近日(ri),贵州省(sheng)人(ren)民(min)政府印发贵州省(sheng)“十四五(wu)”节(jie)能(neng)(neng)减(jian)排综合工作(zuo)方(fang)(fang)案(an)的(de)通(tong)知(zhi),《方(fang)(fang)案(an)》明(ming)确,到(dao)2025年(nian),全省(sheng)单(dan)位地区(qu)生(sheng)产总值能(neng)(neng)耗比(bi)2020年(nian)下降13%,力(li)争完成14.5%的(de)激(ji)励目(mu)标(biao),能(neng)(neng)源消费总量(liang)得(de)到(dao)合理控制,氮氧化物、挥发性(xing)有机物、化学(xue)需(xu)氧量(liang)、氨(an)氮重点(dian)(dian)工程减(jian)排量(liang)达(da)到(dao)国家要求。重点(dian)(dian)行业能(neng)(neng)源资(zi)源利用效率和主要污染(ran)物排放(fang)控制水平达(da)到(dao)国内平均水平以(yi)上(shang),有利于节(jie)能(neng)(neng)减(jian)排的(de)体制机制、配套政策、科技创新更加(jia)健全,绿(lv)色生(sheng)产生(sheng)活方(fang)(fang)式基(ji)本形成,经济社会发展(zhan)绿(lv)色转(zhuan)型取得(de)显著成效。
《方(fang)案》部署了(le)十大重(zhong)点工(gong)(gong)(gong)(gong)程(cheng),包括重(zhong)点行(xing)业绿色升级工(gong)(gong)(gong)(gong)程(cheng)、园区节能(neng)环保提升工(gong)(gong)(gong)(gong)程(cheng)、城镇(zhen)绿色节能(neng)改造工(gong)(gong)(gong)(gong)程(cheng)、交通物(wu)流节能(neng)减(jian)排工(gong)(gong)(gong)(gong)程(cheng)、农业农村节能(neng)减(jian)排工(gong)(gong)(gong)(gong)程(cheng)、公共(gong)机构能(neng)效提升工(gong)(gong)(gong)(gong)程(cheng)、重(zhong)点区域污(wu)染物(wu)减(jian)排工(gong)(gong)(gong)(gong)程(cheng)、煤炭清洁高效利(li)用工(gong)(gong)(gong)(gong)程(cheng)、挥发(fa)性有机物(wu)综合整治工(gong)(gong)(gong)(gong)程(cheng)、环境(jing)基础(chu)设施水平提升工(gong)(gong)(gong)(gong)程(cheng),明确了(le)具体目(mu)标任务。

贵州省“十四五”节能减排综合工作方案
为深(shen)入贯彻(che)落实(shi)党中央、国务院和省(sheng)(sheng)委(wei)、省(sheng)(sheng)政(zheng)府有关(guan)重大决策部(bu)署,强力推动贵州省(sheng)(sheng)节能减排降碳(tan),深(shen)入打好(hao)污染防治(zhi)攻坚(jian)战,加快(kuai)建立健全(quan)绿(lv)色低碳(tan)循环(huan)发展(zhan)经(jing)济体系(xi),推进(jin)经(jing)济社会发展(zhan)全(quan)面绿(lv)色转型,助力实(shi)现碳(tan)达峰、碳(tan)中和目标(biao),制定本方案。
一、总体要求
以(yi)习(xi)近(jin)(jin)平新(xin)时代中国特(te)色社(she)(she)会(hui)(hui)主(zhu)(zhu)义思想(xiang)为指导,全(quan)(quan)(quan)面贯彻党的十九(jiu)大(da)和十九(jiu)届历次全(quan)(quan)(quan)会(hui)(hui)精神(shen),深入(ru)落实(shi)习(xi)近(jin)(jin)平生态(tai)文(wen)明思想(xiang),立足新(xin)发展阶段,完整、准确、全(quan)(quan)(quan)面贯彻新(xin)发展理念(nian),融入(ru)新(xin