等行业建设用(yong)地(di)(di)土壤(rang)污(wu)(wu)(wu)染(ran)风(feng)险(xian)(xian)较高(gao)。纳入建设用(yong)地(di)(di)土壤(rang)污(wu)(wu)(wu)染(ran)风(feng)险(xian)(xian)管控和修复(fu)(fu)名(ming)录的地(di)(di)块(kuai)同(tong)开发建设之(zhi)间的时空(kong)矛盾突出,对(dui)化(hua)工、农药等重(zhong)污(wu)(wu)(wu)染(ran)行业中(zhong)的重(zhong)度污(wu)(wu)(wu)染(ran)地(di)(di)块(kuai),国土空(kong)间规(gui)划尚无明确的限(xian)制性要求,管控压力大。污(wu)(wu)(wu)染(ran)地(di)(di)块(kuai)修复(fu)(fu)完成后(hou)期管理制度缺失,监管规(gui)程和技(ji)术(shu)方法空(kong)白。
局部区域耕(geng)地和地下(xia)水(shui)污(wu)(wu)(wu)染(ran)(ran)问题较(jiao)(jiao)为突出(chu)。渝东(dong)北和渝东(dong)南部分区县(自治县)由于土壤(rang)高背景叠加矿(kuang)产开发等活(huo)动,受污(wu)(wu)(wu)染(ran)(ran)耕(geng)地面积(ji)较(jiao)(jiao)大,土壤(rang)重金属呈累积(ji)趋势。农用(yong)地土壤(rang)污(wu)(wu)(wu)染(ran)(ran)状况详查、耕(geng)地土壤(rang)环境(jing)质量类别划(hua)分的调(diao)查采样密度仍显不足,精准实施安全利用(yong)技术(shu)水(shui)平不高,巩固(gu)和提升安全利用(yong)成果(guo)任务艰巨。重点(dian)污(wu)(wu)(wu)染(ran)(ran)源周边地下(xia)水(shui)环境(jing)状况底数不清,部分化工(gong)园区、垃圾填埋场(chang)、危险(xian)废物处置场(chang)等污(wu)(wu)(wu)染(ran)(ran)源周边地下(xia)水(shui)特(te)征污(wu)(wu)(wu)染(ran)(ran)物超(chao)标,存在污(wu)(wu)(wu)染(ran)(ran)扩散风险(xian)。
土(tu)壤和(he)地下水(shui)(shui)污(wu)染(ran)源(yuan)头预防(fang)(fang)压力(li)较大(da)(da)(da)。部(bu)分土(tu)壤污(wu)染(ran)重(zhong)(zhong)点监管单位未切(qie)实履行隐(yin)患排(pai)(pai)查(cha)、自(zi)行监测等土(tu)壤和(he)地下水(shui)(shui)污(wu)染(ran)防(fang)(fang)治法(fa)定义务,无组织排(pai)(pai)放、原辅(fu)料和(he)工业固废(fei)堆存场所“三(san)防(fang)(fang)”不(bu)到位、有毒有害物质(zhi)跑冒滴漏、事故泄漏等污(wu)染(ran)土(tu)壤与地下水(shui)(shui)的(de)隐(yin)患没有根本性消除。部(bu)分区域耕地土(tu)壤重(zhong)(zhong)金(jin)属(shu)污(wu)染(ran)成因排(pai)(pai)查(cha)显示,大(da)(da)(da)气输(shu)入和(he)水(shui)(shui)输(shu)入型(xing)耕地土(tu)壤污(wu)染(ran)长期累积,非典型(xing)行业重(zhong)(zhong)金(jin)属(shu)排(pai)(pai)放量大(da)(da)(da),精准断源(yuan)难度大(da)(da)(da),企业减排(pai)(pai)重(zhong)(zhong)金(jin)属(shu)的(de)技术支撑能力(li)不(bu)足。秀(xiu)山(shan)、石柱等区县(xian)(自(zi)治县(xian))的(de)历史遗留废(fei)渣和(he)尾矿(kuang)库问题较为突出。
农业(ye)农村(cun)(cun)生态环境保护任务艰巨。乡村(cun)(cun)产(chan)(chan)业(ye)发展与农业(ye)农村(cun)(cun)污染(ran)防(fang)治协同不(bu)足,“十四五(wu)”及今后一个时期(qi)新(xin)增环境问题的(de)风(feng)险不(bu)断增加(jia)。现有农村(cun)(cun)污染(ran)防(fang)治设(she)施、饮用水(shui)源地保护措施等长(zhang)效运行维护等问题尚未解(jie)决。农村(cun)(cun)黑(hei)臭水(shui)体长(zhang)效机制不(bu)健全,评估整治等执(zhi)行标(biao)准不(bu)足,溯(su)源难(nan)度大,资金投入不(bu)足,难(nan)以保障长(zhang)“制”久清。化肥农药减量同农业(ye)增收矛(mao)盾突出,畜(chu)禽养殖污染(ran)防(fang)治工作难(nan)度大,水(shui)产(chan)(chan)养殖尾(wei)水(shui)直(zhi)排现象较为普遍,成为影响次级河流(liu)水(shui)质的(de)重要因素。
监管(guan)能力依然薄(bo)(bo)弱。土壤、农(nong)业(ye)农(nong)村和(he)(he)地下水(shui)生态环境保(bao)护(hu)(hu)工(gong)作起步晚(wan)、底子薄(bo)(bo)、基础差,出现问题后社会关(guan)注度(du)高,是生态环境保(bao)护(hu)(hu)工(gong)作的(de)短板(ban)。监管(guan)人(ren)员技术水(shui)平不(bu)高、监测和(he)(he)执法发现问题的(de)能力不(bu)足,难以满足监管(guan)需要。部(bu)分区县(xian)(自(zi)治县(xian))政(zheng)府(fu)及有关(guan)部(bu)门对土壤、农(nong)业(ye)农(nong)村和(he)(he)地下水(shui)生态环境保(bao)护(hu)(hu)重视程度(du)不(bu)够,考核压(ya)力传导逐级降(jiang)低,责(ze)任落实不(bu)到位,部(bu)门间联动监管(guan)、信息(xi)共享等齐抓共管(guan)的(de)工(gong)作机制尚(shang)不(bu)健全。
二、指(zhi)导(dao)思想(xiang)、基本(ben)原则与主(zhu)要目标
(一)指导思想。
以(yi)习近(jin)平新时代中(zhong)国特色社(she)会主(zhu)义思想为(wei)指导,全(quan)面(mian)贯(guan)(guan)彻(che)党的十(shi)(shi)九大(da)和(he)(he)(he)十(shi)(shi)九届历次(ci)全(quan)会精神(shen),深入贯(guan)(guan)彻(che)习近(jin)平生(sheng)态文明思想,坚持以(yi)人民(min)为(wei)中(zhong)心的发(fa)展(zhan)(zhan)思想,立足(zu)新发(fa)展(zhan)(zhan)阶段,完整、准确、全(quan)面(mian)贯(guan)(guan)彻(che)新发(fa)展(zhan)(zhan)理念,融(rong)入新发(fa)展(zhan)(zhan)格局,全(quan)面(mian)落实(shi)习近(jin)平总书记对重(zhong)庆提出的营造良(liang)好(hao)政(zheng)治(zhi)生(sheng)态,坚持“两(liang)(liang)点”定(ding)位、“两(liang)(liang)地(di)(di)(di)”“两(liang)(liang)高”目标,发(fa)挥“三个作用”和(he)(he)(he)推(tui)动成渝地(di)(di)(di)区(qu)双(shuang)城经济圈建设等(deng)重(zhong)要指示要求,以(yi)受(shou)污(wu)染土(tu)地(di)(di)(di)再利用的风险防(fang)范(fan)为(wei)核心,以(yi)居(ju)住用地(di)(di)(di)、公共(gong)管理和(he)(he)(he)公共(gong)服(fu)务(wu)用地(di)(di)(di)、耕地(di)(di)(di)为(wei)重(zhong)点,精准识别、有效(xiao)管控、适度利用受(shou)污(wu)染土(tu)地(di)(di)(di),以(yi)乡村生(sheng)态振兴为(wei)主(zhu)题、以(yi)农(nong)业(ye)生(sheng)产污(wu)染和(he)(he)(he)农(nong)村居(ju)民(min)生(sheng)活(huo)污(wu)染治(zhi)理为(wei)主(zhu)线大(da)力(li)推(tui)进农(nong)村环(huan)境综合(he)整治(zhi),量力(li)而行、循序渐进推(tui)动地(di)(di)(di)下水(shui)污(wu)染防(fang)治(zhi),保(bao)障(zhang)城乡人居(ju)环(huan)境安(an)全(quan)、农(nong)产品(pin)质量安(an)全(quan)、地(di)(di)(di)下水(shui)生(sheng)态环(huan)境安(an)全(quan)。
(二)基本原则。
坚(jian)持源(yuan)头(tou)治理。通(tong)(tong)过(guo)溯源(yuan)、断源(yuan)、减排(pai)(pai)措施(shi)切断污染物进(jin)入土壤和地下水的途径,通(tong)(tong)过(guo)化肥农药减量(liang)增效(xiao)行动科学合理施(shi)用农业投入品,加强污染隐(yin)患排(pai)(pai)查(cha)、控制污染增量(liang),从(cong)源(yuan)头(tou)预防污染。
坚(jian)持精准(zhun)治理。广泛开展调查、监测(ce)、评估,精准(zhun)识别突出问题和薄弱环(huan)节(jie),聚焦重点区域、重点领域和重点污(wu)染物(wu),台账式、清单(dan)化推进(jin)建设(she)用地(di)土壤、地(di)下水(shui)污(wu)染源、农(nong)村生活污(wu)水(shui)、农(nong)村黑臭水(shui)体等治理修复(fu)。
坚持(chi)科(ke)学(xue)治(zhi)理。实(shi)事求是(shi)设(she)定目(mu)标,科(ke)学(xue)合(he)理安排工作(zuo)节奏(zou),分级、分类管控受污(wu)染(ran)建设(she)用地(di),因地(di)制(zhi)宜选择适(shi)用技术治(zhi)理农村生活污(wu)水(shui)和(he)黑臭水(shui)体,探索试点开展地(di)下水(shui)污(wu)染(ran)治(zhi)理修复(fu),立足现阶段经济技术可行性破(po)解污(wu)染(ran)难题。
坚(jian)持依法(fa)治理(li)(li)。完善土壤(rang)(rang)(rang)、农(nong)业(ye)(ye)(ye)农(nong)村(cun)和(he)地(di)下(xia)水(shui)污染(ran)防治地(di)方法(fa)规标准体系,健(jian)全责任分(fen)担机制、付费(fei)机制,加强政务公开、信(xin)息公开,净化(hua)土壤(rang)(rang)(rang)污染(ran)治理(li)(li)修复行业(ye)(ye)(ye)生态(tai),以深(shen)化(hua)改革为根本动力(li)推动土壤(rang)(rang)(rang)、农(nong)业(ye)(ye)(ye)农(nong)村(cun)和(he)地(di)下(xia)水(shui)污染(ran)治理(li)(li)。
(三)主要目标。
到2025年,全(quan)(quan)市土壤环(huan)境(jing)质量(liang)总(zong)体保持(chi)稳(wen)定,受污染耕地(di)安全(quan)(quan)利用率达(da)到国家考(kao)核(he)要求(qiu),重点建设用地(di)安全(quan)(quan)利用得(de)到有效保障;农村(cun)环(huan)境(jing)基础设施建设与运(yun)行稳(wen)步(bu)推进,农业面源污染得(de)到初(chu)步(bu)管控,农村(cun)生态(tai)环(huan)境(jing)持(chi)续改善;地(di)下水环(huan)境(jing)质量(liang)总(zong)体保持(chi)稳(wen)定。
到(dao)2035年,土壤(rang)(rang)环(huan)(huan)境(jing)(jing)质量(liang)稳中向(xiang)好(hao),农用(yong)地和重点建设用(yong)地土壤(rang)(rang)环(huan)(huan)境(jing)(jing)安全(quan)得(de)(de)到(dao)有效保障(zhang),土壤(rang)(rang)环(huan)(huan)境(jing)(jing)风险(xian)得(de)(de)到(dao)全(quan)面管控;农村(cun)环(huan)(huan)境(jing)(jing)基础设施得(de)(de)以完(wan)善,农业面源污染得(de)(de)以有效遏制,农村(cun)生态(tai)环(huan)(huan)境(jing)(jing)根本好(hao)转;地下水环(huan)(huan)境(jing)(jing)质量(liang)稳中向(xiang)好(hao)。
注(zhu):〔1〕重点建(jian)设用(yong)地(di)(di)安全利用(yong)得到有效保障,是指(zhi)“十四五”期(qi)间(jian)用(yong)途变更为居住用(yong)地(di)(di)、公(gong)共管理与(yu)公(gong)共服务用(yong)地(di)(di)(包(bao)括机关(guan)团体、教科文(wen)卫用(yong)地(di)(di)等)的地(di)(di)块,未出(chu)现违法违规(gui)开发利用(yong)情形的比例达(da)到100%,或(huo)者达(da)到95%以上且对违法违规(gui)利用(yong)的地(di)(di)块全部(bu)处罚整改(gai)到位(wei)、未对人居环境造(zao)成风险。〔2〕“双源(yuan)”点位(wei)指(zhi)地(di)(di)下水型(xing)饮用(yong)水水源(yuan)点位(wei)、污染源(yuan)风险监控点位(wei)。
三、深入打(da)好(hao)净土保卫(wei)战
严(yan)格受(shou)污(wu)(wu)染建设用地再开发利用的(de)准(zhun)入要求,落(luo)实受(shou)污(wu)(wu)染耕地安全(quan)利用措施,加强(qiang)涉及土壤污(wu)(wu)染的(de)重点污(wu)(wu)染源监管,遏制增量、削减存量,保障粮食安全(quan)和人居环境安全(quan),让(rang)人民群众吃得(de)(de)放(fang)心、住得(de)(de)安心。
(一)加强受污染(ran)建设用(yong)地分级分类管理。
扎实开展(zhan)土(tu)壤(rang)污(wu)染(ran)状(zhuang)况调(diao)(diao)查(cha)(cha)评(ping)估(gu)。以农用(yong)地(di)(di)、建(jian)(jian)设(she)用(yong)地(di)(di)、未(wei)利用(yong)地(di)(di)用(yong)途变更为(wei)居住用(yong)地(di)(di)、公共(gong)管(guan)理和(he)公共(gong)服务用(yong)地(di)(di)的地(di)(di)块为(wei)重点(dian),依(yi)法开展(zhan)土(tu)壤(rang)污(wu)染(ran)状(zhuang)况调(diao)(diao)查(cha)(cha)。调(diao)(diao)查(cha)(cha)表明土(tu)壤(rang)污(wu)染(ran)可(ke)能对人体健(jian)康造成风险的,依(yi)法依(yi)规进一步开展(zhan)风险评(ping)估(gu),确定风险水平是否可(ke)接受。规划(hua)自然资源部门(men)提出建(jian)(jian)设(she)用(yong)地(di)(di)年度供地(di)(di)计(ji)划(hua),生态环(huan)境部门(men)指(zhi)导(dao)土(tu)地(di)(di)使(shi)用(yong)权人或(huo)土(tu)壤(rang)污(wu)染(ran)责任人及时开展(zhan)调(diao)(diao)查(cha)(cha)评(ping)估(gu),保障(zhang)重点(dian)项目建(jian)(jian)设(she)用(yong)地(di)(di)需求。及时将全(quan)市注销、撤销排污(wu)许可(ke)证的企业用(yong)地(di)(di)纳入监(jian)(jian)管(guan)视野(ye),防止腾退地(di)(di)块游离于环(huan)境监(jian)(jian)管(guan)之外(wai)。强化土(tu)壤(rang)污(wu)染(ran)状(zhuang)况调(diao)(diao)查(cha)(cha)质(zhi)量管(guan)理和(he)监(jian)(jian)管(guan),探索建(jian)(jian)立(li)土(tu)壤(rang)污(wu)染(ran)状(zhuang)况调(diao)(diao)查(cha)(cha)评(ping)估(gu)报告抽查(cha)(cha)通报机制。
严格落实污染地块再开发的管控要求。应当开展土壤污染状况调查评估而未开展或尚未完成的地块,以及未达到风险管控、修复目标的地块,不得开工建设与风险管控、修复无关的项目。加强“一住两公”重点建设用地管理,在办理土地征收、收回、收购、土地供应、用途变更以及核发用地或工程规划许可证前,落实地块是否依法开展土壤污染状况调查评估工作,对未开展的要督促开展。对列入建设用地土壤污染风险管控和修复名录的地块,未治理修复并达到土壤环境质量要求之前,规划自然资源部门不得作为住宅、公共管理与公共服务用地供应;对已经规划为“一住两公”的,未修复达到土壤环境质量要求之前,不得办理土地征收、收回、收购、土地供应以及核发用地或工程规划许可证等手续。及时梳理已核发建设工程规划许可证的情况,推动利用卫星遥感监测等手段开展非现场检查,共同督促违规开发利用地块完成整改。探索“环境修复+开发(fa)建设”模式。涉(she)及(ji)成(cheng)片污(wu)染地块分(fen)期(qi)分(fen)批开发(fa)的(de),以(yi)及(ji)污(wu)染地块周边土地开发(fa)的(de),要优化开发(fa)时序,原则上居(ju)住、学校、养(yang)老机(ji)构等(deng)用地应在毗邻污(wu)染地块风险管控和修复完成(cheng)后再(zai)投入使用。
强(qiang)化(hua)(hua)风(feng)险管(guan)控与(yu)修(xiu)复过程(cheng)(cheng)监管(guan)。坚持污(wu)(wu)(wu)(wu)(wu)染(ran)土(tu)(tu)(tu)壤转运联(lian)单(dan)制(zhi)度,防止(zhi)转运污(wu)(wu)(wu)(wu)(wu)染(ran)土(tu)(tu)(tu)壤非法处(chu)(chu)置(zhi)(zhi)。提升污(wu)(wu)(wu)(wu)(wu)染(ran)土(tu)(tu)(tu)壤终端处(chu)(chu)置(zhi)(zhi)能(neng)力(li),推动(dong)成渝地区协(xie)同处(chu)(chu)置(zhi)(zhi)污(wu)(wu)(wu)(wu)(wu)染(ran)土(tu)(tu)(tu)壤的(de)(de)水泥窑等(deng)工业(ye)炉窑共建共享。鼓励(li)绿色(se)低碳修(xiu)复,严(yan)(yan)控农药化(hua)(hua)工类等(deng)污(wu)(wu)(wu)(wu)(wu)染(ran)地块(kuai)风(feng)险管(guan)控与(yu)修(xiu)复过程(cheng)(cheng)中产生(sheng)的(de)(de)废(fei)水、废(fei)气异(yi)味等(deng)二次污(wu)(wu)(wu)(wu)(wu)染(ran)。严(yan)(yan)格(ge)效果评估,确保实现(xian)土(tu)(tu)(tu)壤污(wu)(wu)(wu)(wu)(wu)染(ran)风(feng)险管(guan)控与(yu)修(xiu)复目(mu)标后(hou)方可开工建设。针(zhen)对完成风(feng)险管(guan)控、修(xiu)复的(de)(de)农药制(zhi)造(zao)、化(hua)(hua)学药品原料药制(zhi)造(zao)、炼焦、有色(se)金属(shu)矿采(cai)选、有色(se)金属(shu)冶炼、金属(shu)表面(mian)处(chu)(chu)理(li)(li)及热处(chu)(chu)理(li)(li)加(jia)工、皮革鞣制(zhi)加(jia)工、垃圾填(tian)埋场、危险废(fei)物处(chu)(chu)理(li)(li)处(chu)(chu)置(zhi)(zhi)等(deng)重点(dian)行业(ye)企业(ye)用(yong)地,强(qiang)化(hua)(hua)再开发利用(yong)过程(cheng)(cheng)中的(de)(de)土(tu)(tu)(tu)壤污(wu)(wu)(wu)(wu)(wu)染(ran)应(ying)急预案,一旦发现(xian)土(tu)(tu)(tu)壤污(wu)(wu)(wu)(wu)(wu)染(ran)问(wen)题应(ying)及时报告并停止(zhi)施工。在移(yi)出名(ming)录的(de)(de)地块(kuai)中,选取环境影响(xiang)大、范围广、污(wu)(wu)(wu)(wu)(wu)染(ran)重的(de)(de)地块(kuai)开展重点(dian)监测,强(qiang)化(hua)(hua)后(hou)期管(guan)理(li)(li)。加(jia)强(qiang)从业(ye)单(dan)位(wei)和个人(ren)信(xin)用(yong)管(guan)理(li)(li)。
探索(suo)(suo)建(jian)设(she)用(yong)(yong)地(di)(di)污染(ran)(ran)程度(du)(du)分(fen)级管(guan)(guan)理制度(du)(du)。根据调查结果(guo)(guo),探索(suo)(suo)将建(jian)设(she)用(yong)(yong)地(di)(di)土壤(rang)污染(ran)(ran)程度(du)(du)分(fen)为(wei)轻(qing)度(du)(du)、中(zhong)度(du)(du)、重(zhong)度(du)(du)污染(ran)(ran)等级。轻(qing)度(du)(du)污染(ran)(ran)地(di)(di)块(kuai),由区(qu)县(xian)(自(zi)治(zhi)县(xian))生(sheng)态环(huan)(huan)境(jing)(jing)主管(guan)(guan)部门负责修复(fu)或风(feng)(feng)险管(guan)(guan)控(kong)方案(an)、效果(guo)(guo)评(ping)(ping)估报告(gao)备(bei)案(an)评(ping)(ping)审(shen)和过程监管(guan)(guan)、后(hou)(hou)期(qi)管(guan)(guan)理工(gong)作(zuo)。对轻(qing)度(du)(du)污染(ran)(ran)地(di)(di)块(kuai),相(xiang)关责任(ren)主体直接(jie)以(yi)(yi)建(jian)设(she)用(yong)(yong)地(di)(di)土壤(rang)污染(ran)(ran)风(feng)(feng)险筛选(xuan)值作(zuo)为(wei)管(guan)(guan)控(kong)修复(fu)目标(biao)的,可以(yi)(yi)不开展风(feng)(feng)险评(ping)(ping)估。中(zhong)度(du)(du)和重(zhong)度(du)(du)污染(ran)(ran)地(di)(di)块(kuai)由市生(sheng)态环(huan)(huan)境(jing)(jing)主管(guan)(guan)部门负责风(feng)(feng)险评(ping)(ping)估报告(gao)、管(guan)(guan)控(kong)修复(fu)方案(an)、效果(guo)(guo)评(ping)(ping)估报告(gao)评(ping)(ping)审(shen)备(bei)案(an)工(gong)作(zuo),区(qu)县(xian)(自(zi)治(zhi)县(xian))生(sheng)态环(huan)(huan)境(jing)(jing)部门负责出(chu)具初审(shen)意见、过程监管(guan)(guan)和后(hou)(hou)期(qi)管(guan)(guan)理,进一步落(luo)实区(qu)县(xian)(自(zi)治(zhi)县(xian))属地(di)(di)责任(ren)。从严管(guan)(guan)控(kong)农药(含原料(liao)药、中(zhong)间(jian)体)、化(hua)工(gong)类(lei)等重(zhong)度(du)(du)污染(ran)(ran)地(di)(di)块(kuai)规划用(yong)(yong)途(tu),确需开发(fa)利用(yong)(yong)的,鼓(gu)励用(yong)(yong)于拓展生(sheng)态空间(jian)。