)发展格(ge)局,坚(jian)持(chi)以(yi)高(gao)质(zhi)量(liang)(liang)发展统揽全(quan)(quan)(quan)局,围绕(rao)“四新(xin)”主(zhu)(zhu)攻“四化”,着力(li)(li)把(ba)节(jie)能(neng)(neng)减(jian)(jian)排(pai)(pai)贯穿于全(quan)(quan)(quan)省经济社(she)(she)会(hui)(hui)发展全(quan)(quan)(quan)过程和各(ge)领(ling)域,坚(jian)持(chi)系(xi)统观念(nian)、系(xi)统方(fang)法,以(yi)科技(ji)创新(xin)为动(dong)力(li)(li),以(yi)健(jian)全(quan)(quan)(quan)机制(zhi)为关键,以(yi)完善(shan)政策为支撑,着力(li)(li)实(shi)施(shi)能(neng)(neng)源(yuan)消费强度和总量(liang)(liang)双(shuang)控(以(yi)下简(jian)称能(neng)(neng)耗双(shuang)控)、主(zhu)(zhu)要污染(ran)物排(pai)(pai)放总量(liang)(liang)控制(zhi)制(zhi)度,组织实(shi)施(shi)节(jie)能(neng)(neng)减(jian)(jian)排(pai)(pai)重(zhong)点(dian)工程,协同(tong)推动(dong)能(neng)(neng)源(yuan)资源(yuan)利(li)用效(xiao)率大(da)幅提高(gao)和主(zhu)(zhu)要污染(ran)物排(pai)(pai)放总量(liang)(liang)持(chi)续(xu)减(jian)(jian)少,实(shi)现(xian)节(jie)能(neng)(neng)减(jian)(jian)排(pai)(pai)降碳协同(tong)增效(xiao)、生态(tai)环(huan)境质(zhi)量(liang)(liang)持(chi)续(xu)改善(shan),确保完成(cheng)“十四五”节(jie)能(neng)(neng)减(jian)(jian)排(pai)(pai)约束性目标,为我省顺利(li)实(shi)现(xian)碳达峰、碳中和目标奠定坚(jian)实(shi)基(ji)础。
二、主要目标
到2025年,全省单位地区生产(chan)总值(zhi)能耗比(bi)2020年下降13%,力争完成14.5%的激励目(mu)标,能源(yuan)消费总量(liang)得到合(he)理控制(zhi),氮氧化(hua)物(wu)、挥(hui)发性有机物(wu)、化(hua)学需氧量(liang)、氨氮重点(dian)(dian)工程减排(pai)量(liang)达(da)到国(guo)(guo)家要(yao)求。重点(dian)(dian)行业能源(yuan)资源(yuan)利用效(xiao)率和(he)主要(yao)污染物(wu)排(pai)放控制(zhi)水平(ping)达(da)到国(guo)(guo)内平(ping)均(jun)水平(ping)以上,有利于节能减排(pai)的体(ti)制(zhi)机制(zhi)、配套政策、科技创新更加健全,绿色生产(chan)生活方式基本形成,经济社会发展绿色转(zhuan)型取得显(xian)著成效(xiao)。
三、实施(shi)节能减排重点工程
(一)重(zhong)点(dian)行业(ye)(ye)(ye)绿色(se)升(sheng)级(ji)工(gong)(gong)程。以钢铁、有色(se)、建材、煤(mei)化(hua)(hua)工(gong)(gong)、磷化(hua)(hua)工(gong)(gong)等(deng)(deng)(deng)(deng)行业(ye)(ye)(ye)为重(zhong)点(dian),全(quan)面推进(jin)节(jie)能(neng)(neng)改(gai)(gai)(gai)造升(sheng)级(ji)和(he)(he)污染(ran)(ran)物深度治(zhi)(zhi)理(li)(li)。推广应用高(gao)(gao)效(xiao)精馏系统、高(gao)(gao)温高(gao)(gao)压干熄焦、富(fu)氧强化(hua)(hua)熔炼等(deng)(deng)(deng)(deng)节(jie)能(neng)(neng)技术,鼓(gu)励将(jiang)高(gao)(gao)炉—转炉长流程炼钢转型升(sheng)级(ji)为电弧炉短流程炼钢。