加强信(xin)息共享(xiang)。生态环境(jing)、规划自(zi)然(ran)资源、经(jing)济信(xin)息部门(men)及时共享(xiang)疑似(si)污(wu)染(ran)地(di)块(kuai)、污(wu)染(ran)地(di)块(kuai)、用途变(bian)更为“一(yi)(yi)住两公”的(de)地(di)块(kuai)信(xin)息,以(yi)及土(tu)(tu)壤污(wu)染(ran)重(zhong)点监管(guan)单位生产经(jing)营用地(di)用途变(bian)更或土(tu)(tu)地(di)使(shi)用权收回、转让等信(xin)息。明确(que)各部门(men)牵(qian)头(tou)负(fu)责的(de)技术单位,统(tong)一(yi)(yi)空(kong)间信(xin)息文件的(de)格式(shi)要求,将(jiang)地(di)块(kuai)空(kong)间信(xin)息叠加至国土(tu)(tu)空(kong)间规划,落实(shi)“一(yi)(yi)张图(tu)”管(guan)理。
(二)深入实施(shi)农用地(di)分类管理。
动态调(diao)整耕(geng)(geng)(geng)地土(tu)(tu)壤(rang)环境(jing)质(zhi)(zhi)量(liang)类(lei)别(bie)(bie)。以万州、涪(fu)陵(ling)、潼(tong)南、江(jiang)津、合川(chuan)(chuan)、永川(chuan)(chuan)、开州等七(qi)大粮(liang)食(shi)主产(chan)(chan)区(qu)为重点区(qu)域,动态调(diao)整优先保护类(lei)、安全(quan)利用(yong)类(lei)、严格管控类(lei)耕(geng)(geng)(geng)地的(de)土(tu)(tu)壤(rang)环境(jing)质(zhi)(zhi)量(liang)类(lei)别(bie)(bie)。编制(zhi)耕(geng)(geng)(geng)地土(tu)(tu)壤(rang)环境(jing)质(zhi)(zhi)量(liang)类(lei)别(bie)(bie)调(diao)整技术(shu)报(bao)告,更新耕(geng)(geng)(geng)地土(tu)(tu)壤(rang)环境(jing)质(zhi)(zhi)量(liang)类(lei)别(bie)(bie)分类(lei)清单和(he)图(tu)件,按要求上报(bao)有关部门(men)。禁(jin)止曾用(yong)于生产(chan)(chan)、使(shi)用(yong)、贮(zhu)存、回收、处置有毒有害物质(zhi)(zhi)的(de)工矿用(yong)地复垦为种(zhong)植食(shi)用(yong)农产(chan)(chan)品的(de)耕(geng)(geng)(geng)地。
切实加大优(you)先(xian)保(bao)(bao)护类(lei)(lei)耕(geng)地保(bao)(bao)护力度。开展永久基(ji)(ji)本(ben)农田集(ji)(ji)中区(qu)域划(hua)区(qu)定(ding)界。在永久基(ji)(ji)本(ben)农田集(ji)(ji)中区(qu)域,除法(fa)律(lv)规(gui)定(ding)的重点建设项目选(xuan)址无法(fa)避让外,不得规(gui)划(hua)新建可能(neng)造成(cheng)土壤污染的建设项目。加强(qiang)农业投入(ru)品质量监管,从严(yan)查处(chu)向农田施用(yong)重金(jin)属不达标肥(fei)料等(deng)农业投入(ru)品的行为。对优(you)先(xian)保(bao)(bao)护类(lei)(lei)耕(geng)地面(mian)积(ji)减少(shao)或(huo)土壤环(huan)境(jing)质量下降的区(qu)县进行预警(jing)提(ti)醒,并依(yi)法(fa)采取环(huan)评限(xian)(xian)批(pi)等(deng)限(xian)(xian)制性措施,确保(bao)(bao)优(you)先(xian)保(bao)(bao)护类(lei)(lei)耕(geng)地面(mian)积(ji)和质量保(bao)(bao)持稳定(ding)。
全(quan)(quan)面(mian)落(luo)实安全(quan)(quan)利(li)用类(lei)耕(geng)地安全(quan)(quan)利(li)用措施(shi)(shi)。各区县(xian)(xian)(xian)制定受(shou)(shou)污(wu)染(ran)耕(geng)地安全(quan)(quan)利(li)用方案(an),全(quan)(quan)面(mian)落(luo)实低积累品(pin)种替代、水分调控、叶面(mian)调控、优化(hua)施(shi)(shi)肥(fei)、土壤(rang)调理、酸碱度调控等安全(quan)(quan)利(li)用措施(shi)(shi)。建设(she)一批(pi)受(shou)(shou)污(wu)染(ran)耕(geng)地安全(quan)(quan)利(li)用示范区(片(pian)),各区县(xian)(xian)(xian)示范区(片(pian))面(mian)积不低于本区县(xian)(xian)(xian)受(shou)(shou)污(wu)染(ran)耕(geng)地面(mian)积的10%。
加强严格(ge)管(guan)控(kong)类耕(geng)地(di)管(guan)理。因(yin)地(di)制宜制定严格(ge)管(guan)控(kong)类农(nong)(nong)(nong)用地(di)管(guan)控(kong)方(fang)案,开(kai)展土壤和农(nong)(nong)(nong)产品(pin)协(xie)同监测与评价(jia),科(ke)学划定特定农(nong)(nong)(nong)产品(pin)严格(ge)管(guan)控(kong)区(qu)。鼓励对严格(ge)管(guan)控(kong)类耕(geng)地(di)因(yin)地(di)制宜采取(qu)种植(zhi)(zhi)结构调整(zheng)(推广(guang)种植(zhi)(zhi)花卉(hui)苗木(mu)、麻、蚕(can)桑(sang)等(deng)经济(ji)作(zuo)物(wu),以(yi)及经过安全评估的特色水果、油(you)料作(zuo)物(wu)、饲(si)用作(zuo)物(wu)等(deng)农(nong)(nong)(nong)作(zuo)物(wu))或者退耕(geng)还(hai)林还(hai)草、休耕(geng)等(deng)措施。加强粮食(shi)收储和流通环节监管(guan),杜绝(jue)重金(jin)属超标(biao)粮食(shi)进入(ru)口粮市场。
(三)加(jia)强土壤污染源头管控。
开展耕(geng)地土壤重(zhong)金(jin)属(shu)(shu)(shu)污(wu)染(ran)(ran)成(cheng)因排查。以永川(chuan)、南川(chuan)、秀(xiu)山、彭(peng)水(shui)等耕(geng)地土壤重(zhong)金(jin)属(shu)(shu)(shu)污(wu)染(ran)(ran)问题突出区(qu)域为重(zhong)点,开展耕(geng)地土壤重(zhong)金(jin)属(shu)(shu)(shu)污(wu)染(ran)(ran)成(cheng)因排查。实施(shi)“十三五”涉(she)镉等重(zhong)金(jin)属(shu)(shu)(shu)行业企(qi)业污(wu)染(ran)(ran)源整治(zhi)成(cheng)效“回头(tou)看”。各区(qu)县建(jian)立(li)并动态更(geng)新辖区(qu)内涉(she)镉等重(zhong)金(jin)属(shu)(shu)(shu)行业企(qi)业污(wu)染(ran)(ran)源排查整治(zhi)清单,实施(shi)以切(qie)断镉等重(zhong)金(jin)属(shu)(shu)(shu)污(wu)染(ran)(ran)物进入耕(geng)地途径(jing)为目标的整治(zhi)措(cuo)施(shi),“十四五”期(qi)间每年(nian)完成(cheng)整治(zhi)清单中20%以上任(ren)务。
严格管控涉重(zhong)(zhong)金(jin)属行业(ye)企业(ye)大(da)气、水污(wu)(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放。各区县依据《大(da)气污(wu)(wu)(wu)染(ran)防治法》《水污(wu)(wu)(wu)染(ran)防治法》以及重(zhong)(zhong)点(dian)(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)单(dan)位名(ming)(ming)录(lu)管理有关(guan)规定,将符合条件的(de)(de)(de)排(pai)(pai)(pai)放镉、汞、砷(shen)、铅(qian)、铬等(deng)有毒(du)有害大(da)气、水污(wu)(wu)(wu)染(ran)物(wu)的(de)(de)(de)企业(ye),纳入相应重(zhong)(zhong)点(dian)(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)单(dan)位名(ming)(ming)录(lu)。其中(zhong)(zhong),纳入大(da)气重(zhong)(zhong)点(dian)(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)单(dan)位名(ming)(ming)录(lu)的(de)(de)(de)涉镉等(deng)重(zhong)(zhong)金(jin)属排(pai)(pai)(pai)放企业(ye),2023年6月底(di)前对(dui)大(da)气污(wu)(wu)(wu)染(ran)物(wu)中(zhong)(zhong)的(de)(de)(de)颗(ke)粒物(wu)按排(pai)(pai)(pai)污(wu)(wu)(wu)许可证规定实现自(zi)动监测,以监测数据核算颗(ke)粒物(wu)等(deng)排(pai)(pai)(pai)放量。自(zi)2023年起(qi),在耕(geng)地(di)安全(quan)利用和(he)(he)(he)严格管控任务较(jiao)重(zhong)(zhong)的(de)(de)(de)南川、綦(qi)江、城口、彭水和(he)(he)(he)秀山等(deng)区县,推动相关(guan)企业(ye)执行《铅(qian)、锌工(gong)业(ye)污(wu)(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放标(biao)准(zhun)》《铜、镍、钴工(gong)业(ye)污(wu)(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放标(biao)准(zhun)》《无机化学工(gong)业(ye)污(wu)(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)放标(biao)准(zhun)》中(zhong)(zhong)颗(ke)粒物(wu)和(he)(he)(he)镉等(deng)重(zhong)(zhong)点(dian)(dian)重(zhong)(zhong)金(jin)属污(wu)(wu)(wu)染(ran)物(wu)特别排(pai)(pai)(pai)放限值(zhi)。
排(pai)查(cha)整治涉重(zhong)金属关(guan)停(ting)企业(ye)及矿区(qu)历(li)史(shi)遗留(liu)固(gu)体废物。统筹(chou)推进(jin)典型行业(ye)企业(ye)用(yong)地(di)及周边(bian)(bian)土(tu)壤污(wu)染状况(kuang)调查(cha)。各区(qu)县聚(ju)焦辖区(qu)内(nei)涉镉等(deng)(deng)重(zhong)金属排(pai)放(fang)关(guan)停(ting)企业(ye),重(zhong)有色金属、石煤、硫铁矿、锰矿等(deng)(deng)矿区(qu),以及安全利(li)用(yong)类和(he)严格管控(kong)类耕(geng)地(di)集中区(qu)域(yu)周边(bian)(bian)的(de)矿区(qu),综合应(ying)用(yong)卫星(xing)遥感、无人机和(he)现场踏勘等(deng)(deng)方式,分批次、全面排(pai)查(cha)整治历(li)史(shi)遗留(liu)固(gu)体废物。优先(xian)对(dui)周边(bian)(bian)及下(xia)游耕(geng)地(di)土(tu)壤污(wu)染较重(zhong)地(di)区(qu)采(cai)取风险管控(kong)措施,有效切断污(wu)染物进(jin)入农田的(de)途(tu)径。
强化(hua)(hua)土(tu)(tu)(tu)(tu)壤污(wu)染重(zhong)(zhong)(zhong)点(dian)监管(guan)(guan)单位(wei)监管(guan)(guan)。对涉(she)及有毒有害物(wu)质可(ke)能造成土(tu)(tu)(tu)(tu)壤污(wu)染的新(改(gai)(gai)、扩)建(jian)项目,要在环(huan)境(jing)影响评价报告中提出并落实(shi)防(fang)(fang)(fang)(fang)腐(fu)蚀(shi)、防(fang)(fang)(fang)(fang)渗(shen)漏、防(fang)(fang)(fang)(fang)遗撒等土(tu)(tu)(tu)(tu)壤污(wu)染防(fang)(fang)(fang)(fang)治具体措施。动态更新增补土(tu)(tu)(tu)(tu)壤污(wu)染重(zhong)(zhong)(zhong)点(dian)监管(guan)(guan)单位(wei)名录,监督全(quan)面落实(shi)土(tu)(tu)(tu)(tu)壤污(wu)染防(fang)(fang)(fang)(fang)治义务,依法纳入排污(wu)许可(ke)管(guan)(guan)理。2025年底前,至少完成1轮土(tu)(tu)(tu)(tu)壤和地下水污(wu)染隐患排查整改(gai)(gai)。鼓(gu)励土(tu)(tu)(tu)(tu)壤污(wu)染重(zhong)(zhong)(zhong)点(dian)监管(guan)(guan)单位(wei)因地制宜实(shi)施管(guan)(guan)道化(hua)(hua)、密闭化(hua)(hua)改(gai)(gai)造,重(zhong)(zhong)(zhong)点(dian)区域防(fang)(fang)(fang)(fang)腐(fu)防(fang)(fang)(fang)(fang)渗(shen)改(gai)(gai)造,以(yi)及物(wu)料、污(wu)水管(guan)(guan)线架(jia)空建(jian)设(she)和绿色化(hua)(hua)改(gai)(gai)造。各区县生态环(huan)境(jing)主管(guan)(guan)部门定期开(kai)展土(tu)(tu)(tu)(tu)壤污(wu)染重(zhong)(zhong)(zhong)点(dian)监管(guan)(guan)单位(wei)周边土(tu)(tu)(tu)(tu)壤环(huan)境(jing)监测(ce)。
专栏1土(tu)壤污(wu)染防治工程
1.土(tu)壤(rang)环境(jing)状(zhuang)况(kuang)调(diao)查(cha)。完成(cheng)3万亩农用(yong)地(di)和建设用(yong)地(di)土(tu)壤(rang)污(wu)染(ran)(ran)状(zhuang)况(kuang)调(diao)查(cha)评估。开展典型行业(ye)企(qi)业(ye)用(yong)地(di)及周边土(tu)壤(rang)污(wu)染(ran)(ran)状(zhuang)况(kuang)调(diao)查(cha),在永(yong)川区(qu)开展土(tu)壤(rang)环境(jing)背(bei)景值调(diao)查(cha)。
2.土壤(rang)污染风险管控(kong)与修(xiu)复。实(shi)施(shi)大渡口重钢片区等(deng)一批建设用(yong)地土壤(rang)风险管控(kong)与修(xiu)复工程。实(shi)施(shi)水泥窑(yao)等(deng)工业窑(yao)炉处(chu)置(zhi)污染土壤(rang)设施(shi)改(gai)造,到2025年(nian),提(ti)升污染土壤(rang)终(zhong)端处(chu)置(zhi)能力30万吨/年(nian)。在(zai)涪陵等(deng)区县实(shi)施(shi)受(shou)污染耕地安(an)全利用(yong)项目(mu)。
3.土(tu)壤(rang)污染(ran)(ran)源(yuan)头预防。实(shi)施农用地(di)土(tu)壤(rang)镉等(deng)重(zhong)(zhong)金(jin)(jin)属污染(ran)(ran)源(yuan)头防治项(xiang)目(mu)。以区县(xian)为单位(wei)实(shi)施区域(yu)耕地(di)土(tu)壤(rang)重(zhong)(zhong)金(jin)(jin)属污染(ran)(ran)成因排查。实(shi)施10个(ge)锰渣场、煤矸石(shi)渣场、固废渣场等(deng)历史遗留污染(ran)(ran)源(yuan)整(zheng)治项(xiang)目(mu)。实(shi)施一批在(zai)产企业防渗漏、流失、扬散,重(zhong)(zhong)金(jin)(jin)属减排等(deng)提标改(gai)造和绿色(se)化改(gai)造项(xiang)目(mu)。
四、深(shen)入打好农业农村污染治理攻坚战(zhan)
加(jia)大种植(zhi)业、养殖(zhi)业污染和农(nong)(nong)村(cun)居民生(sheng)活污水(shui)垃圾治理力度(du),稳步(bu)实(shi)施(shi)农(nong)(nong)村(cun)黑(hei)臭水(shui)体整治、农(nong)(nong)村(cun)人居环境整治,推动农(nong)(nong)业农(nong)(nong)村(cun)绿色发展(zhan),实(shi)现生(sheng)态美、产业兴、百姓富有机(ji)统一(yi),让农(nong)(nong)村(cun)成为(wei)安(an)居乐业的美丽家园。
(一)持续(xu)开(kai)展种植(zhi)业污染防治。
推(tui)(tui)进农(nong)(nong)(nong)业投入品(pin)(pin)(pin)减量使用。以单位(wei)面积(ji)农(nong)(nong)(nong)业投入品(pin)(pin)(pin)用量高(gao)的(de)地区(qu)、作物和(he)新型经(jing)营主(zhu)体(ti)为重点(dian),因地制(zhi)宜推(tui)(tui)广配方(fang)施肥(fei)、有机(ji)肥(fei)、水(shui)肥(fei)一体(ti)化(hua)(hua)、秸(jie)秆还田(tian)、培植绿肥(fei)等(deng)化(hua)(hua)肥(fei)减量重点(dian)技术。持(chi)续加大(da)化(hua)(hua)肥(fei)减量宣(xuan)传培训。强化(hua)(hua)病虫(chong)(chong)害绿色(se)防控,通(tong)过(guo)申报(bao)一批(pi)全国病虫(chong)(chong)害绿色(se)防控示范县和(he)建设(she)一批(pi)智能(neng)化(hua)(hua)、自动化(hua)(hua)田(tian)间(jian)农(nong)(nong)(nong)作物病虫(chong)(chong)害监测网点(dian)。探(tan)索推(tui)(tui)进绿色(se)有机(ji)农(nong)(nong)(nong)畜(chu)产品(pin)(pin)(pin)认证,鼓励(li)建立有机(ji)农(nong)(nong)(nong)产品(pin)(pin)(pin)生(sheng)产基地。2025年底前,主(zhu)要(yao)农(nong)(nong)(nong)作物化(hua)(hua)肥(fei)、农(nong)(nong)(nong)药(yao)利用率(lv)达(da)到(dao)(dao)43%,主(zhu)要(yao)农(nong)(nong)(nong)作物病虫(chong)(chong)害专业化(hua)(hua)统防统治(zhi)覆盖(gai)率(lv)达(da)到(dao)(dao)43%。
强(qiang)化(hua)(hua)(hua)农(nong)(nong)作物秸秆(gan)(gan)综(zong)合(he)利(li)(li)(li)用。完善农(nong)(nong)作物秸秆(gan)(gan)资(zi)源台账(zhang)体系,加强(qiang)农(nong)(nong)作物秸秆(gan)(gan)资(zi)源台账(zhang)运行(xing)管理,搭建(jian)市、县(xian)级秸秆(gan)(gan)资(zi)源数据共享平(ping)台,推动信(xin)息化(hua)(hua)(hua)建(jian)设。因地制(zhi)(zhi)宜开(kai)展(zhan)秸秆(gan)(gan)“五化(hua)(hua)(hua)”(饲料(liao)化(hua)(hua)(hua)、燃料(liao)化(hua)(hua)(hua)、肥(fei)料(liao)化(hua)(hua)(hua)、基料(liao)化(hua)(hua)(hua)、原料(liao)化(hua)(hua)(hua))利(li)(li)(li)用,推动秸秆(gan)(gan)就(jiu)地就(jiu)近高值化(hua)(hua)(hua)综(zong)合(he)利(li)(li)(li)用与农(nong)(nong)村人居环境改善的有(you)机(ji)结(jie)合(he)。开(kai)展(zhan)秸秆(gan)(gan)综(zong)合(he)利(li)(li)(li)用重点县(xian)建(jian)设,引导秸秆(gan)(gan)综(zong)合(he)利(li)(li)(li)用社会化(hua)(hua)(hua)、产业(ye)化(hua)(hua)(hua)发展(zhan),支持(chi)粮油主产区采用秸秆(gan)(gan)直接还田(tian)、腐熟还田(tian)、秸秆(gan)(gan)有(you)机(ji)肥(fei)、秸秆(gan)(gan)养畜(chu)等综(zong)合(he)利(li)(li)(li)用技(ji)术。探索形成长效机(ji)制(zhi)(zhi),落实秸秆(gan)(gan)补贴政策,提高全(quan)市秸秆(gan)(gan)综(zong)合(he)利(li)(li)(li)用水平(ping)。到2025年,农(nong)(nong)作物秸秆(gan)(gan)综(zong)合(he)利(li)(li)(li)用率稳定在90%以上。

加(jia)强畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)粪(fen)(fen)污(wu)(wu)(wu)(wu)污(wu)(wu)(wu)(wu)染(ran)防(fang)治(zhi)。强化(hua)规划(hua)引领,组织(zhi)畜(chu)(chu)(chu)牧大县编(bian)制畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)养(yang)(yang)(yang)(yang)殖污(wu)(wu)(wu)(wu)染(ran)防(fang)治(zhi)规划(hua),引导(dao)(dao)畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)养(yang)(yang)(yang)(yang)殖业合(he)理布局(ju),严(yan)格禁养(yang)(yang)(yang)(yang)区、限养(yang)(yang)(yang)(yang)区、适养(yang)(yang)(yang)(yang)区管理。加(jia)强畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)粪(fen)(fen)污(wu)(wu)(wu)(wu)资源化(hua)利用(yong),推(tui)(tui)动畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)养(yang)(yang)(yang)(yang)殖场(chang)粪(fen)(fen)污(wu)(wu)(wu)(wu)设施装(zhuang)备配套提(ti)档升级,开(kai)(kai)展设施装(zhuang)备配套情(qing)况核查。到2025年,畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)粪(fen)(fen)污(wu)(wu)(wu)(wu)综(zong)合(he)利用(yong)率稳定(ding)在80%以上(shang)。依法严(yan)查畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)粪(fen)(fen)污(wu)(wu)(wu)(wu)偷排(pai)、直排(pai)、丢弃(qi)等环(huan)境(jing)违法行为。推(tui)(tui)进种养(yang)(yang)(yang)(yang)结合(he),加(jia)强对畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)粪(fen)(fen)污(wu)(wu)(wu)(wu)还(hai)田利用(yong)的指导(dao)(dao),推(tui)(tui)进畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)养(yang)(yang)(yang)(yang)殖场(chang)、专业户(hu)实(shi)(shi)施畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)粪(fen)(fen)污(wu)(wu)(wu)(wu)资源化(hua)利用(yong)计(ji)划(hua)和台账管理,逐步开(kai)(kai)展利用(yong)计(ji)划(hua)和台账管理核查与评估。指导(dao)(dao)畜(chu)(chu)(chu)禽(qin)(qin)(qin)(qin)养(yang)(yang)(yang)(yang)殖场(chang)(户(hu))切实(shi)(shi)履行污(wu)(wu)(wu)(wu)染(ran)防(fang)治(zhi)主体责任(ren),推(tui)(tui)进养(yang)(yang)(yang)(yang)殖生产(chan)清洁化(hua)和产(chan)业模式生态化(hua),强化(hua)养(yang)(yang)(yang)(yang)殖污(wu)(wu)(wu)(wu)染(ran)源头控制。