推进(jin)钢铁、水(shui)(shui)(shui)泥、焦化(hua)(hua)行业(ye)(ye)(ye)超低(di)排(pai)放改(gai)(gai)(gai)造,推动65蒸吨/小(xiao)时以上燃煤(mei)锅炉(含电力(li))超低(di)排(pai)放改(gai)(gai)(gai)造。到(dao)2025年,钢铁行业(ye)(ye)(ye)全(quan)部完成超低(di)排(pai)放改(gai)(gai)(gai)造。加强行业(ye)(ye)(ye)工(gong)(gong)艺(yi)革(ge)新(xin)和(he)(he)装(zhuang)备升(sheng)级(ji),实施涂装(zhuang)类、化(hua)(hua)工(gong)(gong)类等(deng)(deng)(deng)(deng)产业(ye)(ye)(ye)集群分(fen)类治(zhi)(zhi)理(li)(li),以水(shui)(shui)(shui)污染(ran)(ran)治(zhi)(zhi)理(li)(li)为重(zhong)点(dian)开(kai)展白酒、食(shi)品加工(gong)(gong)、化(hua)(hua)工(gong)(gong)、印染(ran)(ran)等(deng)(deng)(deng)(deng)行业(ye)(ye)(ye)清洁生产和(he)(he)工(gong)(gong)业(ye)(ye)(ye)废水(shui)(shui)(shui)资源(yuan)化(hua)(hua)利用改(gai)(gai)(gai)造。加强数(shu)据中心(xin)(xin)、5G通(tong)信基(ji)站等(deng)(deng)(deng)(deng)新(xin)型基(ji)础设(she)施节(jie)能(neng)(neng)管(guan)理(li)(li),严格执(zhi)行通(tong)讯、运算(suan)、存储、传输等(deng)(deng)(deng)(deng)设(she)备的国家能(neng)(neng)效(xiao)标准,提高(gao)(gao)新(xin)型基(ji)础设(she)施能(neng)(neng)效(xiao)水(shui)(shui)(shui)平,建设(she)绿色(se)数(shu)据中心(xin)(xin)。“十四五”时期,规模(mo)以上工(gong)(gong)业(ye)(ye)(ye)单位增加值能(neng)(neng)耗下降15%,万元(yuan)工(gong)(gong)业(ye)(ye)(ye)增加值用水(shui)(shui)(shui)量下降20%。到(dao)2025年,通(tong)过实施节(jie)能(neng)(neng)降碳(tan)改(gai)(gai)(gai)造升(sheng)级(ji)行动,钢铁、电解铝、水(shui)(shui)(shui)泥、平板玻璃、合成氨等(deng)(deng)(deng)(deng)重(zhong)点(dian)行业(ye)(ye)(ye)产能(neng)(neng)和(he)(he)数(shu)据中心(xin)(xin)达到(dao)能(neng)(neng)效(xiao)标杆(gan)水(shui)(shui)(shui)平的比例超过30%。(省(sheng)工(gong)(gong)业(ye)(ye)(ye)和(he)(he)信息(xi)化(hua)(hua)厅(ting)(ting)、省(sheng)发(fa)展改(gai)(gai)(gai)革(ge)委、省(sheng)生态(tai)环(huan)境(jing)厅(ting)(ting)、省(sheng)市(shi)场监管(guan)局、省(sheng)能(neng)(neng)源(yuan)局、省(sheng)大数(shu)据局、省(sheng)通(tong)信管(guan)理(li)(li)局、省(sheng)水(shui)(shui)(shui)利厅(ting)(ting)等(deng)(deng)(deng)(deng)按职(zhi)责(ze)分(fen)工(gong)(gong)负责(ze),各市(shi)〔州〕人民政(zheng)府负责(ze)落实。以下均(jun)需各市(shi)〔州〕人民政(zheng)府落实,不再列出)