(三)持续推进农村生活(huo)污(wu)染治理。
加(jia)强农(nong)(nong)村(cun)生活(huo)(huo)污水(shui)治(zhi)(zhi)(zhi)理(li)。结(jie)合(he)区县农(nong)(nong)村(cun)生活(huo)(huo)污水(shui)治(zhi)(zhi)(zhi)理(li)专项(xiang)规(gui)划(hua),强化(hua)农(nong)(nong)村(cun)生活(huo)(huo)污水(shui)治(zhi)(zhi)(zhi)理(li)与供水(shui)改(gai)(gai)厕(ce)、农(nong)(nong)业生产等(deng)一(yi)(yi)体推(tui)进(jin),推(tui)进(jin)设(she)(she)(she)施(shi)的(de)建(jian)设(she)(she)(she)、运行(xing)和管(guan)理(li)。持续推(tui)进(jin)农(nong)(nong)村(cun)常住人口200户(hu)(hu)(或500人)以上的(de)聚居点污水(shui)集中处理(li)设(she)(she)(she)施(shi)及管(guan)网建(jian)设(she)(she)(she),逐步补齐农(nong)(nong)村(cun)环境(jing)基础(chu)设(she)(she)(she)施(shi)短板。开展已建(jian)设(she)(she)(she)施(shi)提质(zhi)增效,针对(dui)管(guan)网未配套、运行(xing)负荷(he)异常、水(shui)质(zhi)不达标等(deng)问题,按照“一(yi)(yi)站(zhan)一(yi)(yi)策”的(de)整治(zhi)(zhi)(zhi)要求推(tui)进(jin)整改(gai)(gai)。持续推(tui)进(jin)分散农(nong)(nong)户(hu)(hu)生活(huo)(huo)污水(shui)有(you)效管(guan)控,指(zhi)导(dao)(dao)和推(tui)动(dong)分散农(nong)(nong)户(hu)(hu)生活(huo)(huo)污水(shui)资源利用,实施(shi)一(yi)(yi)批分散处置(zhi)设(she)(she)(she)施(shi)建(jian)设(she)(she)(she)试点示范工程(cheng),提升分散农(nong)(nong)户(hu)(hu)生活(huo)(huo)污水(shui)处置(zhi)水(shui)平。加(jia)强监督指(zhi)导(dao)(dao),组织开展绩(ji)效评估和监测评价(jia)。强化(hua)长效化(hua)运行(xing)维护(hu),健全完(wan)善市、区县第(di)三方平台为主导(dao)(dao)、乡镇直接管(guan)理(li)为补充的(de)“投(tou)、建(jian)、管(guan)、运”机制,引(yin)导(dao)(dao)社(she)会力量(liang)参与治(zhi)(zhi)(zhi)理(li)。
加强农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)治理。建立健全(quan)农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)收集(ji)、转运和处置体系(xi),共建区(qu)域一体化(hua)(hua)的(de)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)处置体系(xi),除少数偏远散居农(nong)户(hu)外,全(quan)市(shi)农(nong)村(cun)(cun)地区(qu)基本实现生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)收运处置体系(xi)覆盖99%以上的(de)自(zi)然村(cun)(cun)(组)。推进农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)源化(hua)(hua)利(li)用(yong),探索适宜重庆山(shan)区(qu)特点(dian)的(de)农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)简易(yi)分类(lei)和就(jiu)地处置模(mo)式,引(yin)导农(nong)户(hu)采取庭院堆肥或村(cun)(cun)域集(ji)中处理消纳(na)厨余垃(la)(la)(la)(la)圾(ji)(ji)(ji)。深化(hua)(hua)农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)分类(lei)和资(zi)源化(hua)(hua)利(li)用(yong)国家级示范县建设、生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)分类(lei)示范村(cun)(cun)建设。完善农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)治理长效机(ji)(ji)制(zhi),建立农(nong)村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)保(bao)洁(jie)人员配备机(ji)(ji)制(zhi),探索村(cun)(cun)庄保(bao)洁(jie)市(shi)场化(hua)(hua)运营机(ji)(ji)制(zhi),健全(quan)行政村(cun)(cun)生(sheng)(sheng)活(huo)(huo)垃(la)(la)(la)(la)圾(ji)(ji)(ji)收运、分类(lei)、资(zi)源化(hua)(hua)利(li)用(yong)的(de)检(jian)查(cha)和考核制(zhi)度。
(四)持续开展农村环境综合整治。
加(jia)强农村饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)地保护(hu)(hu)。建(jian)(jian)立完善农村集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)地名(ming)录和(he)(he)信(xin)息(xi)台账(zhang),合理规(gui)划(hua)布(bu)局农村集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)地。以乡(xiang)镇集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)地为重点,开展集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)保护(hu)(hu)区划(hua)定、标识标牌和(he)(he)隔离防(fang)护(hu)(hu)设(she)施(shi)设(she)立,依法(fa)清理保护(hu)(hu)区内排污口、规(gui)模化畜禽养殖场和(he)(he)工业(ye)企业(ye),加(jia)快整治周边环(huan)境(jing)污染(ran)问(wen)题,推进集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)地规(gui)范化建(jian)(jian)设(she)。2025年底前,乡(xiang)镇集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)地规(gui)范化建(jian)(jian)设(she)完成比例(li)达到95%。加(jia)强农村集(ji)中(zhong)(zhong)式(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)保护(hu)(hu)区监(jian)督管理,实施(shi)饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)、供(gong)水(shui)(shui)(shui)(shui)(shui)(shui)单位供(gong)水(shui)(shui)(shui)(shui)(shui)(shui)和(he)(he)用(yong)(yong)户水(shui)(shui)(shui)(shui)(shui)(shui)龙头水(shui)(shui)(shui)(shui)(shui)(shui)质状况监(jian)测评估,依法(fa)向社会公开饮(yin)(yin)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)安全状况信(xin)息(xi)。
实(shi)施(shi)(shi)农(nong)(nong)村(cun)(cun)黑(hei)(hei)(hei)臭(chou)水(shui)(shui)(shui)体(ti)整(zheng)治(zhi)(zhi)。开展(zhan)农(nong)(nong)村(cun)(cun)黑(hei)(hei)(hei)臭(chou)水(shui)(shui)(shui)体(ti)污染排查(cha)、跟踪监测,建(jian)立(li)清(qing)单,分类施(shi)(shi)治(zhi)(zhi),建(jian)立(li)“镇街申报、区县核(he)实(shi)、市(shi)级(ji)确(que)认(ren)”的动态(tai)更新机(ji)制(zhi)(zhi)。突出(chu)精准治(zhi)(zhi)污,对黑(hei)(hei)(hei)臭(chou)问题不突出(chu)、间(jian)歇性黑(hei)(hei)(hei)臭(chou)、社会和(he)环境效(xiao)益(yi)不明显(xian)、面(mian)积较小的无功能水(shui)(shui)(shui)体(ti),鼓励优先采取(qu)(qu)制(zhi)(zhi)度(du)(du)性和(he)生(sheng)态(tai)性措施(shi)(shi)消黑(hei)(hei)(hei)消臭(chou),合理采取(qu)(qu)适度(du)(du)的工(gong)程(cheng)性措施(shi)(shi),防止在农(nong)(nong)村(cun)(cun)区域(yu)大拆大建(jian)、过度(du)(du)硬化。强化系(xi)(xi)统施(shi)(shi)策,对面(mian)积较大、明显(xian)发黑(hei)(hei)(hei)发臭(chou)、群众反映强烈的水(shui)(shui)(shui)体(ti),采取(qu)(qu)清(qing)淤疏浚、控源截污、生(sheng)态(tai)修复、水(shui)(shui)(shui)体(ti)净化、水(shui)(shui)(shui)系(xi)(xi)连通等措施(shi)(shi)实(shi)施(shi)(shi)综合整(zheng)治(zhi)(zhi)。争取(qu)(qu)国家农(nong)(nong)村(cun)(cun)黑(hei)(hei)(hei)臭(chou)水(shui)(shui)(shui)体(ti)整(zheng)治(zhi)(zhi)试(shi)点(dian)(dian)资金,实(shi)施(shi)(shi)农(nong)(nong)村(cun)(cun)黑(hei)(hei)(hei)臭(chou)水(shui)(shui)(shui)体(ti)整(zheng)治(zhi)(zhi)试(shi)点(dian)(dian)示范(fan)。完善(shan)长(zhang)效(xiao)运维管理机(ji)制(zhi)(zhi),建(jian)立(li)农(nong)(nong)村(cun)(cun)黑(hei)(hei)(hei)臭(chou)水(shui)(shui)(shui)体(ti)整(zheng)治(zhi)(zhi)的市(shi)级(ji)部门督促指导、区县推(tui)进(jin)的两级(ji)工(gong)作机(ji)制(zhi)(zhi),推(tui)动河(湖(hu))长(zhang)制(zhi)(zhi)体(ti)系(xi)(xi)向村(cun)(cun)级(ji)延伸(shen)。
推进农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)污(wu)染(ran)治(zhi)理(li)监(jian)督(du)指(zhi)导(dao)。逐(zhu)步建立(li)完善农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)污(wu)染(ran)治(zhi)理(li)重点行业(ye)(ye)(ye)监(jian)管对(dui)象清(qing)单,以对(dui)水、土壤环境质量影响突出(chu)的流域(yu)和区域(yu)为重点,强(qiang)化(hua)分区分类管控。开展(zhan)(zhan)濑(lai)溪河、黄金(jin)河等典(dian)型流域(yu)农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)污(wu)染(ran)治(zhi)理(li)监(jian)督(du)指(zhi)导(dao)试(shi)点,探(tan)索一套可(ke)复(fu)制、可(ke)推广的管理(li)模式,逐(zhu)步在(zai)全市重点流域(yu)推广运用。编(bian)制农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)污(wu)染(ran)监(jian)测评估技术规范(fan),建立(li)完善监(jian)测体系,在(zai)璧(bi)山区建立(li)国(guo)(guo)家农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)污(wu)染(ran)防治(zhi)试(shi)点,开展(zhan)(zhan)国(guo)(guo)家农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)监(jian)测试(shi)点和农(nong)(nong)业(ye)(ye)(ye)面(mian)(mian)(mian)(mian)源(yuan)(yuan)(yuan)智慧监(jian)测。
完善农村环(huan)境治理考核评(ping)价(jia)机制。完善农村环(huan)境整治成(cheng)效(xiao)(xiao)核查评(ping)估(gu)(gu)制度,开展年度成(cheng)效(xiao)(xiao)评(ping)估(gu)(gu)核查工作(zuo),确保(bao)新(xin)整治行政村“整治一(yi)个、验收一(yi)个”。对已完成(cheng)整治的(de)黑臭水(shui)(shui)体,开展整治过程和效(xiao)(xiao)果(guo)(guo)评(ping)估(gu)(gu),确保(bao)整治质量和群众(zhong)满意(yi)“双达标”。进一(yi)步(bu)完善信息(xi)化(hua)平台建设,鼓(gu)励民众(zhong)参与农村黑臭水(shui)(shui)体整治效(xiao)(xiao)果(guo)(guo)评(ping)价(jia)。强(qiang)化(hua)污(wu)(wu)水(shui)(shui)处理设施监督管(guan)理,抽(chou)查核查设施运行效(xiao)(xiao)果(guo)(guo),聚(ju)焦解决污(wu)(wu)水(shui)(shui)乱排乱放问题,开展农村生活污(wu)(wu)水(shui)(shui)治理成(cheng)效(xiao)(xiao)评(ping)估(gu)(gu)。
专栏2改善(shan)农业农村生态环(huan)境重点工程(cheng)
1.改(gai)善农村环境质量。实施农村饮用水(shui)(shui)水(shui)(shui)源(yuan)地(di)保(bao)护,完(wan)成267个(ge)乡(xiang)镇集(ji)中式饮用水(shui)(shui)水(shui)(shui)源(yuan)地(di)规范(fan)化建设(she)。实施农村黑臭(chou)水(shui)(shui)体整(zheng)治(zhi)(zhi),完(wan)成80条纳入国家监管清单的(de)水(shui)(shui)体整(zheng)治(zhi)(zhi),申报国家农村黑臭(chou)水(shui)(shui)体整(zheng)治(zhi)(zhi)试点示范(fan)工程。
2.治(zhi)(zhi)理(li)农(nong)村(cun)(cun)(cun)生活(huo)污染(ran)。实施(shi)农(nong)村(cun)(cun)(cun)生活(huo)污水(shui)(shui)(shui)治(zhi)(zhi)理(li),建设(she)(she)350座农(nong)村(cun)(cun)(cun)生活(huo)污水(shui)(shui)(shui)处理(li)设(she)(she)施(shi)、900公里污水(shui)(shui)(shui)收(shou)集(ji)管网,完(wan)成(cheng)(cheng)120座农(nong)村(cun)(cun)(cun)生活(huo)污水(shui)(shui)(shui)处理(li)设(she)(she)施(shi)技术改(gai)造。实施(shi)农(nong)村(cun)(cun)(cun)生活(huo)垃圾治(zhi)(zhi)理(li),建设(she)(she)一批农(nong)村(cun)(cun)(cun)生活(huo)垃圾分类和资源(yuan)化利用国家级示(shi)范县,建成(cheng)(cheng)生活(huo)垃圾分类示(shi)范村(cun)(cun)(cun)2500个(ge);建设(she)(she)农(nong)村(cun)(cun)(cun)有(you)机废弃物综合处置利用设(she)(she)施(shi)。实施(shi)农(nong)村(cun)(cun)(cun)环(huan)境整(zheng)治(zhi)(zhi),完(wan)成(cheng)(cheng)1100个(ge)行政村(cun)(cun)(cun)农(nong)村(cun)(cun)(cun)环(huan)境综合整(zheng)治(zhi)(zhi)。
3.防(fang)治(zhi)种(zhong)(zhong)植业(ye)污染。根据国家统(tong)一(yi)(yi)部署分期(qi)分批(pi)淘汰现(xian)存10种(zhong)(zhong)高毒农药,申报一(yi)(yi)批(pi)全(quan)国病虫(chong)害绿色防(fang)控(kong)示(shi)范县,建(jian)设一(yi)(yi)批(pi)智能(neng)化、自动化田间农作物病虫(chong)害监(jian)测网点(dian)。推进秸秆全(quan)域综合利用试(shi)点(dian)示(shi)范。建(jian)设一(yi)(yi)批(pi)农膜降(jiang)解试(shi)点(dian)示(shi)范工程、试(shi)验示(shi)范基(ji)地(di),建(jian)立村级回(hui)收网点(dian)2600个。
4.防治养(yang)(yang)殖(zhi)业污染(ran)。编制(zhi)畜(chu)禽养(yang)(yang)殖(zhi)污染(ran)防治规划,推动畜(chu)禽养(yang)(yang)殖(zhi)场(chang)粪(fen)污设(she)施(shi)装备(bei)配套提档升级(ji)(ji),开(kai)展畜(chu)禽养(yang)(yang)殖(zhi)粪(fen)污资源化利用对(dui)地力改善效果监(jian)测(ce)(ce)评价。开(kai)展水(shui)(shui)产(chan)养(yang)(yang)殖(zhi)业禁养(yang)(yang)区整治;实(shi)施(shi)30亩(mu)以上水(shui)(shui)产(chan)养(yang)(yang)殖(zhi)场(chang)直排尾水(shui)(shui)治理工程,建设(she)市(shi)级(ji)(ji)示(shi)范(fan)(fan)点30个,区县级(ji)(ji)示(shi)范(fan)(fan)点70个,累计示(shi)范(fan)(fan)面积5000亩(mu)以上,开(kai)展尾水(shui)(shui)抽样检测(ce)(ce)。
5.农业农村(cun)污(wu)(wu)(wu)染治理(li)考核评(ping)(ping)价。开展(zhan)年度农村(cun)环境(jing)、农村(cun)黑(hei)臭水(shui)(shui)(shui)体整治成效(xiao)评(ping)(ping)估(gu)(gu)(gu)(gu),开展(zhan)农村(cun)生活(huo)污(wu)(wu)(wu)水(shui)(shui)(shui)处理(li)设施运行状况评(ping)(ping)估(gu)(gu)(gu)(gu)和农村(cun)生活(huo)污(wu)(wu)(wu)水(shui)(shui)(shui)处理(li)绩(ji)效(xiao)评(ping)(ping)估(gu)(gu)(gu)(gu)。开展(zhan)农业面源(yuan)污(wu)(wu)(wu)染治理(li)源(yuan)区识别试点示范、农业面源(yuan)污(wu)(wu)(wu)染负荷评(ping)(ping)估(gu)(gu)(gu)(gu)试点、农业面源(yuan)污(wu)(wu)(wu)染防治绩(ji)效(xiao)评(ping)(ping)估(gu)(gu)(gu)(gu)。
五、稳步推(tui)进(jin)地(di)下水(shui)生态环境保(bao)护(hu)
调查评估地(di)下水(shui)(shui)(shui)环境现状(zhuang),加强污染(ran)源监督管理(li),在典型区域探(tan)索地(di)下水(shui)(shui)(shui)保护修复试点(dian),逐步建立地(di)下水(shui)(shui)(shui)污染(ran)防(fang)治管理(li)体系,控制污染(ran)增量、削减存量,确保地(di)下水(shui)(shui)(shui)环境质(zhi)量总(zong)体稳定和地(di)下水(shui)(shui)(shui)型饮用水(shui)(shui)(shui)水(shui)(shui)(shui)源水(shui)(shui)(shui)质(zhi)安(an)全(quan)。
(一)加强地下(xia)水型饮用水源和“国考”点位水质管控(kong)。
确(que)保(bao)(bao)地(di)下(xia)(xia)水(shui)(shui)(shui)(shui)型(xing)饮(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源水(shui)(shui)(shui)(shui)质安(an)全。开展2个(ge)城市(shi)级、8个(ge)乡镇“万(wan)人千吨”级集(ji)中(zhong)式(shi)地(di)下(xia)(xia)水(shui)(shui)(shui)(shui)型(xing)饮(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源调(diao)查评(ping)估(gu),划(hua)定保(bao)(bao)护(hu)区(qu)、设立(li)保(bao)(bao)护(hu)标志(zhi),进(jin)行规范化建设。对2个(ge)城市(shi)级地(di)下(xia)(xia)水(shui)(shui)(shui)(shui)型(xing)饮(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源保(bao)(bao)护(hu)区(qu)划(hua)定补给区(qu),加强(qiang)补给区(qu)地(di)下(xia)(xia)水(shui)(shui)(shui)(shui)环境(jing)管理。按(an)要求对供水(shui)(shui)(shui)(shui)人口(kou)在1000人以上的集(ji)中(zhong)式(shi)地(di)下(xia)(xia)水(shui)(shui)(shui)(shui)型(xing)饮(yin)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源开展水(shui)(shui)(shui)(shui)质监测(ce),对监测(ce)发现存在水(shui)(shui)(shui)(shui)质超标情形的水(shui)(shui)(shui)(shui)源,进(jin)一步分析超标原(yuan)因,采取整治措施。
确(que)保“国考”点水(shui)质(zhi)总体保持(chi)稳定。开(kai)展全(quan)市(shi)“十四五”期间(jian)国家地(di)(di)(di)下(xia)水(shui)环境质(zhi)量(liang)考核点位监测评估,对监测发(fa)现存(cun)在水(shui)质(zhi)超标(biao)情形的点位探(tan)索开(kai)展地(di)(di)(di)下(xia)水(shui)地(di)(di)(di)质(zhi)背景(jing)(jing)调查(cha),分析超标(biao)因(yin)子背景(jing)(jing)值(zhi)。非(fei)地(di)(di)(di)质(zhi)背景(jing)(jing)原因(yin)导致(zhi)未达到水(shui)质(zhi)目标(biao)要求的,制定地(di)(di)(di)下(xia)水(shui)环境质(zhi)量(liang)达标(biao)或保持(chi)方案(an),明确(que)防治措施及完成时限。