(二)园(yuan)(yuan)(yuan)区(qu)(qu)节能环保提升(sheng)工(gong)(gong)(gong)(gong)程。引导工(gong)(gong)(gong)(gong)业(ye)企业(ye)向园(yuan)(yuan)(yuan)区(qu)(qu)集聚,推(tui)(tui)动工(gong)(gong)(gong)(gong)业(ye)园(yuan)(yuan)(yuan)区(qu)(qu)能源系统(tong)整体(ti)优(you)化(hua)和污染(ran)综合(he)整治,鼓励工(gong)(gong)(gong)(gong)业(ye)企业(ye)、园(yuan)(yuan)(yuan)区(qu)(qu)优(you)先利用可(ke)再生(sheng)能源,重(zhong)点(dian)选择高(gao)耗(hao)能高(gao)排(pai)放项(xiang)目(mu)(以(yi)下简(jian)称(cheng)“两高(gao)”项(xiang)目(mu))集聚度(du)高(gao)、综合(he)能效水平较低(di)的(de)(de)典型工(gong)(gong)(gong)(gong)业(ye)园(yuan)(yuan)(yuan)区(qu)(qu)开(kai)展(zhan)(zhan)节能环保改造(zao)提升(sheng)。以(yi)省级以(yi)上工(gong)(gong)(gong)(gong)业(ye)园(yuan)(yuan)(yuan)区(qu)(qu)为重(zhong)点(dian),搭建(jian)(jian)统(tong)一规范的(de)(de)公(gong)(gong)共(gong)(gong)基础(chu)(chu)设施(shi)服务平台,推(tui)(tui)进(jin)(jin)供热、供气、供电、污水处(chu)理、中(zhong)水回用等(deng)公(gong)(gong)共(gong)(gong)基础(chu)(chu)设施(shi)共(gong)(gong)建(jian)(jian)共(gong)(gong)享,对进(jin)(jin)水浓(nong)度(du)异常(chang)的(de)(de)污水处(chu)理厂开(kai)展(zhan)(zhan)片区(qu)(qu)管网系统(tong)化(hua)整治,产生(sheng)工(gong)(gong)(gong)(gong)业(ye)固体(ti)废(fei)(fei)物(wu)的(de)(de)工(gong)(gong)(gong)(gong)业(ye)园(yuan)(yuan)(yuan)区(qu)(qu)应(ying)当建(jian)(jian)设工(gong)(gong)(gong)(gong)业(ye)固体(ti)废(fei)(fei)物(wu)集中(zhong)贮(zhu)存(cun)、处(chu)置场,推(tui)(tui)动挥(hui)发性有机物(wu)、电镀(du)废(fei)(fei)水及特征污染(ran)物(wu)集中(zhong)治理等(deng)“绿岛(dao)”项(xiang)目(mu)建(jian)(jian)设。到(dao)2025年,以(yi)省级开(kai)发区(qu)(qu)为重(zhong)点(dian)建(jian)(jian)成一批节能环保示范园(yuan)(yuan)(yuan)区(qu)(qu)。(省发展(zhan)(zhan)改革委、省工(gong)(gong)(gong)(gong)业(ye)和信息化(hua)厅(ting)、省生(sheng)态环境厅(ting)等(deng)按职责(ze)分(fen)工(gong)(gong)(gong)(gong)负责(ze))
(三(san))城(cheng)镇绿(lv)(lv)色(se)(se)节能(neng)改造(zao)工(gong)程(cheng)(cheng)。统筹考虑全(quan)省生(sheng)活、生(sheng)态、生(sheng)产要(yao)素,优(you)化城(cheng)镇绿(lv)(lv)色(se)(se)发(fa)展(zhan)空(kong)间格局(ju),全(quan)面(mian)推进(jin)城(cheng)镇绿(lv)(lv)色(se)(se)规划、绿(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)设、绿(lv)(lv)色(se)(se)运行管理(li),加(jia)(jia)快建(jian)(jian)(jian)(jian)设低(di)碳(tan)城(cheng)市(shi)(shi)(shi)(shi)、韧性城(cheng)市(shi)(shi)(shi)(shi)、海绵城(cheng)市(shi)(shi)(shi)(shi)、“无废(fei)城(cheng)市(shi)(shi)(shi)(shi)”。