(二)加强重点污染源监(jian)督管理。
调(diao)(diao)查(cha)(cha)(cha)(cha)重(zhong)点污染(ran)源周边地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)状(zhuang)(zhuang)(zhuang)况(kuang)。开(kai)展“一企一库(ku)”(化(hua)(hua)学品生产企业、尾矿(kuang)库(ku))、“两场两区(qu)”(危险废物(wu)处置场、垃(la)(la)圾填埋(mai)场、工(gong)业集聚区(qu)、矿(kuang)山开(kai)采(cai)区(qu))地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)状(zhuang)(zhuang)(zhuang)况(kuang)调(diao)(diao)查(cha)(cha)(cha)(cha),评(ping)估(gu)(gu)(gu)地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)风(feng)险。2022年(nian)底(di)前,完成7个化(hua)(hua)工(gong)园(yuan)区(qu)地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)状(zhuang)(zhuang)(zhuang)况(kuang)调(diao)(diao)查(cha)(cha)(cha)(cha)评(ping)估(gu)(gu)(gu)工(gong)作(zuo)。2023年(nian)底(di)前,完成一批(pi)危险废物(wu)处置场、垃(la)(la)圾填埋(mai)场、尾矿(kuang)库(ku)地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)状(zhuang)(zhuang)(zhuang)况(kuang)调(diao)(diao)查(cha)(cha)(cha)(cha)评(ping)估(gu)(gu)(gu)。2025年(nian)底(di)前,完成一批(pi)电(dian)镀(du)园(yuan)区(qu)、矿(kuang)山开(kai)采(cai)区(qu)(煤矿(kuang)、铅锌矿(kuang)、页岩气)地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)状(zhuang)(zhuang)(zhuang)况(kuang)调(diao)(diao)查(cha)(cha)(cha)(cha)评(ping)估(gu)(gu)(gu)。试点开(kai)展关闭煤矿(kuang)矿(kuang)井涌水地(di)(di)下水环(huan)(huan)境(jing)(jing)(jing)状(zhuang)(zhuang)(zhuang)况(kuang)调(diao)(diao)查(cha)(cha)(cha)(cha)和协同防治。
督促(cu)重(zhong)点(dian)排(pai)污(wu)(wu)(wu)(wu)(wu)单(dan)位采(cai)(cai)取防渗措(cuo)施。指导地(di)(di)下(xia)(xia)水(shui)(shui)(shui)污(wu)(wu)(wu)(wu)(wu)染(ran)重(zhong)点(dian)排(pai)污(wu)(wu)(wu)(wu)(wu)单(dan)位开展地(di)(di)下(xia)(xia)水(shui)(shui)(shui)污(wu)(wu)(wu)(wu)(wu)染(ran)渗漏(lou)排(pai)查,督促(cu)“一企一库”“两场两区”针(zhen)对(dui)问(wen)题设施采(cai)(cai)取防渗改(gai)造(zao)措(cuo)施,按(an)要求(qiu)建(jian)设地(di)(di)下(xia)(xia)水(shui)(shui)(shui)环境监(jian)(jian)测(ce)(ce)井并开展自行监(jian)(jian)测(ce)(ce)。对(dui)存在地(di)(di)下(xia)(xia)水(shui)(shui)(shui)污(wu)(wu)(wu)(wu)(wu)染(ran)扩(kuo)(kuo)散风险的化工园区、危险废物处(chu)置场和垃圾填(tian)埋场等,实施地(di)(di)下(xia)(xia)水(shui)(shui)(shui)污(wu)(wu)(wu)(wu)(wu)染(ran)风险管(guan)控试点(dian)示(shi)范,阻止污(wu)(wu)(wu)(wu)(wu)染(ran)扩(kuo)(kuo)散。生态环境部(bu)门依法建(jian)立地(di)(di)下(xia)(xia)水(shui)(shui)(shui)污(wu)(wu)(wu)(wu)(wu)染(ran)重(zhong)点(dian)排(pai)污(wu)(wu)(wu)(wu)(wu)单(dan)位名录,将其纳入排(pai)污(wu)(wu)(wu)(wu)(wu)许可重(zhong)点(dian)管(guan)理,加强地(di)(di)下(xia)(xia)水(shui)(shui)(shui)环境监(jian)(jian)测(ce)(ce)和执(zhi)法检查。
(三)选择典(dian)型区(qu)域探(tan)索地下水生态保护修复。
划定(ding)地(di)下水(shui)污(wu)(wu)染(ran)防治重点(dian)区(qu)。推(tui)进市(shi)级地(di)下水(shui)污(wu)(wu)染(ran)防治重点(dian)区(qu)划定(ding),鼓励秀山等区(qu)县开(kai)展地(di)下水(shui)污(wu)(wu)染(ran)防治重点(dian)区(qu)划定(ding),明确重点(dian)区(qu)域环(huan)境准入(ru)、隐患排查(cha)、风险(xian)管(guan)控(kong)、治理(li)修复等环(huan)境管(guan)理(li)要(yao)求。
开展(zhan)地(di)(di)下水、土壤污染(ran)(ran)协同治理修复(fu)试点。针(zhen)对迁移性强的有机污染(ran)(ran)物、重金属等,兼顾不(bu)同水文地(di)(di)质条件,选择适宜(yi)的修复(fu)技术,开展(zhan)大(da)渡口区(qu)(qu)重钢片区(qu)(qu)、江(jiang)北(bei)区(qu)(qu)藏金阁(ge)电(dian)镀园区(qu)(qu)等地(di)(di)块地(di)(di)下水、土壤污染(ran)(ran)协同治理修复(fu)试点。
推进秀(xiu)山县等(deng)锰(meng)(meng)污(wu)染区地下(xia)水生态环境保护。以锰(meng)(meng)矿开(kai)(kai)采、电解锰(meng)(meng)生产企业、锰(meng)(meng)渣(zha)场(chang)为重点,开(kai)(kai)展地下(xia)水污(wu)染渗漏(lou)排(pai)查(cha)和地下(xia)水水质监测(ce),落实锰(meng)(meng)渣(zha)场(chang)防渗、渗滤液(ye)收(shou)集(ji)处(chu)理、监测(ce)等(deng)要求(qiu),积极改(gai)善锰(meng)(meng)渣(zha)场(chang)渗漏(lou)污(wu)染地下(xia)水问题。
探(tan)索实施(shi)页岩(yan)(yan)气开采(cai)区(qu)地下(xia)水(shui)生态(tai)环境(jing)(jing)(jing)保护。选择涪陵区(qu)、南(nan)川区(qu)等页岩(yan)(yan)气开采(cai)重(zhong)点区(qu),开展地下(xia)水(shui)环境(jing)(jing)(jing)状况调查、地下(xia)水(shui)污染(ran)源荷载和脆弱性评估,识别地下(xia)水(shui)环境(jing)(jing)(jing)风险与(yu)管控重(zhong)点。探(tan)索页岩(yan)(yan)气开采(cai)地下(xia)水(shui)污染(ran)防渗、监测以及采(cai)出(chu)水(shui)回注地下(xia)水(shui)污染(ran)防治(zhi)措施(shi)。
专栏3地下水生态(tai)环境保护重点(dian)工程
1.地下(xia)水(shui)环境(jing)状况调查(cha)评(ping)估(gu)。完成2个(ge)城市级(ji)、8个(ge)乡(xiang)镇“万人千吨”级(ji)集中(zhong)式地下(xia)水(shui)型(xing)饮用水(shui)水(shui)源调查(cha)评(ping)估(gu)及保护(hu)区划定。实施20~30个(ge)“一企(qi)一库(ku)”“两场两区”等(deng)六类典型(xing)重点污染源地下(xia)水(shui)环境(jing)状况调查(cha)评(ping)估(gu)。开展国家地下(xia)水(shui)环境(jing)质量(liang)考核点位监(jian)测评(ping)估(gu)。
2.地(di)下水污染源头预防(fang)。以化工园(yuan)区(qu)、危(wei)险(xian)废物处(chu)置场、垃圾填埋场、页岩气开采区(qu)及锰(meng)渣场等为重点,开展(zhan)地(di)下水污染防(fang)渗改造工程。
3.地下(xia)水风险(xian)管(guan)控与治理修复。根据地下(xia)水重点(dian)(dian)污染源环境调查评估结(jie)果,以化工(gong)园区(qu)(qu)、危(wei)险(xian)废物(wu)处置(zhi)场、垃圾填埋场及锰渣场为重点(dian)(dian),实(shi)施一批地下(xia)水污染风险(xian)管(guan)控工(gong)程。针对迁移性强的(de)有机污染物(wu)、重金(jin)属等(deng),实(shi)施大渡口区(qu)(qu)重钢片区(qu)(qu)、江北区(qu)(qu)藏金(jin)阁电(dian)镀园区(qu)(qu)等(deng)地块地下(xia)水土壤污染协同治理修复工(gong)程。
六、提升监管能力
(一)完(wan)善法规(gui)标准(zhun)体(ti)系。
推动出(chu)台《重庆市土(tu)壤(rang)(rang)污(wu)染(ran)(ran)防(fang)治条例》。研(yan)究制(zhi)定(ding)契合本地实际的(de)土(tu)壤(rang)(rang)污(wu)染(ran)(ran)调(diao)查评(ping)(ping)估(gu)、典型行业土(tu)壤(rang)(rang)污(wu)染(ran)(ran)隐患(huan)排(pai)查、暂不开发(fa)利用(yong)污(wu)染(ran)(ran)地块风(feng)险管控、建设(she)用(yong)地土(tu)壤(rang)(rang)污(wu)染(ran)(ran)后(hou)期管理(li)、建设(she)用(yong)地土(tu)壤(rang)(rang)污(wu)染(ran)(ran)风(feng)险管控和修复(fu)报告评(ping)(ping)审等(deng)技术指南。研(yan)究制(zhi)定(ding)农村生活污(wu)水资源化利用(yong)技术指南、农村黑臭水体监测评(ping)(ping)估(gu)指南和销号评(ping)(ping)估(gu)方案(an)、农业面源污(wu)染(ran)(ran)评(ping)(ping)估(gu)技术指南。针对化工园区(qu)、锰污(wu)染(ran)(ran)区(qu)、页岩气开采区(qu)等(deng)重点区(qu)域(yu),研(yan)究制(zhi)定(ding)地下水污(wu)染(ran)(ran)防(fang)治相(xiang)关技术规范或标准。
(二(er))健(jian)全监测监控网络。
完善全市(shi)土壤(rang)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)监(jian)(jian)(jian)测(ce)网络,开展农(nong)产(chan)品(pin)产(chan)地(di)(di)土壤(rang)与农(nong)产(chan)品(pin)协(xie)同监(jian)(jian)(jian)测(ce)。开展土壤(rang)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)背景值调(diao)查以及典型行业(ye)企业(ye)用地(di)(di)及周边(bian)土壤(rang)污(wu)染(ran)状况(kuang)调(diao)查。定(ding)期(qi)开展土壤(rang)污(wu)染(ran)重(zhong)点(dian)监(jian)(jian)(jian)管(guan)单(dan)位周边(bian)土壤(rang)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)监(jian)(jian)(jian)测(ce)。充分(fen)利用卫星(xing)遥感、无(wu)人(ren)机、视(shi)频监(jian)(jian)(jian)控等手段开展非现(xian)场(chang)检(jian)查,监(jian)(jian)(jian)控污(wu)染(ran)地(di)(di)块风险管(guan)控、修(xiu)复与开发(fa)利用情况(kuang)。开展农(nong)村生(sheng)活污(wu)水(shui)(shui)(shui)集中(zhong)处理设施出水(shui)(shui)(shui)水(shui)(shui)(shui)质监(jian)(jian)(jian)测(ce)、农(nong)村黑(hei)臭水(shui)(shui)(shui)体评估监(jian)(jian)(jian)测(ce)、水(shui)(shui)(shui)产(chan)养殖尾水(shui)(shui)(shui)排放监(jian)(jian)(jian)测(ce),逐步(bu)建(jian)(jian)立(li)完善农(nong)业(ye)农(nong)村监(jian)(jian)(jian)测(ce)网络。以国(guo)家地(di)(di)下(xia)水(shui)(shui)(shui)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)质量考核点(dian)为重(zhong)点(dian),逐步(bu)优(you)化和整合“双(shuang)源”地(di)(di)下(xia)水(shui)(shui)(shui)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)监(jian)(jian)(jian)测(ce)井,初步(bu)构建(jian)(jian)区(qu)域监(jian)(jian)(jian)管(guan)和“双(shuang)源”监(jian)(jian)(jian)控相结合的地(di)(di)下(xia)水(shui)(shui)(shui)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)监(jian)(jian)(jian)测(ce)网,加(jia)强现(xian)有地(di)(di)下(xia)水(shui)(shui)(shui)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)监(jian)(jian)(jian)测(ce)井的运(yun)行维护和管(guan)理,建(jian)(jian)立(li)健全分(fen)类分(fen)级的地(di)(di)下(xia)水(shui)(shui)(shui)环(huan)(huan)(huan)(huan)境(jing)(jing)(jing)监(jian)(jian)(jian)测(ce)评价体系(xi)。
(三)加强(qiang)执法与队伍建(jian)设。
依法(fa)(fa)(fa)开展土(tu)(tu)壤(rang)、农(nong)业农(nong)村和地(di)(di)下水(shui)(shui)生(sheng)态(tai)环境保护综合行(xing)政执法(fa)(fa)(fa)。持续开展土(tu)(tu)壤(rang)污染(ran)(ran)(ran)重点监(jian)管单位、建设用(yong)地(di)(di)土(tu)(tu)壤(rang)污染(ran)(ran)(ran)风险管控(kong)和修复名录地(di)(di)块以(yi)及从业单位的执法(fa)(fa)(fa)监(jian)管,依法(fa)(fa)(fa)查(cha)处篡改、伪造(zao)监(jian)测(ce)数据等弄(nong)虚作假行(xing)为。提升执法(fa)(fa)(fa)水(shui)(shui)平,配备(bei)便携式污染(ran)(ran)(ran)检(jian)测(ce)仪器(qi)、无人(ren)机等执法(fa)(fa)(fa)设备(bei)。组(zu)织开展监(jian)管执法(fa)(fa)(fa)工作培训(xun)。强化秸秆(gan)露(lu)天禁(jin)烧执法(fa)(fa)(fa)检(jian)查(cha)。建立完(wan)善土(tu)(tu)壤(rang)、农(nong)业农(nong)村和地(di)(di)下水(shui)(shui)污染(ran)(ran)(ran)防治专(zhuan)(zhuan)业技(ji)术人(ren)才培养和引(yin)进机制,健全土(tu)(tu)壤(rang)、农(nong)业农(nong)村和地(di)(di)下水(shui)(shui)污染(ran)(ran)(ran)防治专(zhuan)(zhuan)家库(ku)。推动从业单位和从业人(ren)员提高(gao)水(shui)(shui)平和能力(li),将执业情况纳(na)入信用(yong)系(xi)统(tong),建立信用(yong)记录。
(四)做好试点示(shi)范。
加强建设(she)用(yong)(yong)地(di)(di)土壤绿色低碳修复技术(shu)试(shi)点示范(fan)。探(tan)(tan)索在产(chan)企业(ye)(ye)(ye)边(bian)生产(chan)边(bian)管(guan)控土壤污(wu)染(ran)风险的(de)模式。开(kai)展受污(wu)染(ran)耕(geng)地(di)(di)安全利(li)用(yong)(yong)研究(jiu),推动先进(jin)和适(shi)用(yong)(yong)的(de)安全利(li)用(yong)(yong)技术(shu)及成果(guo)转化。强化农业(ye)(ye)(ye)面(mian)(mian)源污(wu)染(ran)监测预警、农业(ye)(ye)(ye)面(mian)(mian)源污(wu)染(ran)风险等(deng)级区划、农村污(wu)染(ran)治理、农业(ye)(ye)(ye)农村废弃物资(zi)源化利(li)用(yong)(yong)等(deng)技术(shu)研究(jiu)并开(kai)展示范(fan)应用(yong)(yong)。协同(tong)探(tan)(tan)索推进(jin)农业(ye)(ye)(ye)面(mian)(mian)源污(wu)染(ran)防治,推广以渔控草、以渔抑藻(zao)等(deng)净(jing)水(shui)模式,实(shi)现农业(ye)(ye)(ye)减污(wu)降碳。加强岩溶与裂隙地(di)(di)下水(shui)污(wu)染(ran)调查、溯(su)源、监测与预警技术(shu)、地(di)(di)下水(shui)污(wu)染(ran)阻断与风险管(guan)控技术(shu)的(de)研发(fa)与应用(yong)(yong)示范(fan)。
七、健全规(gui)划实(shi)施机制
(一)落(luo)实监管(guan)责(ze)任。
区县(自(zi)(zi)治(zhi)(zhi)县)人(ren)民(min)政(zheng)府(fu)应当加强领导,依(yi)法(fa)对本(ben)行政(zheng)区域(yu)土(tu)壤(rang)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)(zhi)和安(an)全利用、农业农村(cun)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)(zhi)、地(di)下水污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)(zhi)负(fu)责(ze),乡镇(zhen)人(ren)民(min)政(zheng)府(fu)依(yi)法(fa)对本(ben)行政(zheng)区域(yu)土(tu)壤(rang)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)(zhi)和安(an)全利用、农业农村(cun)污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)(zhi)负(fu)责(ze)。市、区县(自(zi)(zi)治(zhi)(zhi)县)有关主管(guan)部(bu)门应当依(yi)法(fa)履行土(tu)壤(rang)、农业农村(cun)、地(di)下水污(wu)(wu)(wu)染(ran)(ran)防(fang)治(zhi)(zhi)监(jian)督(du)管(guan)理职(zhi)责(ze),强化部(bu)门协同推进(jin)机(ji)制(zhi),形成工(gong)作(zuo)合(he)力。
(二)完善投入(ru)政策。
加强财政(zheng)资(zi)(zi)金与(yu)规划项目(mu)的衔(xian)接,严格落实市与(yu)区县财政(zheng)事权(quan)和支出(chu)责任(ren)划分,分级(ji)做(zuo)(zuo)好土壤生态环(huan)境(jing)(jing)财力保障。做(zuo)(zuo)好土壤污染(ran)防(fang)(fang)治(zhi)(zhi)(zhi)、农(nong)业农(nong)村环(huan)境(jing)(jing)整治(zhi)(zhi)(zhi)、地下水(shui)生态环(huan)境(jing)(jing)保护(hu)项目(mu)储(chu)备(bei),积极(ji)争取中央资(zi)(zi)金和政(zheng)府(fu)债(zhai)券资(zi)(zi)金支持。探索建(jian)立(li)多元(yuan)化投融资(zi)(zi)机制,严格落实企(qi)业和责任(ren)人治(zhi)(zhi)(zhi)污主(zhu)体责任(ren)。探索建(jian)立(li)市级(ji)土壤污染(ran)防(fang)(fang)治(zhi)(zhi)(zhi)基金,广泛(fan)引导社会资(zi)(zi)本参(can)与(yu),主(zhu)要用(yong)(yong)(yong)于农(nong)用(yong)(yong)(yong)地土壤污染(ran)防(fang)(fang)治(zhi)(zhi)(zhi)以及(ji)土壤污染(ran)责任(ren)人或者土地使用(yong)(yong)(yong)权(quan)人无法认定的土壤污染(ran)风险管控(kong)和修复等用(yong)(yong)(yong)途。
(三)加(jia)强宣(xuan)传引(yin)导。
充分利用电视(shi)、广播(bo)、报刊、互(hu)联(lian)网(wang)、微信公(gong)(gong)众(zhong)(zhong)号等(deng)(deng)媒体,结合世(shi)界环(huan)境日(ri)、世(shi)界土壤(rang)(rang)日(ri)等(deng)(deng)主题宣(xuan)传(chuan)活动(dong),宣(xuan)传(chuan)普及土壤(rang)(rang)、农业农村(cun)和(he)地(di)(di)下水(shui)生(sheng)态环(huan)境保(bao)(bao)护知识(shi),增强(qiang)公(gong)(gong)众(zhong)(zhong)生(sheng)态环(huan)境保(bao)(bao)护意识(shi)。畅通公(gong)(gong)众(zhong)(zhong)投诉(su)举报意见建议渠道,强(qiang)化群(qun)众(zhong)(zhong)对污染(ran)地(di)(di)块风险管控(kong)和(he)修复措施的监督。推(tui)进土壤(rang)(rang)、农业农村(cun)和(he)地(di)(di)下水(shui)生(sheng)态环(huan)境保(bao)(bao)护融入党政机关、学(xue)校(xiao)、工厂、社区、农村(cun)等(deng)(deng)环(huan)境宣(xuan)传(chuan)培训工作,大力推(tui)广绿(lv)色生(sheng)产生(sheng)活方式,形成全社会保(bao)(bao)护土壤(rang)(rang)、农业农村(cun)和(he)地(di)(di)下水(shui)的良好氛围。
(四)做好考核评估。
实行目标责任制和(he)考核评价制度(du),分(fen)解落(luo)实目标任务。市(shi)生态(tai)环(huan)境局(ju)根据生态(tai)环(huan)境部(bu)(bu)工作部(bu)(bu)署,会同相关部(bu)(bu)门(men)对(dui)本(ben)规(gui)划(hua)(hua)目标指标、主要任务、重大工程相关进展情况进行调度(du)。在2023年、2025年底,分(fen)别对(dui)本(ben)规(gui)划(hua)(hua)实施情况进行中期评估和(he)总结评估。