全(quan)面(mian)提(ti)高新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑节能(neng)标准,加(jia)(jia)快发(fa)展(zhan)超低(di)能(neng)耗(hao)建(jian)(jian)(jian)(jian)筑、低(di)碳(tan)建(jian)(jian)(jian)(jian)筑,积极推进(jin)既(ji)有(you)建(jian)(jian)(jian)(jian)筑节能(neng)改造(zao)、建(jian)(jian)(jian)(jian)筑光伏一(yi)体化建(jian)(jian)(jian)(jian)设。科学引导(dao)清(qing)洁取(qu)暖(nuan),加(jia)(jia)快工(gong)业余(yu)热(re)供(gong)暖(nuan)规模化应用,积极推动铜仁玉屏(ping)清(qing)洁热(re)能(neng)项目前(qian)期工(gong)作,因地制宜推行太阳能(neng)、热(re)泵、地热(re)能(neng)、生(sheng)物(wu)质能(neng)等(deng)(deng)清(qing)洁低(di)碳(tan)供(gong)暖(nuan)。实施绿(lv)(lv)色(se)(se)高效制冷行动,以建(jian)(jian)(jian)(jian)筑中央空(kong)调、数据中心、商(shang)务产业园区、冷链(lian)物(wu)流等(deng)(deng)为重点,更新(xin)升级制冷技术、设备,优(you)化负荷供(gong)需(xu)匹配,大幅(fu)提(ti)升制冷系(xi)统能(neng)效水(shui)平。实施贵阳市(shi)(shi)(shi)(shi)、六盘(pan)水(shui)市(shi)(shi)(shi)(shi)、黔西市(shi)(shi)(shi)(shi)、绥阳县等(deng)(deng)公共(gong)供(gong)水(shui)管网漏损治理(li)工(gong)程(cheng)(cheng)。到2025年,城(cheng)镇新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑全(quan)面(mian)执行绿(lv)(lv)色(se)(se)建(jian)(jian)(jian)(jian)筑标准,城(cheng)镇清(qing)洁取(qu)暖(nuan)比例和(he)绿(lv)(lv)色(se)(se)高效制冷产品市(shi)(shi)(shi)(shi)场(chang)占有(you)率大幅(fu)提(ti)升。(省住房城(cheng)乡建(jian)(jian)(jian)(jian)设厅(ting)(ting)、省生(sheng)态环境厅(ting)(ting)、省发(fa)展(zhan)改革(ge)委、省自(zi)然资源厅(ting)(ting)、省交(jiao)通运输厅(ting)(ting)、省市(shi)(shi)(shi)(shi)场(chang)监(jian)管局(ju)、省能(neng)源局(ju)等(deng)(deng)按职责(ze)分工(gong)负责(ze))

(九)挥(hui)发(fa)性(xing)有机物(wu)(wu)综(zong)合整(zheng)治(zhi)工程(cheng)。以石(shi)化、化工、涂(tu)装(zhuang)(zhuang)(zhuang)、医药、包(bao)装(zhuang)(zhuang)(zhuang)印刷(shua)、油品(pin)储(chu)运销等行业(ye)(ye)(ye)领域为(wei)重(zhong)点,实施(shi)(shi)源头(tou)替代、无组织排(pai)放管(guan)控、末端治(zhi)理(li)(li)、企(qi)业(ye)(ye)(ye)管(guan)理(li)(li)全(quan)过程(cheng)综(zong)合治(zhi)理(li)(li),全(quan)面提升废气(qi)收(shou)(shou)集(ji)率、治(zhi)理(li)(li)设施(shi)(shi)同步运行率和(he)去除率。在(zai)汽车(che)制造(zao)、家(jia)具制造(zao)、包(bao)装(zhuang)(zhuang)(zhuang)印刷(shua)、工业(ye)(ye)(ye)涂(tu)装(zhuang)(zhuang)(zhuang)等行业(ye)(ye)(ye)推(tui)广(guang)使用低挥(hui)发(fa)性(xing)有机物(wu)(wu)含量的涂(tu)料、油墨、胶粘(zhan)剂、清洗剂。推(tui)进涉挥(hui)发(fa)性(xing)有机物(wu)(wu)产业(ye)(ye)(ye)集(ji)群整(zheng)治(zhi),同一类别工业(ye)(ye)(ye)涂(tu)装(zhuang)(zhuang)(zhuang)企(qi)业(ye)(ye)(ye)聚(ju)集(ji)的园区和(he)集(ji)群,推(tui)动(dong)建设集(ji)中(zhong)涂(tu)装(zhuang)(zhuang)(zhuang)中(zhong)心(xin)。鼓励各地建设吸(xi)附剂集(ji)中(zhong)再生(sheng)中(zhong)心(xin)和(he)钣喷共享(xiang)中(zhong)心(xin),配(pei)套建设适宜高效挥(hui)发(fa)性(xing)有机物(wu)(wu)治(zhi)理(li)(li)设施(shi)(shi)。加强油船(chuan)和(he)原油、成品(pin)油码头(tou)、加油站油气(qi)回收(shou)(shou)治(zhi)理(li)(li)。中(zhong)心(xin)城市开(kai)展非甲(jia)烷总烃(ting)监(jian)测,开(kai)展部分臭氧超标城市挥(hui)发(fa)性(xing)有机物(wu)(wu)组分监(jian)测。(省生(sheng)态环境厅、省工业(ye)(ye)(ye)和(he)信息化厅等按(an)职责分工负(fu)责)
(十)环境基础设施水平提升工程。加快构建集污水、垃圾、固体废物、危险废物、医疗废物处理处置设施和监测监管能力于一体的环境基础设施体系,推动形成由城市向建制镇和乡村延伸覆盖的环境基础设施网络。实施城镇生活污水末端收集支管建设改造,老旧破损管道更新改造,雨污合流管道分流改造,雨污管网错接、乱接整治改造,以存在污水直排、污水处理厂处理能力不足城市为重点,强化污水处理能力建设,推行污水、污泥无害化处理和资源化利用,积极推进焚烧、水泥窑协同或其他资源化利用方式处理处置污泥。推行城市生活垃圾分类,建设分类投放、分类收集、分类运输、分类处理的生活垃圾处理系统,形成以生活垃圾焚烧发电为主、其它处理方式为辅的生活垃圾处理模式。到2025年,新增和改造污水收集管网4000公里,新增污水处理能力44.7万立方米/日,城市管网污泥无害化处置率达(da)到(dao)90%以上(shang),建(jian)设生(sheng)活(huo)(huo)垃圾(ji)焚烧处理规(gui)模1.86万吨/日,城(cheng)市生(sheng)活(huo)(huo)垃圾(ji)资源(yuan)化利用率达(da)到(dao)70%,全省(sheng)(sheng)(sheng)基本实(shi)现原(yuan)生(sheng)生(sheng)活(huo)(huo)垃圾(ji)“零填埋”。(省(sheng)(sheng)(sheng)住房城(cheng)乡建(jian)设厅(ting)、省(sheng)(sheng)(sheng)发展改革(ge)委(wei)、省(sheng)(sheng)(sheng)生(sheng)态环境厅(ting)等按职责分工负责)

(一)优(you)化完善能(neng)(neng)(neng)(neng)耗双(shuang)控制度(du)。坚持(chi)节能(neng)(neng)(neng)(neng)优(you)先,强(qiang)化能(neng)(neng)(neng)(neng)耗强(qiang)度(du)降低(di)约束性(xing)指标管理(li)(li),有效(xiao)增强(qiang)能(neng)(neng)(neng)(neng)源消费(fei)总量管理(li)(li)弹性(xing),加强(qiang)能(neng)(neng)(neng)(neng)耗双(shuang)控政策(ce)与碳达峰、碳中(zhong)和(he)目标任务的衔(xian)接(jie)。以能(neng)(neng)(neng)(neng)源产(chan)出率为重要依据,综(zong)合(he)考虑资源禀(bing)赋、经(jing)济水平、发展阶段等因素,合(he)理(li)(li)确定各市(shi)(州)能(neng)(neng)(neng)(neng)耗强(qiang)度(du)降低(di)目标。
对(dui)各市(shi)(shi)(州)“十四五(wu)”能(neng)(neng)(neng)耗强(qiang)(qiang)度降低实行(xing)基本(ben)目(mu)(mu)(mu)标(biao)和(he)(he)激励目(mu)(mu)(mu)标(biao)双目(mu)(mu)(mu)标(biao)管理,由各市(shi)(shi)(州)按(an)年度将目(mu)(mu)(mu)标(biao)任务(wu)分(fen)解到各县(市(shi)(shi)、区、特区)。完(wan)善能(neng)(neng)(neng)源(yuan)消(xiao)费总(zong)(zong)量(liang)指标(biao)确(que)定方式,根据地区生产总(zong)(zong)值增速(su)目(mu)(mu)(mu)标(biao)和(he)(he)能(neng)(neng)(neng)耗强(qiang)(qiang)度降低基本(ben)目(mu)(mu)(mu)标(biao)确(que)定年度能(neng)(neng)(neng)源(yuan)消(xiao)费总(zong)(zong)量(liang)目(mu)(mu)(mu)标(biao),经(jing)济增速(su)超过预(yu)期目(mu)(mu)(mu)标(biao)的市(shi)(shi)(州)可相应调(diao)整能(neng)(neng)(neng)源(yuan)消(xiao)费总(zong)(zong)量(liang)目(mu)(mu)(mu)标(biao)。落实国(guo)(guo)家新增可再生能(neng)(neng)(neng)源(yuan)电力消(xiao)费量(liang)、原料(liao)用能(neng)(neng)(neng)不(bu)纳入能(neng)(neng)(neng)源(yuan)消(xiao)费总(zong)(zong)量(liang)考核要求(qiu)。积极争(zheng)取国(guo)(guo)家重(zhong)大(da)项(xiang)目(mu)(mu)(mu)能(neng)(neng)(neng)耗单列,支持国(guo)(guo)家重(zhong)大(da)项(xiang)目(mu)(mu)(mu)建(jian)设。对(dui)符合产业政(zheng)策(ce)、规划布局(ju)(ju)、环境准入要求(qiu)、能(neng)(neng)(neng)效(xiao)水平和(he)(he)投资效(xiao)益好的项(xiang)目(mu)(mu)(mu)优(you)先(xian)审批;对(dui)符合省(sheng)委、省(sheng)政(zheng)府重(zhong)大(da)决策(ce)部(bu)署导(dao)向的新能(neng)(neng)(neng)源(yuan)电池及(ji)材料(liao)等重(zhong)大(da)产业项(xiang)目(mu)(mu)(mu),省(sheng)级(ji)层面优(you)先(xian)给予用能(neng)(neng)(neng)保障(zhang)。加强(qiang)(qiang)节能(neng)(neng)(neng)形势分(fen)析预(yu)警,对(dui)高预(yu)警等级(ji)市(shi)(shi)(州)加强(qiang)(qiang)工作指导(dao)。推动(dong)科(ke)学有(you)序(xu)实行(xing)用能(neng)(neng)(neng)预(yu)算管理,优(you)化能(neng)(neng)(neng)源(yuan)要素合理配置。(省(sheng)发展改革委牵头,省(sheng)统计局(ju)(ju)、省(sheng)工业和(he)(he)信息(xi)化厅、省(sheng)能(neng)(neng)(neng)源(yuan)局(ju)(ju)等按(an)职责(ze)分(fen)工负责(ze))
